    Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system. Community Memory was the first known community access network. Several foundations and government agencies have funded community networks, known as freenets. Discusses the freenet movement; library involvement; the Apple Library of Tomorrow and the Morino Foundation conference on community networks and how to keep in touch with community network developments

    Abstract
    Complexity establishes a paradox between the tasks of preserving old knowledge (memory function) and facilitate cognitive dissonance in order to challenge established knowledge claims and create new knowledge (catalyser function). Through complexity all social systems organisations, discourse communities, ideologies) face an environment (or surrounding) that is characterised through its instability and contingency. What is real, or presumable real from one point of view can appear completely different from another point of view. Different discourses of meaning and significance float, blend and separates themselves form each other the arena of communication. The library has to both keep record of what has happened, as well as take part in the ongoing battles for new discursive hegemonies. The unity of the paradox of memory and catalysing is described as managing complexity and requires a conscious and constant oscillation between order and chaos, stability and change. The role of the librarian is defined through an analysis of contemporary social semantics as well as the technical, ethical, cultural and epistemological challenges facing us as librarians and information specialists.

    Abstract
    We recognize that documents on the WWW are ephemeral and changing. We also recognize the Web documents can be categorized along a number of dimensions, including 'publisher', size, object mix, as well as purpose, meaning and content. This study is firsta preliminary exploration into Web page and Web site mortality rates. It then considers 2 types of change: content and structural. Finally, the study is concerned with understanding those constancy and permanence phenomena for different Web document classes. It is suggested taht, from the perspective of information maintenance and retrieval, the WWW does not represent revolutionary change. In fact, in some ways the Web is a less sophisticated form than traditional publication practices. Finally, this study explores the 'short memory' and 'mind changing' of the WWW
