    Unter dem Motto 'Bücher, Bytes und Bibliotheken - Integrierte Informationen im Internet' fand vom 3.-6.3.99 die diesjährige InetBib-Tagung in Oldenburg statt. Die Tagung lockte mehr als 350 Teilnehmer sowie 38 Aussteller in den an diesen Tagen überhaupt nicht kühlen Norden der Republik.     "FR: Sie plädieren dafür, die Qualität für E-Learning aus Sicht des Lernenden zu beurteilen. Wie soll das gehen? Ulf-Daniel Ehlers: Wir haben rund 2000 Personen nach ihren Erfahrungen mit E-Learning befragt. Anhand der Antworten wurden verschiedene Bereiche herausgearbeitet, die von entscheidender Bedeutung dafür sind, ob E-Learning erfolgreich ist oder nicht. Was macht den Erfolg aus? Wichtig ist die Betreuung durch einen Tutor. Allerdings geht es hier nicht einfach nur darum, ob eine Betreuung angeboten wird oder nicht. Wir empfehlen, auch danach zu fragen, wie ein Kursteilnehmer sie sich wünscht, ob er sie etwa als Hilfe lediglich bei Fragen zum Stoff oder ob er eine Art Coaching will. Man muss den Lernenden genau das anbietet, was sie brauchen. Dann erhöht man die Chancen für den Lernerfolg. Wichtig ist aber auch die Art der Zusammenarbeit im Kurs. Welche weiteren Erfolgsfaktoren gibt es? Die Technik muss natürlich funktionieren und leicht zu bedienen sein. Darüber hinaus sind die Wünsche sehr individuell: Mancher möchte seinen eigenen Lernstand abspeichern können. Für einen anderen Nutzer ist das wiederum belanglos, weil er etwas anderes höher schätzt. Man darf sich an diesem Punkt aber nicht dem Irrtum hingeben, dass, nachdem zum Beispiel an der Software einer Lernplattform etwas verbessert worden ist, die Lernenden automatisch positiver über die Qualität des E-Learnings urteilten: Viel wichtiger für das Urteil der Kursteilnehmer ist die gute Didaktik. Das Primat der Didaktik ist entscheidend für den Erfolg. Was muss noch geschehen, damit E-Learning funktioniert? Wichtig ist die Gestaltung des Kurses. Auch hier sollte man die Lernenden und ihre Erwartungen einbeziehen. Genauso muss es transparente Informationen geben. Schließlich: Ein Anbieter sollte nachfragen, wie sich die Teilnehmer die Präsenzveranstaltungen wünschen, ob sie sich davon eine Kommunikation nur über den Lernstoff oder eher ein Beisammensein mit viel sozialem Austausch erwarten. Indem man diese individuellen Präferenzen beim Lernenden beachtet, verbessert man die Chancen auf einen Erfolg beim E-Leaming. Kann man nicht einfach sagen: Beim Lernen ist das gut, was der Konsument gut findet? Das funktioniert zwar bei den meisten Waren und Dienstleistungen. Bildung aber ist dafür zu komplex. Zum Beispiel: Wer ist bei einer Weiterbildung der Konsument - die Firma, die den Kurs bezahlt, oder derjenige, der ihn besucht? Wen also müsste man nach seiner Einschätzung befragen? Außerdem: Ein Erfolg in der Weiterbildung stellt sich aus Sicht des Unternehmens erst mit dem Wissenstransfer ein; der Transfer aber findet erst nach dem Seminar statt, also außerhalb der Bildungsmaßnahme. Wie soll man hier Qualität ermitteln? Noch eins: Es reicht nicht aus, einfach nur einen Teilnehmer zu befragen, was er von einem Kurs hält. Dabei kann man nämlich sein blaues Wunder erleben: Die Ergebnisse können sehr unterschiedlich sein - je nachdem, ob man den Lernenden vor oder nach der Prüfung fragt. Wie beurteilen Sie dennoch die Qualität aus der Sicht der Lernenden? Wir fragen bei den Lernenden nicht einfach ein Urteil über einen Kurs ab. Vielmehr empfehlen wir, schon in der Vorbereitung die Teilnehmer zu befragen, wie diese es am liebsten hätten. Wenn man das umsetzt, werden die Chancen auf einen Lernerfolg erheblich verbessert. Bisher hingegen hieß es immer: Wozu soll ich meine Schüler fragen, wie sie sich das Lernen wünschen? Die wissen das doch gar nicht. Wir sagen: die wissen das sehr wohl. Wie wollen Sie ihre Konzepte in die Praxis umsetzen? Wir sind unter anderem dabei, einen europäischen Verband für Qualität im E-Learning und das Gütesiegel E-Learning zu gründen. Damit möchten wir auf einer breiten Basis Lernende informieren und Anbieter beraten."

    Abstract
    Parallel zur Verbreitung und Institutionalisierung des Internet hat sich die sozialwissenschaftliche Online-Forschung etabliert. Sie erzeugt in zweifacher Hinsicht »Wissen über das Netz«: Beim »Forschen mit dem Netz« nutzt sie das Medium als Instrument der Datenerhebung, beim »Forschen im Netz« betrachtet sie die Vielzahl sozialer Formen, die das Internet hervorbringt. Prominentes Beispiel für das »Forschen mit dem Netz« ist die regelmäßig durchgeführte Umfrage »Perspektive Deutschland«, bei der Bürger ihre Meinung zu aktuellen gesellschaftlichen Entwicklungen online abgeben können. Der Vorteil: Über das Internet kann schnell und vergleichsweise kostengünstig eine sehr große Anzahl von Antworten erhoben werden - die etwa 450.000 Teilnehmer bei der Umfrage von 2003 wären mit herkömmlichen schriftlichen oder telefonischen Untersuchungen nicht zu erreichen gewesen. In diesem Beitrag soll es jedoch weniger um die Diskussion gehen, welche Vor- und Nachteile das Internet als Instrument der Datenerhebung aufweist. Vielmehr werden anhand von drei Leitfragen Aspekte beleuchtet, die Online-Forschung als Mechanismus kennzeichnen, um Wissen über das Netz zu generieren: »Was wissen wir?« fragt nach, wie sich die Online-Forschung in den vergangenen Jahren entwickelt hat. - »Was können wir wissen?« zeigt die Pole auf, zwischen denen sich die Online-Forschung bewegt. - »Was wollen wir wissen?« stellt Fragen vor, die in Zukunft von der Online-Forschung bearbeitet werden sollten. Den Antworten liegt die Überlegung zu Grunde, dass die Differenzierung der Online-Forschung zu einer Fragmentierung von Wissen zu führen droht, wenn sich die Analysen auf einzelne Aspekte der Internet-Nutzung beschränken und den (Wechsel-)Wirkungen zwischen Nutzer, Technologie und sozialem Kontext nicht gerecht werden.

    Abstract
    Examines some of the advanced tools, techniques, methods and standards related to the Internet and WWW which consist of hybrids of documents and software, called 'document program hybrids'. Early Internet systems were based on having documents on one side and software on the other, neatly separated, apart from one another and without much interaction, so that the static document can also exist without computers and networks. Documentation program hybrids blur this classical distinction and all components are integrated, interwoven and exist in synergy with each other. Illustrates the techniques with particular reference to practical examples, including: dara collections and dedicated software; advanced HTML features on the WWW, multimedia viewer and plug in software for Internet and WWW browsers; VRML; interaction through a Web server with other servers and with instruments; adaptive hypertext provided by the server; 'webbots' or 'knowbots' or 'searchbots' or 'metasearch engines' or intelligent software agents; Sun's Java; Microsoft's ActiveX; program scripts for HTML and Web browsers; cookies; and Internet push technology with Webcasting channels

    Abstract
    Presents WebTagger, an implemented prototype of a personal book marking service that provides both individuals and groups with a customisable means of organizing and accessing Web-based information resources. The service enables users to supply feedback on the utility of these resources relative to their informatio needs, and provides dynamically updated ranking of resources based on incremental user feedback. Individuals may access the service from anywhere on the Internet and require no special software. The service simplifies the process of sharing URLs within groups, in comparison with manual methods involving email. The underlying bookmark organization scheme is more natural and flexible than current hierarchical schemes supported by the major Web browsers and enables rapid access to stored bookmarks

    Abstract
    Für Webseiten ist, wie für alle interaktiven Anwendungen vom einfachen Automaten bis zur komplexen Software, die Benutzerfreundlichkeit von zentraler Bedeutung. Allerdings wird eine sinnvolle Benutzung von Informationsangeboten im World Wide Web häufig durch "cooles Design" unnötig erschwert, weil zentrale Punkte der Benutzerfreundlichkeit (Usability) vernachlässigt werden. Durch Usability Evaluation kann die Benutzerfreundlichkeit von Webseiten und damit auch die Akzeptanz bei den Benutzern verbessert werden. Ziel ist die Gestaltung von ansprechenden benutzerfreundlichen Webangeboten, die den Benutzern einen effektiven und effizienten Dialog ermöglichen. Das Buch bietet eine praxisorientierte Einführung in die Web Usability Evaluation und beschreibt die Anwendung ihrer verschiedenen Methoden.

    The Venice University Institute of Architecture has developed Easyweb, a software package to integrate its heterogeneous non-compatible bibliographic and multimedia databases, standardise access and create internal links, by transferring all existing OPAC applications to the Web. Features include importation of UNIMARC data, multiple window searching, multibase searching and special applications, e.g. circulation management. Easyweb is notable user friendly and has become the point of reference for OPACs in Italy

    Abstract
    Describes the first phase of an Internet training programme, presented to academic staff at Sydnay University, New South Wales, which included a brief introduction and comprehensive review of the Internet, using NCSA Mosaic and Netscape software as preseantation tools. The programme used locally produced Hypertext Markup Language (HTML) documents with live and 'canned' links to Internet tools and resources. Participants were presented with a 'things to see' home page on individual workstations and were free to explore areas of interest using this home page as a starting point. They were also provided with their own Mac and DOS discs as handouts with a World Wide Web (WWW) browser and local HTML documents, some of which contained links to Internet tools and resources. An evaluation of the programme indicated the success of the WWW browsers as an aid to Internet training

    Abstract
    The use of codes and other methods of concealing the contents of messages is as old as recorded information. With the advent of computer communication, the need for a method of ensuring secure communication over insecure channels, such as the Internet, has seen an increased demand for good cryptography. However, the recent availability of public domain public key encryption software, such as Philip R. Zimmermann's Pretty Good privacy (PGP), has been seen by some as betraying the principles of security and has raised issues of national communication policy and personal privacy. In the USA, the government's Clipper encryption chip initiative sought to implement a key escrow system which would enable law enforcement agencies to wiretap all digital communication. Civil liberty opponents of key escrow systems argue that they will not affect criminals, and fear that they can only be made effective by banning the use of alternative encryption systems, such as PGP. Describes methods for obtaining and using PGP to encrypt and decrypt electronic mail messages

    Abstract
    Presents an approach that integrates searching and browsing in a manner that improves both paradigms. When browsing is the primary task, it enables semantic content-based tailoring of Web maps in both the generation as well as the visualization phases. When search is the primary task, it enables contextualization of the results by augmenting them with the documents' neighbourhoods. This approach is embodied in WebCutter, a client-server system fully integrated with Web software. WebCutter consists of a map generator running off a standard Web server and a map visualization client implemented as a Java applet runalble from any standard Web browser and requiring no installation or external plug-in application. WebCutter is in beta stage and is in the process of being integrated into the Lotus Domino application product line

    Abstract
    This study investigated Simon's behavioral decisionmaking theories of bounded rationality and satisficing in relation to young people's decision making in the World Wide Web, and considered the role of personal preferences in Web-based decisions. It employed a qualitative research methodology involving group interviews with 22 adolescent females. Data analysis took the form of iterative pattern coding using QSR NUD*IST Vivo qualitative data analysis software. Data analysis revealed that the study participants did operate within the limits of bounded rationality. These limits took the form of time constraints, information overload, and physical constraints. Data analysis also uncovered two major satisficing behaviors-reduction and termination. Personal preference was found to play a major role in Web site evaluation in the areas of graphic/multimedia and subject content preferences. This study has related implications for Web site designers and for adult intermediaries who work with young people and the Web
