    Ähnlich spektakulär und informativ präsentieren sich auch die Astronomen: Ihr schier unerschöpflicher Fundus von Bildern und Filmen macht das "elektronische Universum" auf http://zebu.uoregon.edu ebenso einen Klick wert wie die Geschichte von "Geburt und Tod der Sterne" auf demselben Server (http://zebu.uoregon.edu/~js/astl22). Schnell gerät der Wissensdurstige auf reizvolle Seitenpfade, denn viele Vorlesungen glänzen mit sorgfältig zusammengestellten Linklisten. Die führen zum Beispiel zu den "Chemischen Briefen" Justus von Liebigs, wie sie im 19. Jahrhundert zunächst als Wissenschaftskolumne in der Augsburger Allgemeinen Zeitung erschienen (www.liebig-museum.de/chbriefe/homepage.htm). Selbst die Alchemie - neunzig ansprechend präsentierte Megabyte auf www.alchemywebsite. com - verleitet zum Verweilen. Historisches ist, weil nicht stets aktualisierungsbedürftig, ohnehin beliebt im Netz. So wartet etwa die Universität Groningen (Niederlande) mit einem voluminösen Hypertext auf, praktisch ein komplettes Lehrbuch der amerikanischen Geschichte mit Texten, Essays und Präsidentenbiografien (http://odur.let.rug.nl/usanew). Noch weiter zurück in die Vergangenheit reicht eine Anthropologen-Website über den Ursprung des Menschen (www.geocities.com/Athens/Acropolis/5579/TA.html). Verspieltere Naturen werden dort zuerst fossile Schädel zuzuordnen versuchen ("Name That Skull") oder einem Anthropologiestudenten beim Wurf des Atlatl zusehen. Dieser frühe Wurfspeer machte schon den Mammuts zu schaffen und drang noch vor wenigen hundert Jahren durch die eiserne Rüstung spanischer Konquistadoren. Selbst Angewandtes bietet die World Lecture Hall. Etwa die "Geschichte der ökonomischen Denkweise" einschließlich eines 22-Minuten-"Interviews" mit Karl Marx auf www.boisestate.edu/econ/lreynol/web/het.htm. Oder Online-Sprachkurse: Wollof und Xhosa, Suaheli und Sanskrit lehrt http://www.word2word.vorn/courscad.html. Surfen allein fördert die akademische Karriere allerdings nicht unbedingt.     Allerdings läuft man im kurzlebigen Internet oft ins Leere. Was nützt der schönste Fund, wenn die zugehörige Internetseite nicht mehr existiert? John Markwell und David Brooks von der Universität von Nebraska in Lincoln haben das bei den von ihnen entwickelten Web-basierten Kursen zur Biochemie (http: //dwb.unl.edu/Teacher/NSF/C10/C10.html, -C11/C11.html und -C08/C08.html) schmerzlich zu spüren bekommen: Häufig fielen Hyperlinks aus - als würden aus einem Lehrbuch immer wieder Seiten ausgerissen. Einen vorläufigen Bericht dazu haben Markwell und Brooks unter http://www-eiass.unl.edu// biochem/url/broken_links.html veröffentlicht. Ihr Ergebnis: Hyperlinks haben eine Halbwertszeit von etwa 55 Monaten. Nach dieser Zeit sind somit die Hälfte von ihnen "zerbrochen", nach 13 Monaten schon 16,5 Prozent. Dabei erwiesen sich die Links von Regierungsstellen (Kürzel .gov) mit nur vier Prozent Verlust als einigermaßen robust, solche von Bildungsstätten (.edu) mit 17,5 Prozent als besonders kurzlebig. Diese Resultate haben die Begeisterung von Markwell und Brooks für die Verwendung von Hyperlinks erheblich gedämpft. Der Psychologe Ulf-Dietrich Reips von der Universität Zürich hat das Problem bereits seit längerem erkannt und für sich gelöst. Der Spezialist für psychologische Web-Experimente verweist nicht nur auf die Experimente seiner Kollegen, sondern archiviert sie gleich komplett unter der Adresse http://130.60. 239.96/wexlist/, um sie so langfristig verfügbar zu halten.

    Furchterregend an dem Szenario ist, dass der Politik bei der Kontrolle der Informations- und Telekommunikationsbranche fortgesetztes Versagen zu attestieren ist. Zwei Beispiele: Wettbewerbshüter haben Microsoft beim Windows-Betriebssystem viel zu lange gewähren lassen. Die Bußgeldbescheide der EU von insgesamt 1,7 Milliarden Euro gegen den Softwareriesen, die wie ein Triumph wirken, sind in Wahrheit Ausdruck einer Niederlage. Denn das eigentliche Ziel, die Marktmacht der Amerikaner zu brechen, wurde nicht erreicht. Zweitens: Mit massiver Lobbyarbeit hat die Telekom erreicht, dass die Bundesregierung vehement dafür kämpft, Hochgeschwindigkeitsnetze von Regulierung freizustellen. Damit ist die Gefahr groß, dass die Bonner auf dem neuen Markt nach Gutdünken schalten und walten und dort ein neues Monopol entstehen könnte. In jedem Ökonomie-Lehrbuch ist nachzulesen, dass Monopole nicht nur schlechte Produkte zur Folge haben - das neue Windows Vista ist wegen seiner technischen Schwächen berüchtigt -, sie verursachen durch überhöhte Preise auch jede Menge volkswirtschaftlichen Schaden. Der kann in der künftigen IT-Internet-Welt exorbitant hoch ausfallen, weil es sich um die zentrale Infrastruktur zur Kommunikation handelt.
