    Abstract
    This article proposes a method that allows a value-based assessment of metadata quality and construction of a baseline quality model. The method is illustrated on a large-scale, aggregated collection of simple Dublin core metadata records. An analysis of the collection suggests that metadata providers and end users may have different value structures for the same metadata. To promote better use of the metadata collection, value models for metadata in the collection should be made transparent to end users and end users should be allowed to participate in content creation and quality control processes.

    Abstract
    Even as the number of Web-enabled resources and knowledge repositories continues its unabated climb, both general purpose and domain-specific metadata schemas are in vigorous development. While this might be viewed as a promising direction for more precise access to disparate metadata-enabled resources, semantically-oriented tools to facilitate cross-domain searching by end-users unfamiliar with structured approaches to language or particular metadata schema conventions have received little attention. This paper describes findings from a focus group assessment of a natural language "gateway" previously derived from mapping, then categorizing terminology from nine metadata schemas. Semantic ambiguities identified in relation to three core metadata elements, namely, "Names", "Title", and "Subject", are discussed relative to data collection techniques employed in the research. Implications for further research, and particularly that pertaining to the design of an Interlingua gateway to multilingual, metadata-enabled resources, are addressed.

    Abstract
    This paper is a current assessment of the status of metadata creation and mapping between catalogerdefined field names and Dublin Core (DC) metadata elements across three digital image collections. The metadata elements that evince the most frequently inaccurate, inconsistent and incomplete DC metadata application are identified. As well, the most frequently occurring locally added metadata elements and associated pattern development are examined. For this, a randomly collected sample of 659 metadata item records from three digital image collections is analyzed. Implications and issues drawn from the evaluation of the current status of metadata creation and mapping are also discussed in relation to the issue of semantic interoperability of concept representation across digital image collections. The findings of the study suggest that conceptual ambiguities and semantic overlaps inherent among some DC metadata elements hinder semantic interoperability. The DC metadata scheme needs to be refined in order to disambiguate semantic relations of certain DC metadata elements that present semantic overlaps and conceptual ambiguities between element names and their corresponding definitions. The findings of the study also suggest that the development of mediation mechanisms such as concept networks that facilitate the metadata creation and mapping process are critically needed for enhancing metadata quality.

    Abstract
    The speed with change takes place is startling and has left the information community with little time to consider how the development of electronic resources and the metadata schemas created to describe them effect how we view a work and its components. In terms of the attribution of authorship in the context of electronic works, this is a salient point. How does one determine authorship of a complex electronic resource, which is the culmination of the work of a myriad of entities? How does one determine the authorship when the content of the electronic resource may change at any moment without warning? What is the semantic content of the element that denotes authorship or responsibility for an electronic resource and how does the term used determine the element's meaning? The conceptual difficulty in the definition of the Creator element is deciphering what exactly the metadata schema should be describing. We also need to establish what purpose the element is intended to serve. In essence, we are at a crossroads. It is clear that once a work is digitized it exists in a significantly different medium, but how do we provide access to it? It is necessary to critically assess the accuracy of digital surrogates and to note that webmasters have a significant amount of intellectual responsibility invested in the sites they create. The solution to the problem in the Creator element may lie in moving from the concept of "authorship" and "origination" to a concept of intellectual responsibility. Perhaps the problematic nature of the Creator element allows us to move forward in our assessment and treatment of knowledge. One solution may be to standardize the definitions within various element sets. As the semantic web continues to grow and librarians strive to catalog electronic resources, the establishment of standard definitions for elements is becoming more relevant and important.
