    Abstract
    The authors describe the creation of online series authority records on the University of Florida Libraries' NOTIS-based LUIS system. It is an original method that uses serial bibliographic records as a basis for series authority records. We hope that our explanation of this pioneering method will be useful in varying degrees to other libraries attempting to convert their series authorities to an online environment. We also hope that this paper will prompt discussion among catalogers about series authorities in the online environment.

    Abstract
    The nature and implications of electrocopying are summarised. After a brief review of the principles of copyright, the issue of whether electrocopying infringes copyright is debated. Publishers are aware of the threat that electrocopying poses to their business. The various options available to publishers for responding to electrocopying are summarised. Patterns of scholarly communications and the relationships between authors, publishers and libraries are being challenged. Constructive dialogue is necessary if the issues are to be resolved

    Abstract
    This article is about the mental coding processes involved in the flow of 'information' when the user is interacting with an 'enabling' information retrieval system. An 'enabling' IR system is designed to stimulate the user's grasping towards a higher understanding of the information need / problem / task that brought the user to the IR system. C. Shannon's (1949/1959) model of the flow of information and K.R. Popper's (1975) 3 worlds concept are used to diagram the flow of information between the user and system when the user receives a stimulating massage, with particluar emphasis on the decoding and encoding operations involved as the user processes the message. The key difference between the model of information flow proposed here and the linear transmission, receiver-oriented model now in use is that we assume that users of a truly interactive, 'enabling' IR system are primarily message senders, not passive receivers of the message, because they must create a new message back to the system, absed on a reconceptualization of their information need, while they are 'online' interacting with the system

    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    Almost all Web searches are carried out while the user is sitting at a conventional desktop computer connected to the Internet. Although online, handheld, mobile search offers new possibilities, the fast-paced, focused style of interaction may not be appropriate for all user search needs. The authors explore an alternative, relaxed style for Web searching that asynchronously combines an offline handheld computer and an online desktop personal computer. They discuss the role and utility of such an approach, present a tool to meet these user needs, and discuss its relation to other systems.

    Abstract
    Ensuring Wikipedia cites scholarly publications based on quality and relevancy without biases is critical to credible and fair knowledge dissemination. We investigate gender- and country-based biases in Wikipedia citation practices using linked data from the Web of Science and a Wikipedia citation dataset. Using coarsened exact matching, we show that publications by women are cited less by Wikipedia than expected, and publications by women are less likely to be cited than those by men. Scholarly publications by authors affiliated with non-Anglosphere countries are also disadvantaged in getting cited by Wikipedia, compared with those by authors affiliated with Anglosphere countries. The level of gender- or country-based inequalities varies by research field, and the gender-country intersectional bias is prominent in math-intensive STEM fields. To ensure the credibility and equality of knowledge presentation, Wikipedia should consider strategies and guidelines to cite scholarly publications independent of the gender and country of authors.

    Abstract
    In order to enhance the use of Universal Decimal Classification (UDC) numbers in information retrieval, the authors have represented classification with multilingual thesaurus descriptors and implemented this solution in an automated way. The authors illustrate a solution implemented in a BiblioPhil library system. The standard formats used are UNIMARC for subject authority records (i.e. the UDC-based multilingual thesaurus) and MARC XML support for data transfer. The multilingual thesaurus was built according to existing standards, the constituent parts of the classification notations being used as the basis for search terms in the multilingual information retrieval. The verbal equivalents, descriptors and non-descriptors, are used to expand the number of concepts and are given in Romanian, English and French. This approach saves the time of the indexer and provides more user-friendly and easier access to the bibliographic information. The multilingual aspect of the thesaurus enhances information access for a greater number of online users
