    Abstract
    The Alexandria Digital Library (ADL) was established in the late 1990s as a response to several perceived problems of traditional map libraries, notably access and organization. By 1999 it had evolved into an operational digital library, offering a well-defined set of services to a broad user community, based on an extensive collection of georeferenced information objects. The vision of ADL continues to evolve, as technology makes new services possible, as its users become more sophisticated and demanding, and as the broader field of geographic information science (GIScience) identifies new avenues for research and application.

    Abstract
    Flexible organization of information is one of the key design challenges in any digital library. For the past year, we have been working with members of the National Digital Library Project (NDLP) at the Library of Congress to build an experimental system to organize and store library collections. This is a report on the work. In particular, we describe how a few technical building blocks are used to organize the material in collections, such as the NDLP's, and how these methods fit into a general distributed computing framework. The technical building blocks are part of a framework that evolved as part of the Computer Science Technical Reports Project (CSTR). This framework is described in the paper, "A Framework for Distributed Digital Object Services", by Robert Kahn and Robert Wilensky (1995). The main building blocks are: "digital objects", which are used to manage digital material in a networked environment; "handles", which identify digital objects and other network resources; and "repositories", in which digital objects are stored. These concepts are amplified in "Key Concepts in the Architecture of the Digital Library", by William Y. Arms (1995). In summer 1995, after earlier experimental development, work began on the implementation of a full digital library system based on this framework. In addition to Kahn/Wilensky and Arms, several working papers further elaborate on the design concepts. A paper by Carl Lagoze and David Ely, "Implementation Issues in an Open Architectural Framework for Digital Object Services", delves into some of the repository concepts. The initial repository implementation was based on a paper by Carl Lagoze, Robert McGrath, Ed Overly and Nancy Yeager, "A Design for Inter-Operable Secure Object Stores (ISOS)". Work on the handle system, which began in 1992, is described in a series of papers that can be found on the Handle Home Page. The National Digital Library Program (NDLP) at the Library of Congress is a large scale project to convert historic collections to digital form and make them widely available over the Internet. The program is described in two articles by Caroline R. Arms, "Historical Collections for the National Digital Library". The NDLP itself draws on experience gained through the earlier American Memory Program. Based on this work, we have built a pilot system that demonstrates how digital objects can be used to organize complex materials, such as those found in the NDLP. The pilot was demonstrated to members of the library in July 1996. The pilot system includes the handle system for identifying digital objects, a pilot repository to store them, and two user interfaces: one designed for librarians to manage digital objects in the repository, the other for library patrons to access the materials stored in the repository. Materials from the NDLP's Coolidge Consumerism compilation have been deposited into the pilot repository. They include a variety of photographs and texts, converted to digital form. The pilot demonstrates the use of handles for identifying such material, the use of meta-objects for managing sets of digital objects, and the choice of metadata. We are now implementing an enhanced prototype system for completion in early 1997.

    Abstract
    Sponsored by the German Ministry of Education and Research with funding of 800.000 EURO, the German Network of Expertise in long-term storage of digital resources (nestor) began in June 2003 as a cooperative effort of 6 partners representing different players within the field of long-term preservation. The partners include: * The German National Library (Die Deutsche Bibliothek) as the lead institution for the project * The State and University Library of Lower Saxony Göttingen (Staats- und Universitätsbibliothek Göttingen) * The Computer and Media Service and the University Library of Humboldt-University Berlin (Humboldt-Universität zu Berlin) * The Bavarian State Library in Munich (Bayerische Staatsbibliothek) * The Institute for Museum Information in Berlin (Institut für Museumskunde) * General Directorate of the Bavarian State Archives (GDAB) As in other countries, long-term preservation of digital resources has become an important issue in Germany in recent years. Nevertheless, coming to agreement with institutions throughout the country to cooperate on tasks for a long-term preservation effort has taken a great deal of effort. Although there had been considerable attention paid to the preservation of physical media like CD-ROMS, technologies available for the long-term preservation of digital publications like e-books, digital dissertations, websites, etc., are still lacking. Considering the importance of the task within the federal structure of Germany, with the responsibility of each federal state for its science and culture activities, it is obvious that the approach to a successful solution of these issues in Germany must be a cooperative approach. Since 2000, there have been discussions about strategies and techniques for long-term archiving of digital information, particularly within the distributed structure of Germany's library and archival institutions. A key part of all the previous activities was focusing on using existing standards and analyzing the context in which those standards would be applied. One such activity, the Digital Library Forum Planning Project, was done on behalf of the German Ministry of Education and Research in 2002, where the vision of a digital library in 2010 that can meet the changing and increasing needs of users was developed and described in detail, including the infrastructure required and how the digital library would work technically, what it would contain and how it would be organized. The outcome was a strategic plan for certain selected specialist areas, where, amongst other topics, a future call for action for long-term preservation was defined, described and explained against the background of practical experience.
    As follow up, in 2002 the nestor long-term archiving working group provided an initial spark towards planning and organising coordinated activities concerning the long-term preservation and long-term availability of digital documents in Germany. This resulted in a workshop, held 29 - 30 October 2002, where major tasks were discussed. Influenced by the demands and progress of the nestor network, the participants reached agreement to start work on application-oriented projects and to address the following topics: * Overlapping problems o Collection and preservation of digital objects (selection criteria, preservation policy) o Definition of criteria for trusted repositories o Creation of models of cooperation, etc. * Digital objects production process o Analysis of potential conflicts between production and long-term preservation o Documentation of existing document models and recommendations for standards models to be used for long-term preservation o Identification systems for digital objects, etc. * Transfer of digital objects o Object data and metadata o Transfer protocols and interoperability o Handling of different document types, e.g. dynamic publications, etc. * Long-term preservation of digital objects o Design and prototype implementation of depot systems for digital objects (OAIS was chosen to be the best functional model.) o Authenticity o Functional requirements on user interfaces of an depot system o Identification systems for digital objects, etc. At the end of the workshop, participants decided to establish a permanent distributed infrastructure for long-term preservation and long-term accessibility of digital resources in Germany comparable, e.g., to the Digital Preservation Coalition in the UK. The initial phase, nestor, is now being set up by the above-mentioned 3-year funding project.

    Abstract
    The author holds a chair in Humanities Computer Science at the University of Cologne. For a number of years, he has been responsible for digitization projects, either as project director or as the person responsible for the technology being employed on the projects. The "Duderstadt project" (http://www.archive.geschichte.mpg.de/duderstadt/dud-e.htm) is one such project. It is one of the early large-scale manuscript servers, finished at the end of 1998, with approximately 80,000 high resolution documents representing the holdings of a city archive before the year 1600. The digital library of the Max-Planck-Institut für Europäische Rechtsgeschichte in Frankfurt (http://www.mpier.uni-frankfurt.de/dlib) is another project on which the author has worked, with currently approximately 900,000 pages. The author is currently project director of the project "Codices Electronici Ecclesiae Colonensis" (CEEC), which has just started and will ultimately consist of approximately 130,000 very high resolution color pages representing the complete holdings of the manuscript library of a medieval cathedral. It is being designed in close cooperation with the user community of such material. The project site (http://www.ceec.uni-koeln.de), while not yet officially opened, currently holds about 5,000 pages and is growing by 100 - 150 pages per day. Parallel to the CEEC model project, a conceptual project, the "Codex Electronicus Colonensis" (CEC), is at work on the definition of an abstract model for the representation of medieval codices in digital form. The following paper has grown out of the design considerations for the mentioned CEC project. The paper reflects a growing concern of the author's that some of the recent advances in digital (research) libraries are being diluted because it is not clear whether the advances really reach the audience for whom the projects would be most useful. Many, if not most, digitization projects have aimed at existing collections as individual servers. A digital library, however, should be more than a digitized one. It should be built according to principles that are not necessarily the same as those employed for paper collections, and it should be evaluated according to different measures which are not yet totally clear. The paper takes the form of six theses on various aspects of the ongoing transition to digital libraries. These theses have been presented at a forum on the German "retrodigitization" program. The program aims at the systematic conversion of library resources into digital form, concentrates for a number of reasons on material primarily of interest to the Humanities, and is funded by the German research council. As such this program is directly aimed at improving the overall infrastructure of academic research; other users of libraries are of interest, but are not central to the program.

    Theses: 1. Who should be addressed by digital libraries? How shall we measure whether we have reached the desired audience? Thesis: The primary audience for a digital library is neither the leading specialist in the respective field, nor the freshman, but the advanced student or young researcher and the "almost specialist". The primary topic of digitization projects should not be the absolute top range of the "treasures" of a collection, but those materials that we always have wanted to promote if they were just marginally more important. Whether we effectively serve them to the appropriate community of serious users can only be measured according to criteria that have yet to be developed. 2. The appropriate size of digital libraries and their access tools Thesis: Digital collections need a critical, minimal size to make their access worthwhile. In the end, users want to access information, not metadata or gimmicks. 3. The quality of digital objects Thesis: If digital library resources are to be integrated into the daily work of the research community, they must appear on the screen of the researcher in a quality that is useful in actual work. 4. The granularity / modularity of digital repositories Thesis: While digital libraries are self-contained bodies of information, they are not the basic unit that most users want to access. Users are, as a rule, more interested in the individual objects in the library and need a straightforward way to access them. 5. Digital collections as integrated reference systems Thesis: Traditional libraries support their collections with reference material. Digital collections need to find appropriate models to replicate this functionality. 6. Library and teaching Thesis: The use of multimedia in teaching is as much of a current buzzword as the creation of digital collections. It is obvious that they should be connected. A clear-cut separation of the two approaches is nevertheless necessary.

    Abstract
    The Avalon Media System (Avalon) provides access and management for digital audio and video collections in libraries and archives. The open source project is led by the libraries of Indiana University Bloomington and Northwestern University and is funded in part by grants from The Andrew W. Mellon Foundation and Institute of Museum and Library Services. Avalon is based on the Samvera Community (formerly Hydra Project) software stack and uses Fedora as the digital repository back end. The Avalon project team is in the process of migrating digital repositories from Fedora 3 to Fedora 4 and incorporating metadata statements using the Resource Description Framework (RDF) instead of XML files accompanying the digital objects in the repository. The Avalon team has worked on the migration path for technical metadata and is now working on the migration paths for structural metadata (PCDM) and descriptive metadata (from MODS XML to RDF). This paper covers the decisions made to begin using RDF for software development and offers a window into how Semantic Web technology functions in the real world.

    Abstract
    The report reflects the Latvian scenario in co-operation for standardization of memory institutions. Differences and problems as well as benefits and possible solutions, tasks and activities of Standardization Technical Committee for Archives, Libraries and Museums Work (MABSTK) are analysed. Map of standards as a vision for ALM collaboration in standardization and "Digitizer's Handbook" (translated in English) prepared by the Competence Centre for Digitization of the National Library of Latvia (NLL) are presented. Shortcut to building the National Digital Library Letonica and its digital architecture (with pilot project about the Latvian composer Jazeps Vitols and the digital collection of expresident of Latvia Vaira Vike-Freiberga) reflects the practical co-operation between different players.

    Abstract
    The European Commission's goal for Europeana is to make European information resources easier to use in an online environment. It will build on Europe's rich heritage, combining multicultural and multilingual environments with technological advances and new business models. The Europeana prototype is the result of a 2-year project that began in July 2007. Europeana.eu went live on 20 November 2008, launched by Viviane Reding, European Commissioner for Information Society and Media. Europeana.eu is about ideas and inspiration. It links the user to 2 million digital items: images, text, sounds and videos. Europeana is a Thematic Network funded by the European Commission under the eContentplus programme, as part of the i2010 policy. Originally known as the European digital library network - EDLnet - it is a partnership of 100 representatives of heritage and knowledge organisations and IT experts from throughout Europe. They contribute to the work packages that are solving the technical and usability issues. The project is run by a core team based in the national library of the Netherlands, the Koninklijke Bibliotheek. It builds on the project management and technical expertise developed by The European Library, which is a service of the Conference of European National Librarians. Content is added via so called aggregators, national or domain specific portals aggegrating digital content and channelling it to Europeana. Most of these portals are being developed in the framework of EU funded projects, e.g. European Film Gateway, Athena and EuropeanaLocal. Overseeing the project is the EDL Foundation, which includes key European cultural heritage associations from the four domains. The Foundation's statutes commit members to: * providing access to Europe's cultural and scientific heritage through a cross-domain portal; * co-operating in the delivery and sustainability of the joint portal; * stimulating initiatives to bring together existing digital content; * supporting digitisation of Europe's cultural and scientific heritage. Europeana.eu is a prototype. Europeana Version 1.0 is being developed and will be launched in 2010 with links to over 6 million digital objects.

    Abstract
    Based on a decade's experience with the Alexandria Digital Library Project, seven issues are presented that arise in creating georeferenced digital libraries, and that appear to be intrinsic to the problem of creating any library-like information system that operates on georeferenced and geospatial resources. The first and foremost issue is providing discovery of georeferenced resources. Related to discovery are the issues of gazetteer integration and specialized ranking of search results. Strong data typing and scalability are implementation issues. Providing spatial context is a critical user interface issue. Finally, sophisticated resource access mechanisms are necessary to operate on geospatial resources.

    Abstract
    Maintaining a library of digital objects of necessaryy requires maintaining metadata about those objects. The metadata necessary for successful management and use of digital objeets is both more extensive than and different from the metadata used for managing collections of printed works and other physical materials. While a library may record descriptive metadata regarding a book in its collection, the book will not dissolve into a series of unconnected pages if the library fails to record structural metadata regarding the book's organization, nor will scholars be unable to evaluate the book's worth if the library fails to note that the book was produced using a Ryobi offset press. The Same cannot be said for a digital version of the saure book. Without structural metadata, the page image or text files comprising the digital work are of little use, and without technical metadata regarding the digitization process, scholars may be unsure of how accurate a reflection of the original the digital version provides. For internal management purposes, a library must have access to appropriate technical metadata in order to periodically refresh and migrate the data, ensuring the durability of valuable resources.

    Abstract
    In 2017, the University of Virginia (U.Va.) will launch a two year initiative to celebrate the bicentennial anniversary of the University's founding in 1819. The U.Va. Library is participating in this event by digitizing some 20,000 photographs and negatives that document student life on the U.Va. grounds in the 1960s and 1970s. Metadata librarians and archivists are well-versed in the challenges associated with generating digital content and accompanying description within the context of limited resources. This paper describes how technology and new approaches to metadata design have enabled the University of Virginia's Metadata Analysis and Design Department to rapidly and successfully generate accurate description for these digital objects. Python's pandas module improves efficiency by cleaning and repurposing data recorded at digitization, while the lxml module builds MODS XML programmatically from CSV tables. A simplified technique for subject heading selection and assignment in Google Sheets provides a collaborative environment for streamlined metadata creation and data quality control.

    Abstract
    For several years the Digital Library Research Group at Cornell University and the Corporation for National Research Initiatives (CNRI) have been engaged in research focused on the design and development of infrastructures for open architecture, confederated digital libraries. The goal of this effort is to achieve interoperability and extensibility of digital library systems through the definition of key digital library services and their open interfaces, allowing flexible interaction of existing services and augmentation of the infrastructure with new services. Some aspects of this research have included the development and deployment of the Dienst software, the Handle System®, and the architecture of digital objects and repositories. In this paper, we describe the joint effort by Cornell and CNRI to prototype a rich and deployable architecture for interoperable digital objects and repositories. This effort has challenged us to move theories of interoperability closer to practice. The Cornell/CNRI collaboration builds on two existing projects focusing on the development of interoperable digital libraries. Details relating to the technology of these projects are described elsewhere. Both projects were strongly influenced by the fundamental abstractions of repositories and digital objects as articulated by Kahn and Wilensky in A Framework for Distributed Digital Object Services. Furthermore, both programs were influenced by the container architecture described in the Warwick Framework, and by the notions of distributed dynamic objects presented by Lagoze and Daniel in their Distributed Active Relationship work. With these common roots, one would expect that the CNRI and Cornell repositories would be at least theoretically interoperable. However, the actual test would be the extent to which our independently developed repositories were practically interoperable. This paper focuses on the definition of interoperability in the joint Cornell/CNRI work and the set of experiments conducted to formally test it. Our motivation for this work is the eventual deployment of formally tested reference implementations of the repository architecture for experimentation and development by fellow digital library researchers. In Section 2, we summarize the digital object and repository approach that was the focus of our interoperability experiments. In Section 3, we describe the set of experiments that progressively tested interoperability at increasing levels of functionality. In Section 4, we discuss general conclusions, and in Section 5, we give a preview of our future work, including our plans to evolve our experimentation to the point of defining a set of formal metrics for measuring interoperability for repositories and digital objects. This is still a work in progress that is expected to undergo additional refinements during its development.

    Abstract
    The speed of scientific communication - the rate of ideas affecting other researchers' ideas - is increasing dramatically. The factor driving this is free, unrestricted access to research papers. Measurements of user activity in mature eprint archives of research papers such as arXiv have shown, for the first time, the degree to which such services support an evolving network of texts commenting on, citing, classifying, abstracting, listing and revising other texts. The Open Citation project has built tools to measure this activity, to build new archives, and has been closely involved with the development of the infrastructure to support open access on which these new services depend. This is the story of the project, intertwined with the concurrent emergence of the Open Archives Initiative (OAI). The paper describes the broad scope of the project's work, showing how it has progressed from early demonstrators of reference linking to produce Citebase, a Web-based citation and impact-ranked search service, and how it has supported the development of the EPrints.org software for building OAI-compliant archives. The work has been underpinned by analysis and experiments on the semantics of documents (digital objects) to determine the features required for formally perfect linking - instantiated as an application programming interface (API) for reference linking - that will enable other applications to build on this work in broader digital library information environments.

    Abstract
    The Illinois Digital Heritage Hub (IDHH) gathers and enhances metadata from contributing institutions around the state of Illinois and provides this metadata to th Digital Public Library of America (DPLA) for greater access. The IDHH helps contributors shape their metadata to the standards recommended and required by the DPLA in part by analyzing and enhancing aggregated metadata. In late 2018, the IDHH undertook a project to address a particularly problematic field, Type metadata. This paper walks through the project, detailing the process of gathering and analyzing metadata using the DPLA API and OpenRefine, data remediation through XSL transformations in conjunction with local improvements by contributing institutions, and the DPLA ingestion system's quality controls.

    Abstract
    The Alexandria Digital Library (ADL) Project has developed a content standard for gazetteer objects and a hierarchical type scheme for geographic features. Both of these developments are based on ADL experience with an earlier gazetteer component for the Library, based on two gazetteers maintained by the U.S. federal government. We define the minimum components of a gazetteer entry as (1) a geographic name, (2) a geographic location represented by coordinates, and (3) a type designation. With these attributes, a gazetteer can function as a tool for indirect spatial location identification through names and types. The ADL Gazetteer Content Standard supports contribution and sharing of gazetteer entries with rich descriptions beyond the minimum requirements. This paper describes the content standard, the feature type thesaurus, and the implementation and research issues. A gazetteer is list of geographic names, together with their geographic locations and other descriptive information. A geographic name is a proper name for a geographic place and feature, such as Santa Barbara County, Mount Washington, St. Francis Hospital, and Southern California. There are many types of printed gazetteers. For example, the New York Times Atlas has a gazetteer section that can be used to look up a geographic name and find the page(s) and grid reference(s) where the corresponding feature is shown. Some gazetteers provide information about places and features; for example, a history of the locale, population data, physical data such as elevation, or the pronunciation of the name. Some lists of geographic names are available as hierarchical term sets (thesauri) designed for information retreival; these are used to describe bibliographic or museum materials. Examples include the authority files of the U.S. Library of Congress and the GeoRef Thesaurus produced by the American Geological Institute. The Getty Museum has recently made their Thesaurus of Geographic Names available online. This is a major project to develop a controlled vocabulary of current and historical names to describe (i.e., catalog) art and architecture literature. U.S. federal government mapping agencies maintain gazetteers containing the official names of places and/or the names that appear on map series. Examples include the U.S. Geological Survey's Geographic Names Information System (GNIS) and the National Imagery and Mapping Agency's Geographic Names Processing System (GNPS). Both of these are maintained in cooperation with the U.S. Board of Geographic Names (BGN). Many other examples could be cited -- for local areas, for other countries, and for special purposes. There is remarkable diversity in approaches to the description of geographic places and no standardization beyond authoritative sources for the geographic names themselves.

    Abstract
    Archival Information Systems (AIS) are becoming increasingly important. For decades, the amount of content created digitally is growing and its complete life cycle nowadays tends to remain digital. A selection of this content is expected to be of value for the future and can thus be considered being part of our cultural heritage. However, digital content poses many challenges for long-term or indefinite preservation, e.g. digital publications become increasingly complex by the embedding of different kinds of multimedia, data in arbitrary formats and software. As soon as these digital publications become obsolete, but are still deemed to be of value in the future, they have to be transferred smoothly into appropriate AIS where they need to be kept accessible even through changing technologies. The successful previous SDA workshop in 2011 showed: Both, the library and the archiving community have made valuable contributions to the management of huge amounts of knowledge and data. However, both are approaching this topic from different views which shall be brought together to cross-fertilize each other. There are promising combinations of pertinence and provenance models since those are traditionally the prevailing knowledge organization principles of the library and archiving community, respectively. Another scientific discipline providing promising technical solutions for knowledge representation and knowledge management is semantic technologies, which is supported by appropriate W3C recommendations and a large user community. At the forefront of making the semantic web a mature and applicable reality is the linked data initiative, which already has started to be adopted by the library community. It can be expected that using semantic (web) technologies in general and linked data in particular can mature the area of digital archiving as well as technologically tighten the natural bond between digital libraries and digital archives. Semantic representations of contextual knowledge about cultural heritage objects will enhance organization and access of data and knowledge. In order to achieve a comprehensive investigation, the information seeking and document triage behaviors of users (an area also classified under the field of Human Computer Interaction) will also be included in the research.
    One of the major challenges of digital archiving is how to deal with changing technologies and changing user communities. On the one hand software, hardware and (multimedia) data formats that become obsolete and are not supported anymore still need to be kept accessible. On the other hand changing user communities necessitate technical means to formalize, detect and measure knowledge evolution. Furthermore, digital archival records are usually not deleted from the AIS and therefore, the amount of digitally archived (multimedia) content can be expected to grow rapidly. Therefore, efficient storage management solutions geared to the fact that cultural heritage is not as frequently accessed like up-to-date content residing in a digital library are required. Software and hardware needs to be tightly connected based on sophisticated knowledge representation and management models in order to face that challenge. In line with the above, contributions to the workshop should focus on, but are not limited to:

The workshop emphasizes interdisciplinarity and aims at an audience consisting of scientists and scholars from the digital library, digital archiving, multimedia technology and semantic web community, the information and library sciences, as well as, from the social sciences and (digital) humanities, in particular people working on the mentioned topics.
