    Abstract
Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system. Community Memory was the first known community access network. Several foundations and government agencies have funded community networks, known as freenets. Discusses the freenet movement; library involvement; the Apple Library of Tomorrow and the Morino Foundation conference on community networks and how to keep in touch with community network developments

    Abstract
Library information systems today attempt to add value to services redered by seeking to enhance public facilities at the lowest cost possible with the greatest effectiveness. Provides a historical overview of major milestones in the information technology indistry and describes the functionality of such devices as central processing units. Indicates the emergence of standards and explains open systems. Discusses the resources available within the government sector South Africa for use by the public and gives insight into some of the mysteries surrounding computers, networks, communications, and protocols and procedures for the public library and its infrastructure

    Abstract
State of the art review of the Net (the global telecommunications network as a whole) and the Internet with particular reference to the development of a coherent policy for those uisng these telecommunications facilities. Policy issues discussed include: standards, intellectual property; encryption, rules for transborder data flow; and data privacy. Considers their implications for individuals as well as government and commercial institutions. The review is limited to English language publications and explores specific issues that affect the structure of government, the economy and society, as well as those involved in the design of the net and looks at comparative and international issues. Concludes that the development of policies for the net is made difficult by the many different bodies of law that apply, by the fact that the relevant technologies are new and changing because that technologies are new and rapidly changing and because the net is global. Specific characteristics of the net require new thinking on a constitutional level, since information creation, processing, flows and use are constitutive forces in society

    Abstract
A summary of a thesis based on the supposition that in an era of increasing leisure more time is to be available for cultural activities and that analysis can lead to a better grasp of the concept of cultural information. Discusses: the relationship of government, cultural networks and the cultural engineering sector to information; existing kinds of cultural information, their use and the impact on them of new technologies; and the characteristics and role of information professionals in this sector

    Abstract
Discusses Austrian government policy on the information superhighway (ISH) since Aug. 94. The Austrian telecommunications infrastructure is far behind the standards of Europe. The Austrain PTT monopoly over the public telecommunications network is an obstacle to development. The rates for data services are still based on copper cable with transmission speeds of 9600 Kbps. Although there are various ISH initiatives in Austria, the gap between vision and reality is large. Describes the initiatives of the Austrian National Host and the Bureau for International Research and Technology Cooperation; the Austrian Platform for Telematic Applications; BNet (Burgenland); Telematik Initiative Wien; TELKIS Telekommunikationsinitiative Steiermark; Datahighway Upper Austria; Vorarlberger Telekommunikations GmbH; Telematik Initiative; Datenbahn Telecom GmbH (Salzburg); Ti-KOM (Tirol) and other initiatives

    Abstract
The Oregon State Library, USA, provides free, statewide access to its online system to libraries and government agencies. The Oregon Public Access Catalog (ORPAC) includes more than 20 databases and files besides online catalogues. Most of these external databases are Oregon state government state agency information resources. These include the full text of the oregon Revised Statutes, the Oregon Administrative Rules, the Opinions of the State Appelate Courts, and a database of all vacant state government positions. This service provide public access to public information and has made the ORPAC one of the most widely known state government information services

    Abstract
The Federal Government must undertake a concerted, major effort to build a modern information and telecommunication technology infrastructure to serve its own internal information resources management needs and, more importantly, to deliver services to its citizens. It must also implement a management and policy framework that guides a directs a re-invigorated, customer-based service orientation, and must be involved, on a partnership basis with other levels of government and with non-profit and private-sector organizations, in the development of a national information infrastructure. Guiding these initiatives should be a clear and strategic vision for delivering government services in an electronically oriented information society

    Abstract
OCLC distributes several scholarly journals under its Electronic Journals Online programme, acting, in effect, as an 'electronic printer' for scholarly publishers. It is prototyping a WWW accessible version of these journals. Describes the problems encountered, detail some of the short term solutions, and highlight changes to existing standards that will enhance the use of the WWW for scholarly electronic publishing

    Abstract
Proposes a generic architecture which adheres to the existing standards and client/server model and alleviates the performance handicap of classical relational database gateways. The performance evaluation revealed a noteworthy superiority of the proposed architecture with respect to monolithic Common Gateway Interface based approaches

    Abstract
The debate about USA Federal government involvement in development of the National Information Infrastructure (NII) revolves around to what extent it should be left to the private sector; what benefits it should have to the public; and how much government involvement is necessary. Discusses recent developments and the High Performance Computing and communications programme. Describes federal budgetary and policy initiatives for developing the NII. Discusses issues related to the governments role, and discusses NII applications in education, government information, health care, libraries and manufacturing

    Abstract
Defines a national information policy, identifying 6 component areas. Describes some specific aspects of government action that can be used as a test of commitment to an national information policy. Suggests support for electronic information industries is one of the key methods by which a government can influence information policy, citing the case of the USA as an example. More specifically, considers freedom of information, and policy towards public and national libraries. Argues for the creation of a Coalition for Public Information in each major country, to provide a forum where members of the information community can participate in public policy discussions about technical, economic and social questions arising from the use of information derived from the new electronic communication and information delivery technologies

    Abstract
Describes and compares 5 approaches to understanding the concept of the information society and identifies significant themes and controversies in the information science literature. The major topics discussed include: the concept of the information society (continuitiy or discontinuity); assumptions on the nature of information (information as a commodity or a public good); the role and social impact of information technology (optimistic, pessimistic or pluralistic view); and the provision and distribution of government information and services (tension between public and private sectors). Analyses how these underlying belief structures have influenced government information policies in the USA and how they might influence future policy making

    Abstract
This article assesses the current legislative environment, in the US Federal government, influencing the management of information resources. In a fiscal environment, where the pressure is to both reduce cost and provide better service, the management of information resources is receiving closer srutiny by Congress and the public. The key relevant information policy initiatives are the Paperwork Reduction Act of 1995, the Government Performance and Results Act of 1993, the Clinger-Cohen Act of 1996, and Executive Order No. 13011. These policies are creating high-level attention to, and ose of, the information resources of the Federal government. The usefulness of these policies will be assessed in a framework of strategic information management functions
