- Abstract
- Eine der wesentlichen Aufgaben als Fachreferent*in ist die inhaltliche Erschließung der neuerworbenen Literatur, sowie die Begutachtung und Auswahl der neu erschienenen Werke in den jeweiligen Fachgebieten hinsichtlich der Relevanz für die eigenen Sammlungen gemäß dem Sammlungsprofil der TU Wien Bibliothek. Im Zuge der Corona-Krise wurde die herkömmliche Arbeitsweise in der Sacherschließung beeinträchtigt, und es haben sich neue Herausforderungen, aber auch Möglichkeiten ergeben. Neben der fehlenden Autopsie der Literatur leidet auch die Sichtung und Erwerbung neuer Literatur unter der physischen Abwesenheit vom Arbeitsplatz bzw. der entsprechenden technischen Infrastruktur. Auch der persönliche Austausch mit den Kolleg*innen wurde deutlich erschwert. Neben den Schwierigkeiten wurden aber auch die neuen Handlungsoptionen auf beruflicher und individueller Ebene positiv gesehen. In dem Artikel werden unsere individuellen Erfahrungen an der TU Wien Bibliothek sowie Ausblicke in die Zukunft wiedergegeben.

- Abstract
- Werden Maschinen mit Begriffen beschrieben, die ursprünglich der Beschreibung des Menschen dienen, so liegt zunächst der Verdacht nahe, dass jene Maschinen spezifischmenschliche Fähigkeiten oder Eigenschaften besitzen. Für körperliche Fähigkeiten, die mechanisch nachgeahmt werden, hat sich in der Alltagssprache eine anthropomorphisierende Sprechweise bereits etabliert. So wird kaum in Frage gestellt, dass bestimmte Maschinen weben, backen, sich bewegen oder arbeiten können. Bei nichtkörperlichen Eigenschaften, etwa kognitiver, sozialer oder moralischer Art sieht dies jedoch anders aus. Dass mittlerweile intelligente und rechnende Maschinen im alltäglichen Sprachgebrauch Eingang gefunden haben, wäre jedoch undenkbar ohne den langjährigen Diskurs über Künstliche Intelligenz, welcher insbesondere die zweite Hälfte des vergangenen Jahrhunderts geprägt hat. In jüngster Zeit ist es der Autonomiebegriff, welcher zunehmend Verwendung zur Beschreibung neuer Technologien findet, wie etwa "autonome mobile Roboter" oder "autonome Systeme". Dem Begriff nach rekurriert die "Autonomie" jener Technologien auf eine bestimmte Art technologischen Fortschritts, die von der Fähigkeit zur Selbstgesetzgebung herrührt. Dies wirft aus philosophischer Sicht jedoch die Frage auf, wie die Selbstgesetzgebung in diesem Fall definiert ist, zumal sich der Autonomiebegriff in der Philosophie auf die politische oder moralische Selbstgesetzgebung von Menschen oder Menschengruppen beziehungsweise ihre Handlungen bezieht. Im Handbuch Robotik hingegen führt der Autor geradezu beiläufig die Bezeichnung "autonom" ein, indem er prognostiziert, dass "[.] autonome Roboter in Zukunft sogar einen Großteil der Altenbetreuung übernehmen werden."

- Abstract
- Nicht nur Individuen, sondern auch Kulturen bilden ein Gedächtnis aus, um Identitäten herzustellen, Legitimation zu gewinnen und Ziele zu bestimmen. Aleida Assmann fragt nach den verschiedenen Aufgaben kultureller Erinnerung, ihren Medien (wie Schrift, Bilder, Denkmäler) im historischen und technischen Wandel sowie nach den Umgangsformen mit gespeichertem Wissen, bei denen neben Politik und Wissenschaft auch der Kunst eine wachsende Bedeutung zukommt.
Mit dem Eintritt ins digitale Zeitalter befinden wir uns an einer Medienschwelle, an der sich die Bedingungen des kulturellen Gedächtnisses tiefgreifend verändern. Während die Verwaltung von Daten immer leichter wird, geht die Haltbarkeit der Datenträger drastisch zurück. Papyri konnten im Wüstensand Jahrtausende überdauern, Bücher halten einige Jahrhunderte, Taschenbücher einige Jahrzehnte, Disketten nur noch einige Jahre. Wie wird sich das kulturelle Gedächtnis in Zukunft gestalten, wenn die Speichermedien immer kürzeren Verfallsdaten unterliegen? Unter solchen Umständen wird das Bewußtsein für die Vorkehrungen geschärft, die in der Kultur für die Konservierung und Bereitstellung vergangenen Wissens aufgewendet worden sind. Woher kommt das Interesse am Aufbau von Erinnerungsräumen, der ein wichtiges Ziel kultureller Anstrengungen ist? Wie werden Erinnerungen, die doch zunächst immer individuelle Erinnerungen sind, zu allgemein verbindlichen? Wie geht man mit solchen Erinnerungen um - nutzt man sie zur Bestätigung der Gegenwart, zum Anstoß einer Erneuerung oder zur Relativierung des eigenen Standpunktes? Und welche Rolle spielen dabei die Medien der Erinnerung; wie wirken sich der Medienwechsel des Buchdrucks, der Photographie, der elektronischen Aufzeichnung auf die Gestalt und Qualität kultureller Erinnerungsräume aus? Da diese kulturwissenschaftliche Fragestellung die Zusammenführung einer weitgestreuten Spezialforschung nötig macht, werden die Grenzen der Nationen, Epochen, Künste und Disziplinen unbeirrt überschritten. Und obwohl literarische Texte im Mittelpunkt der Untersuchung stehen, kommen ebenso historische, kunsthistorische, philosophische und psychologische Fragen zur Sprache.

- Abstract
- Seit dem Beginn des 21. Jahrhunderts beschäftigen sich viele wissenschaftspolitische Akteure mit Fragen zur Zukunft der Informationsinfrastrukturen in Deutschland. Als Resultat dieser Überlegungen liegen zahlreiche Empfehlungen, Positionspapiere und Stellungnahmen vor, die versuchen aktuelle Handlungsfelder zu identifizieren und Konzepte zu entwickeln, wie das wissenschaftliche Bibliothekswesen den Herausforderungen des digitalen Wandels begegnen kann. Der vorliegende Beitrag zeichnet diese Entwicklung der letzten zehn Jahre anhand einiger zentraler Empfehlungen nach und legt dabei das Hauptaugenmerk auf das Gesamtkonzept der Kommission Zukunft der Informationsinfrastruktur (KII) und die Empfehlungen des Wissenschaftsrats zu den Informationsinfrastrukturen 2020. Ferner werden gemeinsame Muster auf inhaltlich-thematischer und strukturell-organisatorischer Ebene identifiziert und vor dem Hintergrund föderaler Strukturen im deutschen Bildungs- und Wissenschaftssystem diskutiert.

- Abstract
- Das Szenario klingt fast unheimlich: Etwas unbekanntes, sehr wertvolles befindet sich gleichzeitig an vielen geheimen Orten in der Bibliothek. Es ist nicht gerade wählerisch, was den Aufenthaltsort angeht: manchmal verbirgt es sich in Papierdokumenten, oft sucht es Schutz in Datenbanken, dann zieht es sich in einzelne Dateien zurück, und schließlich gedeiht es heimlich in den Köpfen. Angesichts aller Versuche, es zu fassen, erscheint es geradezu flüchtig (oder gar auf der Flucht?). Die Rede ist von Wissen. Was genau charakterisiert aber diese Ressource, von der alle reden und deren Gebrauch in der heutigen Zeit als zentral propagiert wird? "Wissen ist die Fähigkeit zum effektiven Handeln". Die Fähigkeit zum effektiven Handeln setzt beim Handelnden oftmals die Kenntnis von bestimmten Informationen voraus. Kann er an diese schnell gelangen und gelingt es ihm, sie an das vorhandene Wissen anzuknüpfen, handelt er effektiv. Wissen kann verschiedene Aggregatzustände einnehmen: Explizit ist Wissen, wenn es dokumentiert, ausgesprochen oder konkretisiert wurde und somit nicht mehr an den Menschen gebunden ist (genau genommen wird das Wissen hier also wieder in "Information" zurück gewandelt). Hingegen ist stilles Wissen nicht dokumentiert, lässt sich aber prinzipiell beschreiben und dokumentieren. Implizites Wissen ist schließlich Erfahrungswissen, das sich häufig nur verbal oder bildlich beschreiben lässt und deshalb meist an den Menschen gebunden bleibt.

- Abstract
- Nach der Herleitung und Skizzierung der 'szenariobasierten Delphi-Studie' als Untersuchungsmethode und Präsentation des Forschungsdesigns werden Konzepte von Wissensmanagement über einen Literatur- Review in den Kontext des aktuellen Forschungsstandes gestellt. Diese Bestandsaufnahme der Gegenwart ist in erster Linie abgeleitet aus Fachveröffentlichungen zum Wissensmanagement im Allgemeinen und denen der BID-Community im Besonderen. Welche Rolle spielt Wissensmanagement gegenwärtig in der bibliothekarischen Praxis Öffentlicher Bibliotheken der im Untersuchungsfokus stehenden Nationen? Was verbindet die Arbeit mit Wissensmanagement in den Öffentlichen Bibliotheken der beiden Nationen und (wo) sind Unterschiede zu finden? Diese Verifizierung des Status quo ist nur ein Teil der vorliegenden Arbeit, Schwerpunkt bildet der Blick in die kommende Zeit. Hat Wissensmanagement eine Zukunft in der Öffentlichen Bibliothek? Wenn ja, wie sieht diese aus und in welcher Intention wird Wissensmanagement eingesetzt? Stellt es mehr als nur ein Instrument der innerbetrieblichen Organisationsoptimierung dar? Wird Wissensmanagement im Sinne des Erwerbs von Demokratiekompetenz an den Endkunden quasi als Werkzeugkoffer weitergegeben? Hilft es den Öffentlichen Bibliotheken im Sinne einer systemischen kommunalen Legitimierung? Mit den Methoden Szenariotechnik und Delphi-Studie werden auf Basis der Aussagen ausgewählter Wissensexperten aus den Großstadtbibliotheken beider Länder Trendprojektionen erstellt, die ihrerseits in einem die Studie abschließenden konsensualen Szenario münden. Auf dem Weg dorthin werden im Laufe von iterativen Befragungen zudem für die Praxis adaptierbare Handlungsoptionen für die Öffentliche Bibliothek der Zukunft generiert und anhand ausgewählter Expertenaussagen im Sinne von Best-Practise-Beispielen und -Ideen in die Arbeit integriert. Wissensmanagement, so das Ergebnis der Untersuchung, der professionelle Umgang mit der Ressource Wissen in den Dimensionen Individuelles, Internes, Externes und Systemisches Wissensmanagement, findet bereits gegenwärtig in Öffentliche Bibliotheken statt; Wissensmanagement wird, so konstatieren die Wissensexperten weiter, zudem sowohl in Großbritannien als auch in Deutschland zukünftig als andauernde Querschnittsaufgabe jeder Öffentlichen Bibliothek angesehen und mit unterschiedlicher Intensität, unter heterogenen Rahmenbedingungen, aber immer mit vielversprechendem Erfolg betrieben werden.
