    Abstract
    The paper shows that the present evaluation methods in information retrieval (basically recall R and precision P and in some cases fallout F ) lack universal comparability in the sense that their values depend on the generality of the IR problem. A solution is given by using all "parts" of the database, including the non-relevant documents and also the not-retrieved documents. It turns out that the solution is given by introducing the measure M being the fraction of the not-retrieved documents that are relevant (hence the "miss" measure). We prove that - independent of the IR problem or of the IR action - the quadruple (P,R,F,M) belongs to a universal IR surface, being the same for all IR-activities. This universality is then exploited by defining a new measure for evaluation in IR allowing for unbiased comparisons of all IR results. We also show that only using one, two or even three measures from the set {P,R,F,M} necessary leads to evaluation measures that are non-universal and hence not capable of comparing different IR situations.

    Abstract
    The approach to information systems actability emphasizes the social action character of information systems and its social context. It aims at a pragmatically and social sensitive approach to information systems. This paper extends the scope and focus of this approach by suggesting a research framework called universal actability. The research framework advocates for an integral understanding of universal usability, human communication and action competence, and information systems actability. To pursue this research objective, this paper focuses on the following aspects: It provides a critical review of the concepts of the previous research on information systems actability and suggests some extensions and revisions towards universal actability. In addition, it discusses several maxims for (intercultural) communications and their implications for the actors and systems. Finally, it reflects on the applicability of user modeling technology for modeling diversity in order to enhance actor's and system's actability across diverse contexts.

    "Der Musiker und Produzent Dieter Bohlen wurde als Dieter Günther Bohlen am 7. Februar 1954 in Oldenburg geboren. Die Ruine Steinschloss ist die höchstgelegene Burg-Ruine in der österreichischen Steiermark. Dieses und anderes Wissen bietet die Online-Enzyklopädie www.wikipedia.de. Das besondere daran: Die mehr als 100.000 deutschsprachigen Artikel stammen nicht aus einer Lexikon-Redaktion. Denn jeder kann bei Wikipedia mitarbeiten. Tausende Autoren schreiben und recherchieren an der Wissensdatenbank - ohne Lohn und mit dem Ziel, irgendwann einmal mit dem Brockhaus konkurrieren zu können. Dabei sind die Texte mit Quellenangabe frei verfügbar. Knapp 500 Artikel kommen nach Angaben des Projektsprechers Arne Klempert täglich neu hinzu. "Die Qualität ist dabei sehr unterschiedlich, sagt Klempert. Manchmal handelt es sich um Einzeiler, die gerade noch so als Artikel durchgehen." Brockhaus-Sprecher Klaus Holoch glaubt nicht, dass Wikipedia einmal den Brockhaus ersetzen kann.
