    Abstract
    The paper shows that the present evaluation methods in information retrieval (basically recall R and precision P and in some cases fallout F ) lack universal comparability in the sense that their values depend on the generality of the IR problem. A solution is given by using all "parts" of the database, including the non-relevant documents and also the not-retrieved documents. It turns out that the solution is given by introducing the measure M being the fraction of the not-retrieved documents that are relevant (hence the "miss" measure). We prove that - independent of the IR problem or of the IR action - the quadruple (P,R,F,M) belongs to a universal IR surface, being the same for all IR-activities. This universality is then exploited by defining a new measure for evaluation in IR allowing for unbiased comparisons of all IR results. We also show that only using one, two or even three measures from the set {P,R,F,M} necessary leads to evaluation measures that are non-universal and hence not capable of comparing different IR situations.

    Abstract
    The "Relative Index" of the Dewey Decimal Classification (DDC) is investigated over the span of its lifetime in 22 editions of the DDC as to its character as a concept indexing system, its provision of conceptual contexts for the terms it lists, and the way in which the index intersects with special tables of categories used in the system. Striking features of the index that are discussed include how the locater function of an index is expressed in it, its practice of including concepts that have not been given specific notational locations in the system, its two methods of providing conceptual contexts for indexed terms (by means of the notation of the system and by the insertion of enhancement terms that portray conceptual context), and how the index has intersected with three types of special tables of categories in the system. Critical issues raised include the indexing of constructed or synthesized complex concepts, inconsistencies in how enhancement terms are portrayed and the absence of them in some instances, the problem of equating conceptual context with disciplinary context, and problems associated with not indexing one type of special table. Summary and conclusions are extended to problems that arise in studying the index.

    Abstract
    A case study in compatibility and heterogeneity of knowledge organization (KO) systems and processes is presented. It is based in the experience of the author in the field of information for consumer protection, a good example of the emerging transdisciplinary applied social sciences. The activities and knowledge organization problems and solutions of the Aragonian Consumers' Information and Documentation Centre are described and analyzed. Six assertions can be concluded: a) heterogeneity and compatibility are certainly an inherent problem in knowledge organization and also in practical domains; b) knowledge organization is also a social task, not only a lögical one; c) knowledge organization is affected by economical and efficiency considerations; d) knowledge organization is at the heart of Knowledge Management; e) identifying and maintaining the focus in interdisciplinary fields is a must; f the different knowledge organization tools of a institution must be considered as an integrated system, pursuing a unifying model.
