    Presents a summary of a report published by the US Department of Commerce on the impact of the National Information Infrastructure (NII), the information superhgihway, on copyright laws in the USA. Explains the backgroud to the report, the aims of the NII, the role of the Information Infrastructure Task Force (IITF) set up by the Clinton administration, and the work of the Working Group on Intellectual Property Rights within the IITF. Presents the report's recommendations to the US Congress on changes to copyright laws, including clarification of the copyright owner's distribution right and amendment of library privileges to bring them into the digital age.

    Abstract
    The BAER Web Resources Group was charged in October 1999 with defining and describing the parameters of electronic resources that do not clearly belong to the categories being defined by the BAER Digital Group or the BAER Electronic Journals Group. After some difficulty identifying precisely which resources fell under the Group's charge, we finally named the following types of resources for our consideration: web sites, electronic texts, indexes, databases and abstracts, online reference resources, and networked and non-networked CD-ROMs. Electronic resources are a vast and growing collection that touch nearly every department within the Library. It is unrealistic to think one department can effectively administer all aspects of the collection. The Group then began to focus on the concern of bibliographic access to these varied resources, and to define parameters for handling or processing them within the Library. Some key elements became evident as the work progressed. * Selection process of resources to be acquired for the collection * Duplication of effort * Use of CORC * Resource Finder design * Maintenance of Resource Finder * CD-ROMs not networked * Communications * Voyager search limitations. An unexpected collaboration with the Web Development Committee on the Resource Finder helped to steer the Group to more detailed descriptions of bibliographic access. This collaboration included development of data elements for the Resource Finder database, and some discussions on Library staff processing of the resources. The Web Resources Group invited expert testimony to help the Group broaden its view to envision public use of the resources and discuss concerns related to technical services processing. The first testimony came from members of the Resource Finder Committee. Some background information on the Web Development Resource Finder Committee was shared. The second testimony was from librarians who select electronic texts. Three main themes were addressed: accessing CD-ROMs; the issue of including non-networked CD-ROMs in the Resource Finder; and, some special concerns about electronic texts. The third testimony came from librarians who select indexes and abstracts and also provide Reference services. Appendices to this report include minutes of the meetings with the experts (Appendix A), a list of proposed data elements to be used in the Resource Finder (Appendix B), and recommendations made to the Resource Finder Committee (Appendix C). It is now offering a Web based version of this interface that is capable of accessing Z39.50-compliant OPACs and databases anywhere in the world.     Abstract
    Reports results of a questionnaire survey of cataloguers, conducted over the AUTOCAT Internet discussion group, to determine those areas of cataloguing for which the Internet is a valuable tool and those areas for which it is not as useful. Respondents indicated 4 areas in which cataloguers use the Internet: searching the OPACs of other libraries, communicating with colleagues, accessing online cataloguing documentation and publications, and authority work. Cataloguers who found access to other libraries' OPACs did so for the following reasons: assigning call numbers and subject headings; finding full cataloguing copy from other libraries; enriching their local catalogue with notes present in records in other libraries; finding copy for foreign language items that cannot be read by library staff; and resolving difficult problems when important parts of the item are missing ar are in disarray. Some cataloguers also related processes for which they have found the Internet to not be efficient

    Reports on the Southern California Online Users Group annual workshop, which broke all previous attendance records. The topic was 'Radical redesign of reference and research', and common threads among speakers included the need for a new reference/research model that will scale with future needs, and the now common standard of round the clock service availability. Print could become a secondary medium to digital data, primarily delivered over the Internet, and that information vendors be forced to change pricing structures. Librarians from public, corporate, and academic sectors have begun building Web sites around links to their own data and to other quality sites as a means of providing 24 hour services.     Abstract
    This study investigated Simon's behavioral decisionmaking theories of bounded rationality and satisficing in relation to young people's decision making in the World Wide Web, and considered the role of personal preferences in Web-based decisions. It employed a qualitative research methodology involving group interviews with 22 adolescent females. Data analysis took the form of iterative pattern coding using QSR NUD*IST Vivo qualitative data analysis software. Data analysis revealed that the study participants did operate within the limits of bounded rationality. These limits took the form of time constraints, information overload, and physical constraints. Data analysis also uncovered two major satisficing behaviors-reduction and termination. Personal preference was found to play a major role in Web site evaluation in the areas of graphic/multimedia and subject content preferences. This study has related implications for Web site designers and for adult intermediaries who work with young people and the Web

    Abstract
    Purpose This study aims to develop an in-depth understanding of the underlying dynamics of an emergent shared information practice within a Facebook group, and the resources the group develops to sustain this practice. Design/methodology/approach In-depth semi-structured interviews were carried out with twenty members from the group. The findings are based on comparative analysis combined with narrative analysis and were interpreted using theories of situated learning and Community of Practice. Findings The study shows that although members of this multicultural mothers group endorsed different, sometimes opposing parenting practices, the group had to find common ground when sharing information. Managing these challenges was key to maintaining the group as an open information resource for all members. The group produced a shared repertoire of resources to maintain its activities, including norms, rules, shared understandings, and various monitoring activities. The shared online practice developed by the community is conceptualised in this article as an information practice requiring shared, community-specific understandings of what, when, and how information can or should be sought or shared in ways that are valued in this specific community. The findings show that this shared information practice is not static but continually evolves as members negotiate what is, or not, important for the group. Originality/value The research provides novel insights into the underlying dynamics of the emergence, management, and sustainability of a shared information practice within a contemporary mothers group on Facebook.

    "Den Zusammenschluss von Radio, Fernsehen und Internet haben die Teilnehmer der Auftaktveranstaltung des medienforum nrw" für die nächsten fünf Jahre weitgehend 'ausgeschlossen. Im großen Rheinsaal der Köln-Messe sagte der Vorstandsvorsitzende der ProSiebenSatl.Media AG, Urs Rohner, dass er sehr skeptisch sei, was die Konvergenz von Internet und konventionellen Medien angehe. WDR-Intendant und Vorsitzender der ARD Fritz Pleitgen bestätigte: "Neben dem Internet wird es definitiv auch weiterhin Fernsehen und Radio geben." Und NRW-Ministerpräsident Wolfgang Clement ergänzte: "Alle bereiten sich auf die neuen Entwicklungen im Internet vor. Aber niemand weiß genau, wo es denn hingeht. Allerdings kann es sich auch niemand leisten, sich nicht vorzubereiten." Diese unsichere Lage, was die digitale Zukunft des Fernsehens betreffe, dürfe nicht dazu führen, so Pleitgen, dass das Publikum mit zusätzlichen Kosten belastet werde, ohne dass man genau wisse, wohin die Reise geht. "Wir müssen auf die Wünsche des Publikums achten. Nachher will das Internet-Fernsehen niemand", so der ARDChef. Gerade erst seien Großbritannien die Ergebnisse einer Umfrage veröffentlicht worden, der zu Folge 30 Prozent der Briten kein Interesse am InternetTV hätten, betonte Pleitgen". Unter der Moderation von RTLNachrichtenmann Peter Kloeppel diskutierten neben Rohner, Clement und Pleitgen noch Ewald Walgenbach, stellvertretender Vorstandsvorsitzender der RTL-Group, Norbert Schneider, Direktor der Landesanstalt für Rundfunk NRW, und der Kultur-Staatsminsiter Julian Nida-Rümelin über die Frage "Wohin steuert die Medienbranche?" Nida-Rümelin betonte in der Konvergenz-Frage zudem, dass er sich gegen die vollständige Kommerzialisierung des Internets wehre. Der anarchistische und interaktive Charme des Internets solle doch weitgehend erhalten bleiben, so der Professor der Philosophie. Zudem forderte Nida-Rümelin eine EthikDiskussion für die Zukunft des Fernsehens: "Wir müssen uns auf Standards in der Frage, was für jeden an Information zugängig sein muss, einigen." Hinsichtlich digitalen Fernsehens und Pay-TV fragte Kloeppel provokant, ob sich die Informationsfreiheit künftig auf die Reichen beschränken solle. Pleitgen zerstreute solche Bedenken mit Optimismus: Jm Kampf gegen Kirch und Bertelsmann haben wir bereits gute Erfahrungen gemacht." Am Ende waren sich alle einig, dass der Dualismus von öffentlich-rechtlichen Sendern und privaten Rundfunkanstalten auch zukünftig für Deutschland bestimmend sein müsse
