    "Wenn einst W. Hofmann das von ihm gegründete Leipziger Institut "Deutsche Zentralstelle für volkstümliches Büchereiwesen" und die von ihm ins Leben gerufene Fachschule "Deutsche Büchereischule" nannte, so mochte man wohl seinerzeit, - ein Menschenalter ist es her, - haben zweifeln können, ob das berechtigt sei. Daß er in der Tat ein tiefgegründetes Recht dazu hatte, sehen wir heute deutlich, wo ein gesamtdeutsches Volksbüchereiwesen im Werden ist, und man fast täglich gezwungen ist, sich auf das Einhalten der richtigen Linie zu besinnen. W. Hofmann schuf wirklich in ihren Grundzügen, das ist die feste Überzeugung des Verfassers, die deutsche Form der Volksbücherei, die einmalige, aus deutschem Sinn geborene, von lateinisch-humanistischem, nur-charitativen und angelsächsisch-liberalem Vorwesen sich grundtief abhebende. Worin bestand nun diese deutsche Form ihrem innersten Wesen nach? In dem, was der deutschen Seele von jeher das Innesrte war: in dem ethischen Willen, teilnehmen zu lassen an dem Reichtum, den diese Nachinnenschau ins eigene Wesen und ins eigene Volkstum - vielleicht - offenbaren könnte. Also, letzter Sicht, in einem führen-, einem schenkenwollenden Willen." (S.18-19) "'Wozu denn all das viele Bildungsgerede! Wozu individuelle Buchvermittlung! Wozu all die Psychologie, Statistik, Leserkunde! Gebt gute Bücher in Massen. Alles andere ist Spitzfindigkeit.' - Mag man gern zugestehen, daß es Lagen im deutschen Volke gibt, wo dies schon ein Fortschritt, das Zunächstliegende, ja das vordringliche Gebot der Stunde ist. Aber die deutsche Form der Büchereiarbeit ist dies nicht! Sondern das eben ist die alte, amerikanisierende Form, aus der und trotz der sich seinerzeit die deutsche Eigenart entwickelte. Soll amn sich an diesem Echternacher Schritt - "wenigstens haben wir doch nun gute Bücher" - genügen lassen und auf Weiteres verzichten? Zum Beispiel auf feinere Katalogarbeit? Dann freilich käme eine Theorie des Systematischen Sachkataloges zu unrechter Zeit. ... Ein Widerspruch gibt Hoffnung. Man will den Stand, man will die Würde des Berufes, die Würde des Handwerks, man will vertieftes Studium, gediegene Ausbildung ... Ausbildung wessen? Des Buch-Expedienten, als den sich, wohl manchem zu eigener schreckhafter Verwunderung, der Volksbibliothekar entpuppt, wenn er eben, noch die letzte Diplomprüfungsfrage im Ohr, ins Leben hinaussteigt."
