    Abstract
    What is the difference between Piaget's constructivism and Papert's "constructionism"? Beyond the mere play on the words, I think the distinction holds, and that integrating both views can enrich our understanding of how people learn and grow. Piaget's constructivism offers a window into what children are interested in, and able to achieve, at different stages of their development. The theory describes how children's ways of doing and thinking evolve over time, and under which circumstance children are more likely to let go of-or hold onto- their currently held views. Piaget suggests that children have very good reasons not to abandon their worldviews just because someone else, be it an expert, tells them they're wrong. Papert's constructionism, in contrast, focuses more on the art of learning, or 'learning to learn', and on the significance of making things in learning. Papert is interested in how learners engage in a conversation with [their own or other people's] artifacts, and how these conversations boost self-directed learning, and ultimately facilitate the construction of new knowledge. He stresses the importance of tools, media, and context in human development. Integrating both perspectives illuminates the processes by which individuals come to make sense of their experience, gradually optimizing their interactions with the world.

    Abstract
    In 1946, the Université Laval in Quebec City, Quebec, Canada, started using Library of Congress Subject Headings (LCSH) in French by creating an authority list, Répertoire de Vedettes-matière (RVM), whose first published edition appeared in 1962. In the 1970s, the most important libraries in Canada with an interest in French-language cataloging - the Université de Montréal, the Bibliothèque Nationale du Canada, and the Bibliothèque Nationale du Quebec - forged partnerships with the Université Laval to support RVM. In 1974, the Bibliothèque Publique d'Information, Centre Pompidou, Paris, France became the first library in Europe to adopt RVM. During the 1980s, the Bibliothèque Nationale de France (BNF) created an authority list, RAMEAU, based upon RVM, which is used by numerous French libraries of all types. The major libraries in Luxembourg adopted RVM in 1985. Individual libraries in Belgium also use RVM, often in combination with LCSH. The spread of RVM in the francophone world reflects the increasing importance of the pragmatic North American tradition of shared cataloging and library cooperation. RVM and its European versions are based upon literary warrant and make changes to LCSH to reflect the specific cultural and linguistic meeds of their user communities. While the users of RVM seek to harmonize the various versions, differences in terminology and probably syntax are inevitable.

    Abstract
    Describes the construction of the author's Perl program, Cyril, to add vernacular Russian (Cyrillic) characters to existing MARC records. The program takes advantage of the ALA-LC standards for Romanization to create character mappings that "de-transliterate" specified MARC fields. The creation of Cyril raises both linguistic and technical issues, which are thoroughly examined. Concludes by considering the implications for cataloging and authority control standards, as we move to a multilingual, multi-script bibliographic environment.

    Abstract
    Document representations for text classification are typically based on the classical Bag-Of-Words paradigm. This approach comes with deficiencies that motivate the integration of features on a higher semantic level than single words. In this paper we propose an enhancement of the classical document representation through concepts extracted from background knowledge. Boosting is used for actual classification. Experimental evaluations on two well known text corpora support our approach through consistent improvement of the results.

    Abstract
    This article proposes a schema for meta-information about MARC that can express at a fairly comprehensive level the syntactic and semantic aspects of MARC formats in XML, including not only rules but also all texts and examples that are conveyed by MARC documentation. It can be thought of as an XML version of the MARC or UNIMARC manuals, for both machine and human usage. The article explains how such a schema can be the central piece of a more complete framework, to be used in conjunction with "slim" record formats, providing a rich environment for the automated processing of bibliographic data.

Jahrhunderts vorbereiten und ihre Position stärken können. - Die Öffentliche Bibliothek als Partner für Information und lebenslanges Lernen (Barbara Lison, Leiterin Stadtbibliothek Bremen) - Die sich wandelnde Bibliothek (Patrick Bazin, Leiter Bibliotheque Municipale Lyon) - Informations- und Kommunikationstechnik in Bibliotheken - Das Beispiel der BPI (Gerald Grunberg, Direktor Bibliotheque Publique d'Information im Centre Pompidou) Auch von brasilianischer Seite konnten renommierte Experten als Referenten gewonnen werden: Maria Ines Bastos, Koordinatorin des Fachausschusses »Kommunikation und Information« der brasilianischen Unesco-Komission; José Marcos Nogueira Viana, Berater des brasilianischen Außenministeriums sowie Vorsitzender der ständigen Vertretung Brasiliens bei der International Telecommunication Union (ITU); Ana Lizia Medeiros, Direktorin der Öffentlichen Bibliotheken des Bundeslandes Rio de Janeiro, sowie Galeno Amorim vom brasilianischen Kulturministerium.
    Neben einem Zuschuss von fünftausend Euro aus dem Elysée-Fonds und einigen Sponsoren, die sich mit nicht unerheblichen Sachspenden beteiligten, wurde die Veranstaltung aus den Projektmitteln der französischen Partner sowie des GoetheInstitutes unterstützt. Sie hat dazu beigetragen, die deutschfranzösische Zusammenarbeit zu intensivieren, denn für den Arbeitsbereich Information & Bibliothek war dies die erste Veranstaltung dieser Art in Brasilien. Nach dem großen Erfolg sowie den vielen begeisterten Kommentaren aus der Fachszene gibt es nun Überlegungen, diese Kooperation in den nächsten Jahren fortzusetzen. Schließen möchte ich meinen Bericht mit einem Zitat der französischen KollegInnen schließen: »La programmation du colloque, alliant réflexion théorique et présentation détaillée de situations exemplaires, entendait fournir aux professionnels brésiliens des outils européens pour penser une politique de la lecture publique au 21ème siècle. La forte participation enregistrée à Sao Paulo comme à Rio et les interventions d'éminents acteurs brésiliens traduisent bien l'intéret porté par les professionnels locaux pour notre expertise dans ce domaine. Cette opération a en outre permis de se rapprocher dans de bonnes conditions de plusieurs institutions-cles.«"

    Abstract
    Interdisciplinarity draws its strength from the ontological view that reality may be explained from various different angles that permit interpretation of phenomena in a more complete way without becoming mere eclecticism. From an epistemological point of view, interdisciplinarity attempts to unify the field of action of the disciplines that study social facts and phenomena. It has no intention of achieving a priori integration of the paradigms of knowledge. Rather, its efforts are aimed at the enrichment and rational exchanging of the methods of various disciplines, to some extent independently of the categories specific to each science, in order to improve study of reality. Transdisciplinarity, for its part, simultaneously covers what lies between disciplines, cuts across various disciplines or goes beyond any discipline. Its aim is to understand the present world, one essential feature of which is the unity of knowledge. Transdisciplinary research is in no way antagonistic to multidisciplinary and interdisciplinary research, but rather is complementary to it.

    Abstract
    The Web has become a large repository of documents (or pages) written in many different languages. In this context, traditional information retrieval (IR) techniques cannot be used whenever the user query and the documents being retrieved are in different languages. To address this problem, new cross-language information retrieval (CLIR) techniques have been proposed. In this work, we describe a method for cross-language retrieval of medical information. This method combines query terms and related medical concepts obtained automatically through a categorization procedure. The medical concepts are used to create a linguistic abstraction that allows retrieval of information in a language-independent way, minimizing linguistic problems such as polysemy. To evaluate our method, we carried out experiments using the OHSUMED test collection, whose documents are written in English, with queries expressed in Portuguese, Spanish, and French. The results indicate that our cross-language retrieval method is as effective as a standard vector space model algorithm operating on queries and documents in the same language. Further, our results are better than previous results in the literature.

    Abstract
    Alexandria is an innovation of international impact. It is the only multilingual dictionary for websites and PCs. A double click on a word opens a small window that gives interactive translations between 22 languages and includes meaning, synonyms and associated expressions. It is an ASP application grounded on a semantic network that is portable on any operating system or platform. Behind the application is the Integral Dictionary is the semantic network created by Memodata. Alexandria can be customized with specific vocabulary, descriptive articles, images, sounds, videos, etc. Its domains of application are considerable: e-tourism, online medias, language learning, international websites. Alexandria has also proved to be a basic tool for knowledge management purposes. The application can be customized according to a user or an organization needs. An application dedicated to mobile devices is currently being developed. Future developments are planned in the field of e-tourism in relation with French "pôles de compétitivité".

    Abstract
    A study group representing four European national libraries (the Swiss National Library, Die Deutsche Bibliothek, the Bibliothèque nationale de France and The British Library) recently conducted a study on the possibility of establishing multilingual thesaural links between the headings in the LCSH authority file and the authority files of the German indexing system SWD/RSWK and the French indexing system RAMEAU. The study demonstrated a high level of correspondence in main headings, but also revealed a number of issues requiring further investigation. The study group's findings led to recommendations on the scope for the development of a prototype system for linking the three Subject Heading Languages (SHLs) in the databases of the four institutions

    Abstract
    Relevance Feedback consists in automatically formulating a new query according to the relevance judgments provided by the user after evaluating a set of retrieved documents. In this article, we introduce several relevance feedback methods for the Bayesian Network Retrieval ModeL The theoretical frame an which our methods are based uses the concept of partial evidences, which summarize the new pieces of information gathered after evaluating the results obtained by the original query. These partial evidences are inserted into the underlying Bayesian network and a new inference process (probabilities propagation) is run to compute the posterior relevance probabilities of the documents in the collection given the new query. The quality of the proposed methods is tested using a preliminary experimentation with different standard document collections.
