    Abstract
    Out of vocabulary words, mostly proper nouns and technical terms, are one main source of performance degradation in Cross Language Information Retrieval (CLIR) systems. Those are words not found in the dictionary. Bilingual dictionaries in general do not cover most proper nouns, which are usually primary keys in the query. As they are spelling variants of each other in most languages, using an approximate string matching technique against the target database index is the common approach taken to find the target language correspondents of the original query key. N-gram technique proved to be the most effective among other string matching techniques. The issue arises when the languages dealt with have different alphabets. Transliteration is then applied based on phonetic similarities between the languages involved. In this study, both transliteration and the n-gram technique are combined to generate possible transliterations in an English-Arabic CLIR system. We refer to this technique as Transliteration N-Gram (TNG). We further enhance TNG by applying Part Of Speech disambiguation on the set of transliterations so that words with a similar spelling, but a different meaning, are excluded. Experimental results show that TNG gives promising results, and enhanced TNG further improves performance.

    Abstract
    Methods and tools for finding documents relevant to a user's needs in a document corpora can be found in the information retrieval, library science, and hypertext communities. Typically, these systems provide retrieval capabilities for fairly static copora, their algorithms are dependent on the language for which they are written, e.g. English, and they do not perform well when presented with misspelled words or text that has been degraded by OCR techniques. In this article, we present experimentation results for the TELLTALE system. TELLTALE is a dynamic hypertext environment that provides full-text search from a hypertext-style user interface for text corpora that may be garbled by OCR or transmission errors, and that may contain languages other than English. TELLTALE uses several techniques based on n-grams (n character sequences of text). With these results we show that the dynamic linkage mechanisms in TELLTALE are tolerant of garbles in up to 30% of the characters in the body of the texts

    Abstract
    We will explore various ways to apply query structuring in cross-language information retrieval. In the first test, English queries were translated into Finnish using an electronic dictionary, and were run in a Finnish newspaper database of 55,000 articles. Queries were structured by combining the Finnish translation equivalents of the same English query key using the syn-operator of the InQuery retrieval system. Structured queries performed markedly better than unstructured queries. Second, the effects of compound-based structuring using a proximity operator for the translation equivalents of query language compound components were tested. The method was not useful in syn-based queries but resulted in decrease in retrieval effectiveness. Proper names are often non-identical spelling variants in different languages. This allows n-gram based translation of names not included in a dictionary. In the third test, a query structuring method where the Boolean and-operator was used to assign more weight to keys translated through n-gram matching gave good results.

    Abstract
    The paper describes the OntoNotes, a multilingual (English, Chinese and Arabic) corpus with large-scale semantic annotations, including predicate-argument structure, word senses, ontology linking, and coreference. The underlying semantic model of OntoNotes involves word senses that are grouped into so-called sense pools, i.e., sets of near-synonymous senses of words. Such information is useful for many applications, including query expansion for information retrieval (IR) systems, (near-)duplicate detection for text summarization systems, and alternative word selection for writing support systems. Although a sense pool provides a set of near-synonymous senses of words, there is still no knowledge about whether two words in a pool are interchangeable in practical use. Therefore, this paper devises an unsupervised algorithm that incorporates Google n-grams and a statistical test to determine whether a word in a pool can be substituted by other words in the same pool. The n-gram features are used to measure the degree of context mismatch for a substitution. The statistical test is then applied to determine whether the substitution is adequate based on the degree of mismatch. The proposed method is compared with a supervised method, namely Linear Discriminant Analysis (LDA). Experimental results show that the proposed unsupervised method can achieve comparable performance with the supervised method.

    Besucht jemand eine Bibliothekswebseite und möchte dort eine Frage stellen, wird er in der ganzen WeIt mit einer ähnlichen Situation konfrontiert: die Seiten werden nur in der/(den) Landessprache(n) der Bibliothek und vielleicht in einer anderen Sprache - meist Englisch - angeboten. Wenn der Besucher die auf diesen Seiten verwendeten Sprachen nicht kennt, ist der vermittelte Eindruck: "Wir können Deine Frage nicht verstehen. Wenn Du nicht diese Sprache für Deine Frage verwendest, wird Deine Frage nicht beantwortet." In einer WeIt, in der man zunehmend versucht Barrieren zu reduzieren bzw. abzuschaffen, sollten sich Bibliotheken fragen, ob es nicht Möglichkeiten gibt, die vorhandene sprachliche Barriere abzubauen und Dienste in mehreren Sprachen anzubieten.
