    Darin u.a. "Interoperabilität als Kernstück - Technische und semantische Interoperabilität bilden somit das Kernstück für das Funktionieren der Europäischen Digitalen Bibliothek. Doch bevor Wege gefunden werden können, wie etwas funktionieren kann, muss zunächst einmal festgelegt werden, was funktionieren soll. Hierfür sind die Nutzeranforderungen das Maß aller Dinge, weshalb sich ein ganzes Arbeitspaket in EDLnet mit der Nutzersicht, den Nutzeranforderungen und der Nutzbarkeit der Europäischen Digitalen Bibliothek befasst, Anforderungen formuliert und diese im Arbeitspaket »Interoperabilität« umgesetzt werden. Für die Entscheidung, welche Inhalte wie präsentiert werden, sind jedoch nicht allein technische und semantische Fragestellungen zu klären, sondern auch ein Geschäftsmodell zu entwickeln, das festlegt, was die beteiligten Institutionen und Organisationen in welcher Form zu welchen Bedingungen zur Europäischen Digitalen Bibliothek beitragen. Auch das Geschäftsmodell wird Auswirkungen auf technische und semantische Interoperabilität haben und liefert die daraus abgeleiteten Anforderungen zur Umsetzung an das entsprechende Arbeitspaket. Im EDLnet-Projekt ist somit ein ständiger Arbeitskreislauf installiert, in welchem die Anforderungen an die Europäische Digitale Bibliothek formuliert, an das Interoperabilitäts-Arbeitspaket weitergegeben und dort umgesetzt werden. Diese Lösung wird wiederum an die Arbeitspakete »Nutzersicht« und »Geschäftsmodell« zurückgemeldet, getestet, kommentiert und für die Kommentare wiederum technische Lösungen gesucht. Dies ist eine Form des »rapid prototyping«, das hier zur Anwendung kommt, d. h. die Funktionalitäten werden schrittweise gemäß des Feedbacks der zukünftigen Nutzer sowie der Projektpartner erweitert und gleichzeitig wird der Prototyp stets lauffähig gehalten und bis zur Produktreife weiterentwickelt. Hierdurch verspricht man sich ein schnelles Ergebnis bei geringem Risiko einer Fehlentwicklung durch das ständige Feedback."

    Abstract
    Nach mehr als 4 Jahren Erfahrung in der kooperativen Erschließung von Internetquellen öffnet sich der Verbund Academic LinkShare für neue Partner aus den Geistes-, Regional- und Sozialwissenschaften. Academic LinkShare ist ein Netzwerk wissenschaftlicher Bibliotheken. Gemeinsam bauen sie einen interdisziplinären Datenpool fachlich relevanter Internetquellen auf, aus dem sich alle Partner gleichberechtigt bedienen können. Nach mehr als vier Jahren gemeinsamer Entwicklungs- und Erschließungsarbeit lässt sich der Erfolg des Modells heute quantifizieren. Seit der Aufnahme des ersten Datensatzes Mitte 2001 sind weit mehr als 20.000 Quellen aus dem politik-, rechts-, wirtschafts- und sozialwissenschaftlichen Umfeld dazugekommen. Sie werden präsentiert in den Fachinformationsführern (qualifizierten Linksammlungen) von ViFaPol (Politikwissenschaft - http://www.vifapol.de), EconBiz (Wirtschaftswissenschaften - http://www.econbiz.de) und ViFa Recht (Rechtswissenschaft - http://www.vifa-recht.de). Jüngstes Mitglied des Verbundes sind die Europäischen Dokumentationszentren mit ihrem Rechercheportal ArchiDok (http://archidok.uni-mannheim.de). Die Einsparpotentiale liegen vor allem im hohen Überschneidungsgrad der Quellen, der - ohne Volltexte - bei ca. 30% liegt. Die Schaffung einer gemeinsamen technischen Infrastruktur allein begründet noch nicht den Erfolg des Modells. Viel schwieriger als die Entwicklung eines Erfassungssystems ist der Aufbau eines funktionierenden Netzwerks wissenschaftlicher Einrichtungen und Bibliotheken, das sich nachhaltig für den Aufbau des Datenpools verantwortlich zeichnet. Vor dem Hintergrund überaus knapper Zeitressourcen hat Academic LinkShare technische und organisatorische Lösungen entwickelt, die den Voraussetzungen der Kooperationspartner gerecht werden. Dieses Win-Win-Prinzip zahlt sich aus. Neben den fünf Verbundpartnern von Academic LinkShare beteiligen sich heute mehr als 40 wissenschaftliche Einrichtungen an der Erschließung der Quellen. Das Interesse an dem Modell des Metadata Sharing ist beachtlich - der Kreis der Mitwirkenden wächst kontinuierlich an. Academic LinkShare bietet Interessenten aus dem sozial-, geistes- und regionalwissenschaftlichen Umfeld die Möglichkeit, dem Verbund beizutreten, und unterstützt sie dabei auf der Basis der vorhandenen technischen Lösungen beim Aufbau und Betrieb einer eigenen Virtuellen Fachbibliothek.     Die für die Informationsgesellschaft und die Medien zuständige EU-Kommissarin Viviane Reding sagte: »Europeana ermöglicht eine Reise über Zeiten und Grenzen hinweg und regt zu neuen Gedanken darüber an, was unsere Kultur ausmacht. Mehr noch: sie verbindet Menschen mit ihrer Geschichte und - über interaktive Seiten und Werkzeuge - miteinander. Ich rufe nun alle europäischen Kulturinstitutionen, Verlage und Technologieunternehmen auf, Europeana mit weiteren digitalen Inhalten zu füllen. Europeana sollte allen Menschen die Gelegenheit bieten, interaktiv und kreativ ihr eigenes Stück europäischer Kultur zu schaffen und es mit anderen zu teilen. Mein Ziel ist, dass Europeana im Jahr 2010 mindestens 10 Millionen Objekte enthält.« Elisabeth Niggemann, Generaldirektorin der Deutschen Nationalbibliothek und Vorsitzende der European Digital Library Foundation (der Organisation hinter Europeana), fügte hinzu: »Durch Europeana werden kulturelle Einrichtungen interessanter für die Generation Web 2.0 - eine Generation, die zur gleichen Zeit am gleichen Ort Texte lesen, Videos sehen, Laute hören und Bilder sehen möchte. Dieses vollständige Multimediaangebot bringtjungen Menschen Europas Kultur, Vergangenheit und Zukunft näher.« Europeana ermöglicht es, die digitalisierten Sammlungen europäischer Bibliotheken, Archive und Museen gleichzeitig zu durchsuchen, d. h. die Nutzer können Themen erforschen, ohne eine Vielzahl von Internetseiten besuchen oder durchsuchen zu müssen. Im Jahr 2005 von der Europäischen Kommission initiiert, wurde Europeana in enger Zusammenarbeit der Nationalbibliotheken und anderer kultureller Einrichtungen der Mitgliedstaaten sowie mit nachdrücklicher Unterstützung des Europäischen Parlaments aufgebaut. Europeana wird von der European Digital Library Foundation betrieben, in der sich die wichtigsten europäischen Verbände von Bibliotheken,Archiven, Museen, audiovisuellen Archiven und kulturellen Einrichtungen zusammengeschlossen haben. Verwaltet wird Europeana von der niederländischen Nationalbibliothek, der Koninklijke Bibliotheek. Über -.000 Kulturorganisationen aus ganz Europa, etwa der Louvre in Paris und das Rijksmuseum in Amsterdam, haben Material, z. B. digitalisierte Gemälde und Objekte aus ihren Sammlungen, für Europeana bereitgestellt. Wichtige nationale Dokumente aus Staatsarchiven sind verfügbar und das Institut National de l'Audiovisuel (Frankreich) hat 80.000 Rundfunksendungen geliefert, die das gesamte 2o.Jahrhundert abdecken, angefangen mit einer Übertragung von den französischen Schlachtfeldern aus dem Jahr 1914. Nationalbibliotheken aus ganz Europa haben ferner gedrucktes und handschriftliches Material beigesteuert, darunter digitalisierte Kopien der »großen« Bücher, die der Welt neue Ideen geschenkt haben.
