    Abstract
    Das Semantic Web stellt - dzt. noch weitgehend als Entwurf - das bislang letzte Glied einer langen Kette großtechnischer Kommunikationssysteme dar, dessen respektable Vorläufer u. A. die Telegrafie. die Telefonie, der Rundfunk und nicht zuletzt das Internet sind. Als technowissenschaftliche Ambition steht das Semantic Web in der gesellschaftlichen Tradition des abendländischen Aufklärungsprojekts der rationalen Bewirtschaftung von Raum, Zeit. Energie und Zeichen. Auf der Grundlage der sich in den letzten Jahrzehnten bereits weitgehend vollzogenen Medienkonvergenz in der digitalisierten Infrastruktur bildet das Semantic Web - zumindest konzeptiv - einen kongenialen` Gegenpart zur markant ansteigenden Vernetzung der sich globalisierenden Wertschöpfungssysteme, die ihre ökonomischen Potenziale in der fortschreitenden Arbeitsteilung (Spezialisierung) und, komplementär dazu, immer umfassenderen Prozessoptimierung nutzt, die sich beide wiederum in der Hauptsache auf konventionalisierte Bedeutungssysteme zur informationstechnischen - d. h. vor allem: algorithmischen - Koordination stützen. Die soziale Ausformung gerade der Kommunikations- (und Koordinations-) Technologien unterliegt entschieden dem Wechselspiel einzelwirtschaftlicher Akteure bzw. Kapitalverwertungsinteressen und gesamtgesellschaftlicher Technologieadoption, das folgerichtig die charakteristische Innovationsdynamik einschließlich der prävalenten Muster der Ressourcenallokation auch dieser spezifischen Technikgenese prägt.

    "Aufgrund der von Kathrin Lehmann in ihrem obigen Artikel dargestellten Situation bestand im Frühjahr letzten Jahres dringender Handlungsbedarf, um die bisher vom DBI wahrgenommene Pflege der Klassifikationen KAB und ASB nicht im Sande verlaufen zulassen. Daher fanden sich auf Vorschlag von Klaus-Peter Böttger der Personalverband BIB, der Deutsche Bibliotheksverband DBV und die ekz zusam-men, um im Rahmen eines Kooperationsvertrages, ähnlich der Lektoratskooperation, gemeinsam die zukünftige Pflege der bei-den Systematiken zu vereinbaren. Wegen der sehr begrenzten finanziellen Ressourcen der drei Vertragspartner war es nur möglich, in diese Kooperation im geringen Umfang Sachmittel, Experten aus den Verbänden und der ekz sowie die Urheberrechte mit einzubringen. Mittlerweile wurde auch das Urheberrecht der KAB vom Berliner Senat auf den DBV übertragen, wobei die weitere Pflege Voraussetzung war. Erstes Ziel dieser gemeinschaftlichen Anstrengungen war es, die noch notwendigen Arbeiten an der KAB/E fortzuführen, allerdings unter völlig anderen Voraussetzungen als bisher. Mit Abwicklung des DBI stand Dagmar Weber-Tamschick nicht mehr dazu zur Verfügung. Es ist Frau Lehmann zu verdanken, dass die Fäden wieder aufgenommen wurden, wobei sich für sie die Rahmenbedingungen gravierend geändert haben. Frau Lehmann arbeitet auf Honorarbasis auf der Grundlage der erst zukünftig zu erwartenden Einnahmen aus der Verwertung der Systematiken. Mit der Publikation der KAB im Verlag Bock + Herchen wird deutlich gemacht, dass eine gemeinsame Linie zur ASB beabsichtigt ist. Das Layout der Publikationen wird angeglichen. Im Rahmen der Kooperationsvereinbarung ist verabredet, dass man langfristig die Aktualisierungen und Weiterentwicklungen für beide Systematiken gleichermaßen nutzen will. Wie oben bereits erläutert, ist es von besonderer Bedeutung, Druckausgaben herauszugeben, weil über das Honorar die bisherige und weitere Aktualisierung der Systematiken finanziert werden muss. Dies macht sich auch in der Preisgestaltung bemerkbar. Diese ist aber aus unserer Sicht durch den Inhalt und den Wert einer aktuellen Systematik für die Büchereien mehr als gerechtfertigt. Es ist auch beabsichtigt, den Firmen mit EDV-Bibliothekssystemen die Möglichkeit zu geben, die Systematik in der EDV einzusetzen. Die Abwicklung, verbunden mit der Verwertung dieses Urheberrechtes, soll über den Verlag Bock + Herchen erfolgen. Die jetzige Publikation der KAB/E und des Schlagwortregisters ist angesichts der außerordentlich schweren Rahmenbedingungen ein ganz wichtiger Erfolg. Dies ist insbesondere den beiden Kolleginnen zu danken, Frau Weber-Tamschick, die bis zum letzten Arbeitstag an der Aktualisierung im EDBI mit Hochdruck gearbeitet hat, und Frau Lehmann, die darüber hinaus noch die Bereitschaft und das Engagement zeigte, unter diesen schwierigen veränderten Rahmenbedingungen das Werk fortzusetzen. Es ist zu hoffen, dass dieser Erfolg finanziell weiter trägt, um auch zukünftig die Aktualisierung der beiden Systematiken gewährleisten zu können."

    Abstract
    Die Unsicherheit darüber, was Medien eigentlich beim - insbesondere jungen Publikum bewirken können und was nicht, hat zwar weltweit nicht unbedingt dazu geführt, dass intensiv über Qualitätsmaßstäbe von Medienangeboten diskutiert werden würde, aber doch dazu, einen besseren Schutz vor den nicht so guten Angeboten ermöglichen zu wollen. Dieserart Bemühungen haben eine lange Tradition. Bereits Platon mahnte besorgt: »Sollen wir es also so leicht hingehen lassen, daß die Kinder ganz beliebige Märchen und von ganz Beliebigen erfundene anhören und so in ihrer Seele Vorstellungen aufnehmen, die meistenteils denen entgegengesetzt sind, welche sie, wenn sie erwachsen sind, unserer Meinung nach werden haben sollen? - Das wollen wir keineswegs hingehen lassen.« (Platon: Politea. Reinbek 1970, S. 114) Eine erste Beobachtung zur Zeitungswirkung vertrat im Jahre 1695 ein Kaspar Stieler, der darauf verwies, dass in den Zeitungen »oft von einem verrichteten Bubenstück berichtet (wird) und die Art und Weise wie solches angefangen und vollendet sei, so umständlich beschrieben wird, dass, wer zum Bösen geneigt, daraus völlig Unterricht haben kann, dergleichen auch vorzunehmen«. (Kunczik: Wirkungen von Gewaltdarstellungen in den Medien. BMI 1996, S. 8) Auf dem ersten deutschen Soziologentag (19./20. Oktober 1910) schlug Max Weber eine »Soziologie des Zeitungswesens« vor, die u. a. die folgenden Fragen beantworten solle: »Was bewirkt denn eigentlich dieses auf den von uns zu untersuchenden Wegen geschaffene Produkt, welches die Zeitung darstellt?« und was sind die Konsequenzen, »dass der Mensch sich daran gewöhnt hat, ehe er an seine Tagesarbeit geht, ein Ragout zu sich zu nehmen, welches ihm eine Art von Chassieren durch alle Gebiete des Kulturlebens, von der Politik angefangen bis zum Theater, und allen möglichen anderen Dingen, aufzwingt«? Bekannt sind außerdem die Debatten um Kinowirkungen in den zehner und zwanziger Jahren des 20. Jahrhunderts, aber auch die um die »Schundliteratur«. Zu Beginn der fünfziger Jahre wurden die Diskussionen über den Schutz der Kinder und Jugendlichen vor den für sie »falschen« Medienangeboten in Ost- und Westdeutschland noch einmal intensiv geführt, hatten »bewahrpädagogische« Ansätze Hochkonjunktur.     Abstract
    Ontologien werden eingesetzt, um durch semantische Fundierung insbesondere für das Dokumentenretrieval eine grundlegend bessere Basis zu haben, als dies gegenwärtiger Stand der Technik ist. Vorgestellt wird eine an der FH Darmstadt entwickelte und eingesetzte Ontologie, die den Gegenstandsbereich Hochschule sowohl breit abdecken und gleichzeitig differenziert semantisch beschreiben soll. Das Problem der semantischen Suche besteht nun darin, dass sie für Informationssuchende so einfach wie bei gängigen Suchmaschinen zu nutzen sein soll, und gleichzeitig auf der Grundlage des aufwendigen Informationsmodells hochwertige Ergebnisse liefern muss. Es wird beschrieben, welche Möglichkeiten die verwendete Software K-Infinity bereitstellt und mit welchem Konzept diese Möglichkeiten für eine semantische Suche nach Dokumenten und anderen Informationseinheiten (Personen, Veranstaltungen, Projekte etc.) eingesetzt werden.
