    Abstract
    Describes the final phase of the work on the ELINOR (Electronic Library INformation Online Retrieval) project at De Montfort University, Leicester, which concluded in 1996. ELINOR was 2 phase project with 3 overall goals: to create a practical pilot system based on a commercial product (Excalibur EFS); to investigate the expansion of a small scale electronic library to a larger, distributed library system; and to develop a more efficient and effective means of accessing and sharing resources within a networked multi campus institution. ELINOR was successful in demonstrating that libraries may conveniently digitize and supply smal collections of high demand materials over a campus network in text anf TIFF format. Operational conditions have so far indicated that the barriers are not technological but involve copyright, use issues and sustainability

    Abstract
    Presents the findings of the South Ayrshire Libraries OPen Learning and the Internet project, Sep 1997 to Oct 1998. The objective was to demonstrate how open learning materials available on the Internet could be integrated with the provision of local open learning resources to provide an enhanced learning environment in public libraries. The main areas of concentration within the project were information skills support to public library users and the provision of WWW based independent materials to learners. The organisation and retrieval of Web based resources for local use was a major issue throughout the project. Recommends the adoption of Dublin Core metadata standards, the connection of databases of resources with searchable wen pages, and the development of thesauri of terms used to index the Web based resources locally. Sstaff training, and the new skills which will need to be developed, were identified as issues. Cost was also identified as a related issue, extending to issues such as access to open learning material and the Internet

    Abstract
    W.S. Cooper's utility theory was used to evaluate end user and mediated searching of online and CD-ROM databases. The searches were conducted by 510 end users, using MEDLINE. The relevance of the references and the usefulness of the documents retrieved were examnied. The study also assessed the perceived value to end users of the information retrieved. Mediated online searching cost 3 times as much as end user CD-ROM searching, but was only about twice as effective in terms of user satisfaction; user convenience should be a high priority for the information provider and mediated CD-ROM searching may be the best compromise currently available as regards cost effectiveness and successful information retrieval for end users

    Abstract
    During 1996, the number of scholarly periodicals, either commercially published or free, available in electronic form increased rapidly. The Cafe Jus project took advantage of this critical mass of electronic journals to mount a user study with taught postgraduate students, research students and academic and research staff in various disciplines at Loughborough University. The main conclusions were that: low-level technical problems are still a deterrent to use of electronic journals; people prefer not to read at length on screen, but printing out is slow, commercial publishers tend to follow the lead of technology rather than consider the convenience of their users; at present there is a significant need for user training, exacerbated by the variety of publishers' interface and their speed of change; and free journals using HTML arre preferred to commercial journals using PDF for convenience of reading but are regarded as lower in academic quality

    Abstract
    Policy paper prepared by the Centre for Communication and Information Studies, Westminster University, London, for the British Library Board. Reports the results of a study of changes in the provision of electronic information to end users in UK academic libraries, conducted by the Centre for Communication and Information Studies, Westminster University, during the period 1988 to 1992. The period has seen a shift in expenditure from external online information services to CD-ROM, with over 70% of universities either planning or running local CD-ROM networks. There is some evidence of a modest amount of media substitution from printed information services to electronic, including a decline in online expenditure. The Bath Information and Data Service end user service has had a similar impact on alternative access media. The commercial online host market has eluded the end user market, being the most exclusive reserve of librarian mediators. Questions arising from the study include: how appropriate to the users' needs are the new networked services; what feedback and evaluation procedures are required; what is the nature of the support role of libraries in these changing circumstances; what additional resources; how and by whom are end user services to be financed; and how is wider access to database services impacting on ancillary services such as document delivery? In response, CCIS has formulated a research programme to extend the current quantitative work in the area of evaluating end user needs, activities and preferences in relation to information sources

    Abstract
    The SAC Subcommittee on Subject Relationships/Reference Structures was authorized at the 1995 Midwinter Meeting and appointed shortly before Annual Conference. Its creation was one result of a discussion of how (and why) to promote the display and use of broader-term subject heading references, and its charge reads as follows: To investigate: (1) the kinds of relationships that exist between subjects, the display of which are likely to be useful to catalog users; (2) how these relationships are or could be recorded in authorities and classification formats; (3) options for how these relationships should be presented to users of online and print catalogs, indexes, lists, etc. By the summer 1996 Annual Conference, make some recommendations to SAC about how to disseminate the information and/or implement changes. At that time assess the need for additional time to investigate these issues. The Subcommittee's work on each of the imperatives in the charge was summarized in a report issued at the 1996 Annual Conference (Appendix A). Highlights of this work included the development of a taxonomy of 165 subject relationships; a demonstration that, using existing MARC coding, catalog systems could be programmed to generate references they do not currently support; and an examination of reference displays in several CD-ROM database products. Since that time, work has continued on identifying term relationships and display options; on tracking research, discussion, and implementation of subject relationships in information systems; and on compiling a list of further research needs.
