    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    Vorgestellt wird die Konstruktion eines thematisch geordneten Thesaurus auf Basis der Sachschlagwörter der Gemeinsamen Normdatei (GND) unter Nutzung der darin enthaltenen DDC-Notationen. Oberste Ordnungsebene dieses Thesaurus werden die DDC-Sachgruppen der Deutschen Nationalbibliothek. Die Konstruktion des Thesaurus erfolgt regelbasiert unter der Nutzung von Linked Data Prinzipien in einem SPARQL Prozessor. Der Thesaurus dient der automatisierten Gewinnung von Metadaten aus wissenschaftlichen Publikationen mittels eines computerlinguistischen Extraktors. Hierzu werden digitale Volltexte verarbeitet. Dieser ermittelt die gefundenen Schlagwörter über Vergleich der Zeichenfolgen Benennungen im Thesaurus, ordnet die Treffer nach Relevanz im Text und gibt die zugeordne-ten Sachgruppen rangordnend zurück. Die grundlegende Annahme dabei ist, dass die gesuchte Sachgruppe unter den oberen Rängen zurückgegeben wird. In einem dreistufigen Verfahren wird die Leistungsfähigkeit des Verfahrens validiert. Hierzu wird zunächst anhand von Metadaten und Erkenntnissen einer Kurzautopsie ein Goldstandard aus Dokumenten erstellt, die im Online-Katalog der DNB abrufbar sind. Die Dokumente vertei-len sich über 14 der Sachgruppen mit einer Losgröße von jeweils 50 Dokumenten. Sämtliche Dokumente werden mit dem Extraktor erschlossen und die Ergebnisse der Kategorisierung do-kumentiert. Schließlich wird die sich daraus ergebende Retrievalleistung sowohl für eine harte (binäre) Kategorisierung als auch eine rangordnende Rückgabe der Sachgruppen beurteilt.

    Abstract
    Es werden die Überlegungen im Zusammenhang mit der Einführung der Dewey-Dezimalklassifikation im deutschen Sprachraum dargestellt, wobei die künftige deutsche DDC-Ausgabe auf der Basis der 22. Auflage der Original-DDC im Mittelpunkt steht. Dringlich für eine deutsche Ausgabe sind neben Korrekturen und Expansionen für deutsche Sachverhalte, etwa im Bereich der geografischen Hilfstafel, die Schaffung eines deutschen Begriffsinventars für das Instrumentarium der DDC selbst und eine Integration der Terminologie der Schlagwortnormdatei, soweit das mit der Struktur einer Klassifikation vereinbar ist. Daneben kommt der über eine reine Übersetzung hinausgehenden Anpassung der Beispiele und Registereinträge der DDC an die Suchgewohnheiten deutschsprachiger Benutzer eine erhebliche Bedeutung zu.

    Abstract
    The history of encyclopedias and wholly new forms of encyclopedias are briefly reviewed. The possibilities and problems that hypertext presents as a basis for new forms of encyclopedias are explored. The capabilities of current systems, both experimental and commercially available, are outlined, focusing on new possibilities for authoring and design and for reading the retrieval. Examples of applications already making use of hypertext are given.

    Abstract
    The statutes themselves are not the only basis for deciding whether an intellectual property rights infringement has occurred. Ethical judgments can also influence judicial rulings. This column looks at three issues of intellectual property ethics: the nature of the property, written guidelines for behavior, and enforcement mechanisms. For most active infringers digital property seems unreal, the rules ambiguous, and the enforcement statistically unlikely.

    The World Civilizations Image Repository (WCIR) and Photos Online are two collaborative image database projects under way at the Washington State University (WSU) Libraries. These projects demonstrate how the WSU Libraries have employed OCLC/DiMeMa's (Digital Media Management) CONTENTdm in partnership with other University departments to develop visual collections free from copyright restrictions, as well as to manage "born digital" images on a collaborative basis.
