    Abstract
    Schwerpunkte der Förderung Für Forschung und Lehre in Deutschland stellen die wachsende Vernetzung digitaler Informationssysteme, der veränderte Rahmen des wissenschaftlichen Publizierens und Kommunizierens sowie strukturelle Neuausrichtungen im Hochschulbereich wesentliche Faktoren der Umgestaltung dar. Im DFG-Positionspapier »Wissenschaftliche Literaturversorgungs- und Informationssysteme. Schwerpunkte der Förderung bis 2015« (Juni 2006) hat die DFG ihre Analysen und Vorschläge zur Neuausrichtung der Informationsinfrastrukturen in Deutschland vorgestellt. Zur Umsetzung der im Papier benannten Maßnahmen will die Deutsche Forschungsgemeinschaft - vorbehaltlich der Zustimmung der zuständigen Gremien - ein fünfjähriges finanzielles Sonderprogramm bis zum Jahr 2012 auflegen. Dies hat das Präsidium der Deutschen Forschungsgemeinschaft auf Vorschlag des Ausschusses für Wissenschaftliche Bibliotheken und Informationssysteme im Dezember 2006 beschlossen. Gefördert werden ausschließlich Projekte, die durch ihre nationale und internationale Ausstrahlung zum Ausbau der digitalen Informationsinfrastruktur für Wissenschaft und Forschung beitragen. Ziel ist die Implementierung einer integrierten digitalen Umgebung für die wissen-schaftliche Informationsversorgung aller Disziplinen und Fächer in Deutschland.

    Zusammenfassung Das geplante DFG-Sonderprogramm bedeutet eine einmalige Chance für den Forschungsstandort Deutschland. Gefördert werden ausschließlich exzellente Projekte, die durch ihre nationale und internationale Ausstrahlung zum Ausbau der digitalen Informationsinfrastruktur für Wissenschaft und Forschung beitragen. Bereits jetzt können Anträge bei der DFG eingereicht werden. Bitte sprechen Sie rechtzeitig vor der Antragstellung die DFG-Geschäftsstelle an. Die bisherigen Förderangebote im Bereich der Wissenschaftlichen Informationssysteme werden unvermindert weitergeführt. Im Jahr 2006 standen hierfür regulär 30 Mio. Euro zur Verfügung (zuzüglich Sondermittel). Es sind keine Kürzungen dieses Ansatzes vorgesehen. Insbesondere für kleine und mittelgroße Einrichtungen bietet sich hier die Chance, Einzelanträge jenseits der eben beschriebenen Sonderfördermaßnahmen erfolgreich zu beantragen. Zur Umsetzung der Sonderfördermaßnahmen werden - vorbehaltlich der Zustimmung der zuständigen DFG-Gremien - ab dem Jahr 2008 zusätzliche Mittel in Höhe von 20 Mio. Euro zur Verfügung stehen. Das Gesamtbudget der für die Förderung der wissenschaftlichen Literaturversorgungs- und Informationssysteme zur Verfügung stehenden Mittel beträgt damit ab dem Jahr 2008 voraussichtlich regulär 50 Mio. Euro pro Jahr. Die DFG wird sich zudem im Rahmen der Allianz der deutschen Wissenschaftsorganisationen für eine gemeinschaftlich getragene Ausweitung dieses Ansatzes einsetzen.     Das Fachinformationszentrum (FIZ) Karlsruhe ist als internationale Drehscheibe für Fachinformation seit Jahrzehnten verlässlicher und professioneller Servicepartner der Informationssuchenden in Wissenschaft und Technik. Neue web-basierte Dienstleistungen und Produkte erlauben dem professionellen Informationsbroker ebenso wie dem gelegentlichen Onliner oder Internet Pedestrian den effizienten und kostengünstigen Zugang zu Metadaten, naturwissenschaftlich-technisehen Daten und Fakten. Elektronische Volltexte per Hyperlink oder die komplette Dokument-Vermittlung werden gleichfalls angeboten. Die Weiterentwicklung und flexible Anpassung der Informationssysteme ermöglichen auch die Verknüpfung mit lokalen und regionalen Netzen der Forschungseinrichtungen und Hochschulen. Neue Serviceleistungen und Abrechnungsverfahren bieten besonders preisgünstige Konditionen für Hochschulen durch akademische Programme und Festpreise auf Subskriptionsbasis für ausgewählte Datenbanken.     Abstract
    Das vorliegende Positionspapier befasst sich mit dem Förderhandeln der Deutschen Forschungsgemeinschaft (DFG) im Bereich der wissenschaftlichen Informationsinfrastrukturen. Es hat zwei Funktionen: Erstens reflektiert es - sowohl auf einer übergeordneten Ebene als auch für drei ausgewählte Themen - die strukturellen Rahmenbedingungen des DFG-Förderhandelns im Bereich der wissenschaftlichen Informationsinfrastrukturen und setzt sich mit den Anpassungsbedarfen auseinander, die sich aus der gegenwärtigen Ausgangslage ergeben. Darüber hinaus benennt es konkrete Maßnahmen als Reaktion auf die analysierten Herausforderungen und Handlungsbedarfe und bildet damit zweitens eine Leitschnur für das Förderhandeln im Bereich Wissenschaftliche Literaturversorgungs- und Informationssysteme (LIS).
    Als Selbstverwaltungsorganisation und Interessenvertretung der Wissenschaft sieht die DFG es als ihre Aufgabe an, den digitalen Wandel in den Wissenschaften aktiv mitzugestalten. Die Förderung im Bereich der Informationsinfrastrukturen erfolgt mit dem Anspruch, sich an einem von der Wissenschaft formulierten Bedarf zu orientieren, der anhaltend hohen Veränderungsdynamik gerecht zu werden, für unkonventionelle Projektideen sowie Projekte in einem explorativen Stadium offen zu sein und impulsgebend sowie struktur- und standardbildend zu wirken. Mit diesem Positionspapier reflektiert die DFG - nach 2006 und 2012 - zum dritten Mal die Folgen des digitalen Wandels für ihr Förderhandeln im Bereich der wissenschaftlichen Informationsinfrastrukturen. Erarbeitet wurde das Papier vom Ausschuss für Wissenschaftliche Bibliotheken und Informationssysteme, dem für die Förderung wissenschaftlicher Informationsinfrastrukturen fachlich zuständigen Gremium. Der AWBI ist im Rahmen seiner Zuständigkeit als Gremium des Hauptausschusses verantwortlich für die Ausgestaltung des Förderportfolios sowie einzelner Förderinitiativen im Bereich der wissenschaftlichen Informationsinfrastrukturen.
