    Abstract
Although the rules for descriptive cataloging have been recodified twice in the past twenty years, there never has been any kind of comprehensive theoretical code for subject headings, despite some suggestions for a code over the years. This essay explains the need for a code, provides historical background, and presents some broad proposals as to the philosophy, structure, and form of the code and what the code should cover. Included is the relation between the proposed code and the Library of Congress' 1984 Subject Cataloging Manual.

    Abstract
Eastern Europe is a complex area for which there are not adequate Library of Congress subject heading period subdivisions. This article offers additional period subdivisions, with justifications, for all the countries and some regions of Eastern Europe, excluding the Soviet Union. Covered are: Europe, Eastern; Czechoslovakia (and three regions); Germany (East); Hungary; Poland; Galicia; Balkan Peninsula; Albania; Bulgaria; Romania; and Yugoslavia (and six regions).

    Abstract
Four policy proposals are made which affect LC's subject headings for science: a system of "gathering levels" for botany and microbiology similar to the one developed for zoology; a system of secondary headings for geology of a place; guidelines for formulating names of chemical compounds and their groups; and abandonment of "reverse patterns."

USE, a new subject approach particularly designed for automated use on the Internet and elsewhere, is proposed. This system combines a fixed linguistic component with a simple and consistent structure for combination of terms, suitable for multinational, multicultural and multilingual use. Examples of its use in practice are given. An international implementation approach for USE is provided

    Abstract
Southeast Asia is an important and populous region with an extensive literature. Many libraries in the United States and Canada have large or moderate collections of Southeast Asia materials. Yet the Library of Congress has not provided sufficient subject heading period subdivisions for the area. Additional subdivisons are proposed in detail for: Asia, Southeastern; Indonesia; Malaysia; Singapore; Philippines; Thailand; Indochina; Vietnam; Cambodia; Laos; and Burma. The historical and/or logical justification for the proposed additions follow each area. The function of the essay is not to present absolute answer, but to promote awareness of the problem and to suggest reasonable alternatives.
