    Abstract
    The project AUTHOR aims to give access to cataloguers at the international level and in UNIMARC, to the name authority files (names of persons and corporate bodies) of the participating national libraries (Belgium, Spain, France, Portugal United Kingdom). A test bed platform was defined which will be opened to other national libraries together with a target technical architecture taking into account and promoting 2 other European Projects: UseMARCON and EUROPAGATE. The project is part of the Forum CoBRAs (Computerised Bibliographic Records Actions) activities financed by the Libraries Programme of the Directorate General XIII of the Commission of the European Communities

    Abstract
    One year after the World Interllectual Property Organization conference in Geneva, the European Commission has recognized its proposal for the directive on the harmonisation of certain aspects of authors' and related rights in the information society. The text is a keystone of european legislation in the area of intellectual property and gives the first complete definition of the 2 major components of the authors' rights, the right of reproduction and the right of communication to the public, and endeavors to adapt these to the new electronic environment. This definition has consequences for owners as well for users. It governs the future methods of utilization of works on the network and designates the strength of relations among the different participants in the information society

    Abstract
    With the increasing use of microform copies of library documents as a means of preserving fragile originals, the need for local and national catalogues to facilitate access is manifest. The EC Commission accordingly launched an initiative in 1989 to establish a single catalogue covering all European libraries. The preparatory phase was eventually completed in Dec 92, and the pilot database comprises some 50.000 notices. In the 2nd phase, the scope will be widened to include all libraries, in both Europe and elsewhere. Overall, the experience to date has thrown up some interesting lessons about collaborative projects of this nature: most obviously the difficulties of harnessing particular interests, and the need to take full account of the inevitable administrative complexities

    Abstract
    Bibliographic information adds value to primary documents by facilitating access to them. The extension of classic library catalogues to give access to electronic documents can be achieved by a single link as with the recent addition of a specific field to the MARC format. Other approaches are being tested in other communities of users by the introduction of added value information in the electronic document itself using the format of the document. These are contributing to the construction of the libraries and archives of tomorrow

    We present the DOCMA method (DOCument and Model for Action) focused to Socio-Semantic web applications in large communities of interest. DOCMA is dedicated to end-users without any knowledge in Information Science. Community Members can elicit, structure and index shared business items emerging from their inquiry (such as projects, actors, products, geographically situated objects of interest.).     Abstract
    Extracts from the official report of a study investigating the situation in French public libraries, The main reason for this evaluation is th proposed review of the role of the Bibliothèque Nationale, in relation to developing the role of France in the world information market. The results reported here cover the production and diffusion of bibliographic information. The overall picture is of a lack of coordination between products available and user needs, failure to establish standards for formats and for information technology equioment. The concluding recommendations emphaisis the need for coordinating initiatives by the various organisations involved in producing/diffusing bibliographic information, and establishing common standards to allow free exchange between bibliographic networks. Further studies are in hand to establish guidelines for future policies in more specialised library sectors.

    The Digital Object Identifier (DOI) has been developed by the academic technical and medical publishing sectors to enable the management of access rights to information published electronically. The DOI system has evolved from the physical documentary unit identifiers developed in the 1970, physical and document logical unit identifiers developed in the 1980s and recently modified to meet the needs of electronic distribution.     Abstract
    Discusses the apparently unattainable goal of compatibility of information languages. While controlled languages can improve retrieval performance within a single system, they make cooperation across different systems more difficult. The Internet and downloading accentuate this adverse outcome and the acceleration of data exchange aggravates the problem of compatibility. Defines this familiar concept and demonstrates that coherence is just as necessary as it was for indexing languages, the proliferation of which has created confusion in grouped data banks. Describes 2 types of potential solutions, similar to those applied to automatic translation of natural languages: - harmonizing the information languages themselves, both difficult and expensive, or, the more flexible solution involving automatic harmonization of indexing formulae based on pre established concordance tables. However, structural incompatibilities between post coordinated languages and classifications may lead any harmonization tools up a blind alley, while the paths of a universal concordance model are rare and narrow

    Duplicate citations in databases and library and information centre catalogues are a frequent problem for end users and information professionals. Current practice involves downloading bibliographic citations from external sources and integrating them in local catalogues.
