    Abstract
Describes the activities of the National Bibliographic Service, UK, in developing national bibliographies on CD-ROM. The key aims of the project, partly funded by the Commission of the European Communities under its IMPACT programme, are: to promote better and easier access to European and national bibliographies; to promote economies in library cataloguing through improved interchange of bibliographic records between European (and non European) national libraries, irrespective of differing national MARC formats; and to develop shared approaches to strategies, applications and formats for bibliographic data on CD-ROM. Notes the involvement of 7 national libraries and describes: CD-ROM retrieval interface; MARC conversions; character sets; multilingual interface; links to online systems; links to local library systems; menu systems and compatibility; the Pilot CD-ROM database; and framework for exchange of bibliographic records

    Abstract
Considers South Africa's national bibliographic activities in the light of the need for more equitable access to information resources. Outlines several factors which are important for improving access to information for previously marginalized communities, and for general development purposes. The issues include: funds available for existing and prospective services; the heterogeneous clientele for future services; the phenomenon of composite CD-ROMs; the question of ownership of bibliographic tools; standardization problems; cooperative bibliographic activities; the information value of grey literature; and recognizing the broader base of stakeholders in national bibliographic services

    Abstract
Extracts from the official report of a study investigating the situation in French public libraries, The main reason for this evaluation is th proposed review of the role of the Bibliothèque Nationale, in relation to developing the role of France in the world information market. The results reported here cover the production and diffusion of bibliographic information. The overall picture is of a lack of coordination between products available and user needs, failure to establish standards for formats and for information technology equioment. The concluding recommendations emphaisis the need for coordinating initiatives by the various organisations involved in producing/diffusing bibliographic information, and establishing common standards to allow free exchange between bibliographic networks. Further studies are in hand to establish guidelines for future policies in more specialised library sectors.

    Abstract
Discusses plans for the retrospective conversion of the Union Catalogue of Books which holds stock locations for the British Library Document Supply Centre's collection of non-current monographs. This will be undertaken by Catalogue Bridge, managed by the National Bibliographic Service, and the conversion work involves 3 processes: creation of the search files; matching the search files against the databases and capturing all available records; and merging of local information with the captured records

    Abstract
Outlines the history of the cataloguing of incunabula in 19th century Berlin and of the production of the Gesamtkatalog der Wiegendrucke from 1925 to 1994. The method of description established in the 1920s under the direction of Haebler has shown itself to be still the most suitable in the age of information technology. Maximum participation by libraries would speed compilation and it would be in the interest of holding libraries for which the GW would be available as an aid to problems of identification of incunabula

    Abstract
A bibliography is traditionally characterized by the judgments, bounded by explicit selection criteria, made by a single compiler. Because these criteria concern the attributes ascribed to a work and the needs of readers, bibliographic work is largely conceptual even across technological eras and domains. Yet, the development of networked information services, made possible by WWW infrastructure, has enabled very large numbers of people to discover, organize, and publish information, including bibliographies. Indeed, bibliographies, or at least bibliography-like artifacts, are a common genre of website, often published by people without specialized skills in information organization who follow non-rigorous selection procedures. Nevertheless, even if the items from these lists are poorly selected and described, this publishing activity is fundamentally important because it structures information locally, creating a patchy network of secondary access points. In turn, these access points enable information discovery, the formation and development of communities of interest, the estimation of document relevance by search engines, and so on. In sum, this activity, and the enabling technical infrastructure, invites bibliographies to take on new interactive possibilities. The aim of this article is to extend the traditional view of bibliography to encompass collaborative possibilities for wide, or narrow, participation in the shaping of bibliographies and the selection of items. This is done by examining the nature of bibliography on the Web, by proposing a conceptual model that opens bibliography to participatory practices, and by discussing a case study where a team sought to develop a bibliography of electronic resources. This examination reveals splendid opportunities for expanding the notion of bibliography with participatory policies while remaining true to its ancient roots.

    Abstract
Summarises the findings of apilot project at the Austrian Planning centre for Academic Libraries to assess the ÖZDB-Compactsystem on CD-ROM, the first system for serials on CD-ROM to be used in the German speaking countries. The system makes available 47,713 titles from Vienna, Graz, Linz and Salzburg university Libraries locally on an Apple Macintosh computer. The firm was able to provide information about CD-ROM and to supply the hardware for the 6-week project. The whole programme was prepared centrally. It was possible to call up records both by title and by institution responsible, and of the desired degree of specificity. The systems allows the additional advantages option of CD-PAC (Compact Disc Public Access Catalogue) wich can be used in conjunction with the already established BIBOS system.

    Abstract
More and more libraries are providing access to Web resources through OCLC's (Online Computer Resource Center) Cooperative Online Resource Catalog (CORC) and, by extension, OCLC's WorldCat database. The ability to use a database to its maximum potential depends upon understanding what a database contains and the guidelines for its construction. This study examines the characteristics of Web resources in CORC in terms of their subject matter, the source of the content, publication patterns, and the units of information chosen for representation in the database. The majority of the 414 resources in the sample belonged to the social sciences. Academic libraries and government agencies contributed more than 90% of the records for resources in the sample. Using the Anglo-American Cataloguing Rules, 2d edition (AACR2) definitions for publication patterns that are part of the upcoming 2002 amendments reveals that nearly half of the sample fell into the category of integrating resources. Identifying units of representation of the resources described was more difficult. Existing definitions for Web units in development are not adequate to describe all of the resources in the sample. In addition, there is wide variability in the units of representation chosen for inclusion by the libraries contributing records, resulting in little predictability in what units of information might be found in the database.

    Abstract
The Working group on Guidelines for (electronic) national bibliographies has started the work with an analysis of users and use of national bibliographies (NB). In addition to the well known importance of NB for libraries and librarians, other users and their requirements were identified. The results are presented and discussed; both existing and potential users and use were taken into account. The group will continue the work by specifying the functionality to support the various needs of different users.

    Abstract
The ideas and practices embraced by the term documentation introduced by Paul Otlet and his colleagues to describe the work of the International Institute of Bibliography (later FID) that they set up in Brussels in 1895, constituted a new discursive formation. The key concepts for information science were implicit in and operationalized by what was created within the International Institute of Bibliography in 1895 and the decades that followed. Important aspects of the origins of information science were contained within or became an extension of the discursive format labelled documentation

    Abstract
This article analyzes the role of national bibliographies-with particular reference to the Italian National Bibliography-as relevant tools for national bibliographic control. In the first part of the article, the historical and scientific context of international standards is summarized. The second part describes the role played by the Central National Library of Florence (BNCF) in the realization of the bibliographic control of Italian publications. The limits and the potential of the Italian National Bibliography produced by BNCF are highlighted and compared with the Italian National Library Service (SBN), which is the most important national collective catalog among Italian libraries.

    Abstract
The working group to establish guidelines for subject access by national bibliographic agencies was set up in 2005 in order to analyse the question of subject access and propose key elements for an indexing policy for national bibliographies. The group's mandate is to put forward recommendations based on best practices for subject access to national bibliographies. The group is presently assessing the elements which should be included in an indexing policy and will present an initial version of its recommendations in 2008.

    Abstract
Examines the response of the UK Library and Information Council (LINC) to the British Library's consultation paper on the future of the BNB. LINC supports the continuation of the national bibliography in printed form, but is concerned about large areas of the national imprint not covered by it, and suggest that expansion of cooperative data supply should be explored. The current system could evolve into a controlled network of contributing agencies if the necessary legal, financial and quality control framework were established

    Abstract
The problem of identifying "information science'' is still with us. Hawkins is concerned with the relationship between the information science community and the library community, especially in terms of the recent initiatives to reassert the information technology aspect of information science.
