- Abstract
- The Bayerische Staatsbibliothek acting on behalf of the Consortium of European Research Libraries (CERL) was responsible for the preparation of this report under a contract agreed with the Commission of the European Communities Directorate General XIII as part of their Libraries Programme. The report considers the feasibility of the application of UNIMARC to multinational databases, and was based on a comparison of machine-readable bibliographic records in the UNIMARC format from 6 different national sources. Some are conversions from other formats, while others are 'native' UNIMARC records. The records are of books of the hand press period, that is, from the time of Gutenberg to about 1830

- Abstract
- This paper discusses the rapidly expanding environment of emerging electronic content and the importance of librarians to partner with new research and teaching communities in meeting users' needs to find, identify, select, and obtain the information and resources they need. The methodology and framework of the International Federation of Library Associations and Institutions' Functional Requirements for Bibliographic Records could serve as a useful tool in building expanded access and content systems.

- Abstract
- International efforts to provide authority control include the work of IFLA, the AUTHOR Project funded by the European Commission, and related work conducted under the auspices of the ICA/CDS. IFLA developed the guidelines Form and Structure of Corporate Headings, documented the formulation of names along the lines of national origin in its publication Names of Persons, and published Guidelines for Authority and Reference Entries. Attention has shifted from a single authority record for each entity that would be shared internationally through the exchange of records to linking parallel authority records for the same entity. The access control of the future will account for difference in cataloging rules, transliteration standards, and cultural differences within the same language as well as for the need for different languages and scripts and will enable users to display the script and form of a heading that they expect. Project AUTHOR is a shared set of resource national authority files that used selections from the authority files of France, the United Kingdom, Spain, Portugal, and Belgium. The prototype tested an adaptation of Z39.50 server software for authority records and displays for user interface. An international standard for authority control records has been developed for corporate bodies, persons, and families. Through joint meetings efforts have been synchronized to develop authority control at the international level.

- Abstract
- An overview of the field of information organization that examines resource description as both a product and process of the contemporary digital environment. This timely book employs the unifying mechanism of the semantic web and the resource description framework to integrate the various traditions and practices of information and knowledge organization. Uniquely, it covers both the domain-specific traditions and practices and the practices of the 'metadata movement' through a single lens - that of resource description in the broadest, semantic web sense. This approach more readily accommodates coverage of the new Resource Description and Access (RDA) standard, which aims to move library cataloguing into the centre of the semantic web. - Abstract
- The author revisits the development of RDA from its inception in 2005 through to its initial release in 2010. The development effort is set in the context of an evolving digital environment that was transforming both the production and dissemination of information resources and the technologies used to create, store, and access data describing those resources. The author examines the interplay between strategic commitments to align RDA with new conceptual models, emerging database structures, and metadata developments in allied communities, on the one hand, and compatibility with AACR2 legacy databases on the other. Aspects of the development effort examined include the structuring of RDA as a resource description language, organizing the new standard as a working tool, and refining guidelines and instructions for recording RDA data.

As most readers know, archives differ from libraries relative to the nature of materials held in those respective repositories. Methods of archival description of hardcopy documents are well established; however, encoded archival description (EAD) an the Internet is relatively new, with the first version released in 1998 by the Society of American Archivists and the Library of Congress Network Development & MARC Standards Office. This book provides an accounting of EAD an the Internet in an anthology format, presenting ten essays by single and multiple authors. As descrbbnd by the two editors, "the papers in this volume are intended to provide an introduction to archival description and EAD. . and its impact and potential impact an users and reference Services" (p. 4). The first two essays provide a detailed introduction to EAD an the Internet. The first essay, "Archival Description: Content and Context in Search of Structure," reviews the basic concepts of EAD and is relatively basic, including standard definitions of related archival principles. The second essay, "The Development and Structure of the Encoded Archival Description Document Type Definition," continues the introductory thread and expands the introduction to focus an the function and Structure of traditional paper-based archival finding aids and their application to the electronic archival environment. The third essay, "Stargazing: Locating EAD in the Descriptive Firmament," delves into the technical Structure of EAD, focusing an it as a communication tool and data structure standard. The author also writes about an EAD compatriot, the International Council an Archives' adoption in 1993 of the Ad Hoc Commission an Descriptive Standards. The fourth essay, "Archival Cataloging and the Internet: The Implications and Impact of EAD," is the first introduction in the anthology to the use of EAD and the Internet. Although EAD is thought by some to negate the need for MARC, the author speaks to the efficacy of EAD in the hyperlinked world of the Internet. Of particular interest is that the EAD environment enables contextualized search capabilities.
Essays live through nine present case studies of the use of EAD in specific organizations and projects. Those organizations include the Online Archive of California, the American Heritage Virtual Archive Project, the Research Libraries Group, Public Records Office of the UK, and its use in museums. Success seems to be the general conclusion of each of these case studies. Milestones reached included the creation of broad-based integrated access to archival finding aids, increased access to digital content for users, and redefining the definition and purpose of finding aids. Concerns about the future are also a theme in the case studies. Continuing challenges include improving access to primary sources, creating seamless technology, and assuring communication between competing cultural institutions for political dollars. Previous essays in this anthology discuss introductory concepts of EAD and its use in several institutional and government settings. However, the way in which EAD is transforming archival reference services is examined in the tenth essay, "Encoded Finding Aids as a Transforming Technology in Archival Reference Service." The author focuses an barriers such as technology, communications, and concerns but also discusses its potential to transform reference Services, including the standardization of finding aid information, increased search functions across finding aids, integration of finding aids with catalogs, and the human interface (self sufficiency, staff productivity, and need for education). The last essay in this anthology, "Popularizing the Finding Aid: Exploiting EAD to Enhance Online Discovery and Retrieval in Archival Information Systems by Diverse User Groups," describes the development of the traditional finding aid and how that process of development can be manipulated in light of EAD's advancing initiative. More importantly, the author presents ten strategies that may enhance browsing and retrieval in an EAD-based archival information system. In promoting EAD, the author notes that the "true potential of EAD does not lie in replicating the physical and intellectual form of the finding aid for online distribution. Rather, EAD allows archivists to contemplate how therr encoded finding aids might collectively populate a metadata infrastructure for more broadly conceived archival information systems" (p. 200). The ten strategies promoted include footnote chasing, function and repository scanning; subject, name, data, geographic, physical form or genre, top-down, and bottom-up searching. This anthology provides an excellent picture of the current state of encoded archival description an the Internet. The essays are well written and concise. The clear message is that EAD is working but that there is much work to be done to assure that archival information is easily located, available, and well described."

- Abstract
- RDA has always been a continually evolving standard that aims to reflect the requirements of the cataloguing community. Simon Edwards will highlight the steps towards a further internationalisation and exploration of wider cultural heritage description communities. Gordon Dunsire will point out the potential implementations of RDA data in various database structures and describes the possibilities for further work with RDA and linked data scenarios in international communities. The third part of the article reflects the experience of the British Library in applying RDA in the last years. Alan Danskin gives an overview of the transition period from the project organization until training.

- Abstract
- Many current cataloguing codes have their roots in a common tradition started by the 1961 Paris International Conference on Cataloguing Principles-ICCP. Since 1961, the construction of new national codes had been based on the sharing of cataloguing principles, on agreements for international cooperation, and on a common tradition. The new technological and international environment suggests, more and more, a redesign of those principles to include more suitable features and to assert firmly that the highest principle is the convenience of the users of the catalogue. Within this framework, the authors analyze the Italian cataloguing tradition and its relationships with the international tradition and recount the main activities towards a revision of the present Italian code-Regole italiane di catalogazione per autori RICA. The paper shows that, since the first Italian rules written by Fumagalli, special attention has been paid to the international tradition (in particular toward Panizzi's rules). After describing the relationships among the international trends and the Italian codes of 1922, 1956 and 1979, the paper deals with the recent works of the new Commission that, since 1997, has started to revise RICA. The paper concludes by reflecting on the Italian position in the debate first on the ISBD and then on the new entity-relationship models.

This meeting, the first in a series which will cover different regions of the world, will take its place in that progression. The first IFLA Meeting of Experts an an International Cataloguing Code (IME ICC), held July 28-30, 2003 at Die Deutsche Bibliothek in Frankfurt, gathered representatives of almost all European countries as well as three of the four AACR author countries. As explained in the introduction by Barbara Tillett, chair of the IME ICC planning committee, the plan is for five meetings in total. Subsequent meetings are to take place in Buenos Aires, Argentina (held August 17-18, 2004) for Latin America and the Carribean, to be followed by Alexandria, Egypt (2005) for the Middle East, Seoul, South Korea (2006) for Asia, and Durban, South Africa (2007) for Africa. The impetus for planning these meetings was triggered by the 40th anniversary of the Paris Principles, approved at the International Conference an Cataloguing Principles held in 1961. Many will welcome the timely publication of the reports and papers from this important conference in book form. The original conference website (details given an p. 176) which includes most of the same material, is still extant, but the reports and papers gathered into this volume will be referred to by cataloguing rule makers long after the web as we know it has transformed itself into a new (and quite possibly not backwards compatible) environment.
The book is organized into four sections: introduction and results; presentation papers; background papers; and an appendix. The introduction by Barbara Tillett serves as a summary and report of the IME ICC meeting itself. The statement of the purpose of the meeting bears reporting in full (p. 6): "The goal for this meeting was to increase the ability to share cataloguing information worldwide by promoting standards for the content of bibliographic records and authority records used in library catalogues." The next item is a report summarizing the cataloguing Code comparisons prepared prior to the conference. As a mechanism for discussion, 18 codes were compared with the Paris Principles, the extent of compliance or divergence noted and discussed by representatives from the respective rule-making bodies. During the meeting the presentation of the comparisons took up half of the first day, but for the detailed responses one must return to the IME ICC website. The published summary is very dense, and difficult to follow if one is not very familiar with the Paris Principles or the codes being compared. The main outcome of the meeting follows, this is the Statement of International Cataloguing Principles (draft, as approved Dec. 19, 2003 by IME ICC participants), accompanied by a useful Glossary. The most important eontribution of this volume is to serve as the permanent and official record of the Statement as it stands after the first IME ICC meeting. Subsequent meetings will surely suggest modifications and enhancements, but this version of the Statement needs to be widely read and commented on. To this end the website also makes available translations of the Statement into 15 European languages, and the glossary into four languages. Compared to the Paris Principles, this statement covers some familiar ground in the choice of access points and forms of names, but its overall scope is broader, explicitly referring to the role of authority records, entities in bibliographic records and relationships. It concludes with an appendix of "Objectives for the construction of cataloguing codes."
The next section collects three papers, all presented at the meeting by the people best placed to address the topics authoritatively and comprehensively. The first is by John D. Byrum, of the Library of Congress, and Chair of the ISBD Review Group, who clearly and concisely explains the history and role of the ISBDs in "IFLA's ISBD Programme. Purpose, process, and prospects." The next paper, "Brave new FRBR world" is by Patrick Le Boeuf, of the Bibliothèque nationale de France and Chair of the FRBR Review Group (a French version is available an the website). Drawing from his extensive expertise with FRBR, Le Boeuf explains what FRBR is and equally importantly is not, points to its impact in the present context of Code revision, and discusses insights relevant to the working group topics that can be drawn from FRBR. Closing this section is Barbara Tillett's contribution "A Virtual International Authority File," which signals an important change in thinking about international cooperation for bibliographic control. Earlier efforts focussed an getting agreement about form and structure of headings, this view stresses linking authority files to share the intellectual effort yet present headings to the user in the form that is most appropriate culturally.
The section of background papers starts most appropriately by reprinting the Statement of Principles from the 1961 Paris Conference and continues with another twelve papers of varying lengths, most written specifically for the IME ICC. For the published report the papers have been organized to follow the order of topics assigned to the Tive working groups: Working Group 1 Personal names; WG2 Corporate bodies; WG3 Seriality; WG4 Multivolume/multipart structures; and WG5 Uniform titles, GMDs. Pino Buizza and Mauro Guerrini co-author a substantial paper "Author and title access point control: On the way national bibliographic agencies face the issue forty years after the Paris Principles," which was first presented in Italian at the November 2002 workshop an Cataloguing and Authority Control in Rome. Issues that remain unresolved are which name or title to adopt, which form of the name or title, and which entry word to select, while choice of headings has become more uniform. The impact of catalogue language (meaning both the language of the cataloguing agency and of the majority of users of the catalogue) an these choices is explored by examining the headings used in ten national authority files for a full range of names, personal and corporate. The reflections presented are both practical and grounded in theory. Mauro Guerrini, assisted by Pino Buizza and Lucia Sardo, contributes a further new paper "Corporate bodies from ICCP up to 2003," which is an excellent survey of the surprisingly controversial issue of corporate bodies as authors, starting with Panizzi, Jewett, Cutter, Dziatzko, Fumagalli, and Lubetzky, through the debate at the Paris Conference, to the views of Verona, Domanovszky and Carpenter, and work under the auspices of IFLA an the Form and structure of corporate headings (FSCH) project and its Rvew, as well as a look at the archival standard ISAAR(CPF). This paper is the only one to have a comprehensive bibliography.
Ton Heijligers reflects an the relation of the IME ICC effort to AACR and calls for an examination of the principles and function of the concept of main entry in his brief paper "Main entry into the future?" Ingrid Parent's article "From ISBD (S) to ISBD(CR): a voyage of discovery and alignment" is reprinted from Serials Librarian as it tells of the successful project not only to revise an ISBD, but also to harmonize three Codes for serials cataloguing: ISBD (CR), ISSN and AACR. Gunilla Jonsson's paper "The bibliographic unit in the digital context" is a perceptive discussion of level of granularity issues which must be addressed in deciding what to catalogue. Practical issues and user expectation are important considerations, whether the material to be catalogued is digital or analog. Ann Huthwaite's paper "Class of materials concept and GMDs" as well as Tom Delsey's ensuing comments, originated as Joint Steering Committee restricted papers in 2002. It is a great service to have them made widely available in this form as they raise fundamental issues and motivate work that has since taken place, leading to the current major round of revision to AACR. The GMD issue is about more than a list of terms and their placement in the cataloguing record, it is intertwined with consideration of whether the concept of classes of materials is helpful in organizing cataloguing rules, if so, which classes are needed, and how to allow for eventual integration of new types of materials. Useful in the Code comparison exercise is an extract of the section an access points from the draft of revised RAK (German cataloguing rules). Four short papers compare aspects of the Russian Cataloguing Rules with RAK and AACR: Tatiana Maskhoulia covers corporate body headings; Elena Zagorskaya outlines current development an serials and other continuing resources; Natalia N. Kasparova covers multilevel structures; Ljubov Ermakova and Tamara Bakhturina describe the uniform title and GMD provisions. The website includes one more item by Kasparova "Bibliographic record language in multilingual electronic communication." The volume is rounded out by the appendix which includes the conference agenda, the full list of participants, and the reports from the five working groups. Not for the casual reader, this volume is a must read for anyone working an cataloguing code development at the national or international levels, as well as those teaching cataloguing. Any practising cataloguer will benefit from reading the draft statement of principles and the three presentation papers, and dipping into the background papers."

- Abstract
- This presentation shares the French experience of collaboration between archivists and librarians, led by working groups with the Association française de normalisation (AFNOR). With the arrival of the Web, the various heritage institutions are increasingly aware of their areas of commonality and the need for interoperability between their catalogues. This is particularly true for archives and libraries, which have developed standards for meeting their specific needs Regarding document description, but which are now seeking to establish a dialogue for defining a coherent set of standards to which professionals in both communities can refer. After discussing the characteristics of the collections held respectively in archives and libraries, this presentation will draw a portrait of the standards established by the two professional communities in the following areas: - description of documents - access points in descriptions and authority records - description of functions - identification of conservation institutions and collections It is concluded from this study that the standards developed by libraries on the one hand and by archives on the other are most often complementary and that each professional community is being driven to use the standards developed by the other, or would at least profit from doing so. A dialogue between the two professions is seen today as a necessity for fostering the compatibility and interoperability of standards and documentary tools. Despite this recognition of the need for collaboration, the development of standards is still largely a compartmentalized process, and the fact that normative work is conducted within professional associations is a contributing factor. The French experience shows, however, that it is possible to create working groups where archivists and librarians unite and develop a comprehensive view of the standards and initiatives conducted by each, with the goal of articulating them as best they can for the purpose of interoperability, yet respecting the specific requirements of each.

- Abstract
- One of the big challenges facing academic libraries today is to increase the relevance of the libraries to their user communities. If the libraries can increase the visibility of their resources on the open web, it will increase the chances of the libraries to reach to their user communities via the user's first search experience. BIBFRAME and library Linked Data will enable libraries to publish their resources in a way that the Web understands, consume Linked Data to enrich their resources relevant to the libraries' user communities, and visualize networks across collections. However, one of the important steps for transitioning to BIBFRAME and library Linked Data involves crosswalks, mapping MARC fields and subfields across data models and performing necessary data reformatting to be in compliance with the specifications of the new model, which is currently BIBFRAME 2.0. This article looks into how the Library of Congress has mapped library bibliographic data from the MARC format to the BIBFRAME 2.0 model and vocabulary published and updated since April 2016, available from http://www.loc.gov/bibframe/docs/index.html based on the recently released conversion specifications and converter, developed by the Library of Congress with input from many community members. The BIBFRAME 2.0 standard and conversion tools will enable libraries to transform bibliographic data from MARC into BIBFRAME 2.0, which introduces a Linked Data model as the improved method of bibliographic control for the future, and make bibliographic information more useful within and beyond library communities.

- Abstract
- Bibliographic information adds value to primary documents by facilitating access to them. The extension of classic library catalogues to give access to electronic documents can be achieved by a single link as with the recent addition of a specific field to the MARC format. Other approaches are being tested in other communities of users by the introduction of added value information in the electronic document itself using the format of the document. These are contributing to the construction of the libraries and archives of tomorrow

- Abstract
- Over the past 5 years, librarians, humanities computing researchers and computer scientists have been working to establish standards for encoding and accessing local and networked electronic information resources, and these are now being put into practice by their corresponding user communities. The OCLC Cataloging Internet Resources project is investigating the relationship between 2 of these: the MARC bibliographic format and the Text Encoding Initiative (TEI) header, developed by humanities computing researchers. Specifically, the project has designed a WWW based prototype, called Spectrum, that enables those without specialized knowledge of library cataloguing or markup to create records for describing and accessing Internet resources of various types.
