- Abstract
- The concept for the German Digital Libraries Program is imbedded in the Information Infrastructure Program of the German Federal Government for the years 1996-2000 which has been explicated in the Program Paper entitled "Information as Raw Material for Innovation".3 The Program Paper was published 1996 by the Federal Ministry for Education, Research, and Technology. The actual grants program "Global Info" was initiated by the Information and Communication Commission of the Joint Learned Societies to further technological advancement in enabling all researchers in Germany direct access to literature, research results, and other relevant information. This Commission was founded by four of the learned societies in 1995, and it has sponsored a series of workshops to increase awareness of leading edge technology and innovations in accessing electronic information sources. Now, nine of the leading research-level learned societies -- often those with umbrella responsibilities for other learned societies in their field -- are members of the Information and Communication Commission and represent the mathematicians, physicists, computer scientists, chemists, educational researchers, sociologists, psychologists, biologists and information technologists in the German Association of Engineers. (The German professional librarian societies are not members, as such, of this Commission, but are represented through delegates from libraries in the learned societies and in the future, hopefully, also by the German Association of Documentalists or through the cooperation between the documentalist and librarian professional societies.) The Federal Ministry earmarked 60 Million German Marks for projects within the framework of the German Digital Libraries Program in two phases over the next six years. The scope for the German Digital Libraries Program was announced in a press release in April 1997,4 and the first call for preliminary projects and expressions of interest in participation ended in July 1997. The Consortium members were suggested by the Information and Communication Commission of the Learned Societies (IuK Kommission), by key scientific research funding agencies in the German government, and by the publishers themselves. The first official meeting of the participants took place on December 1, 1997, at the Deutsche Bibliothek, located in the renowned center of German book trade, Frankfurt, thus documenting the active role and participation of libraries and publishers. In contrast to the Digital Libraries Project of the National Science Foundation in the United States, the German Digital Libraries project is based on furthering cooperation with universities, scientific publishing houses (including various international publishers), book dealers, and special subject information centers, as well as academic and research libraries. The goals of the German Digital Libraries Project are to achieve: 1) efficient access to world wide information; 2) directly from the scientist's desktop; 3) while providing the organization for and stimulating fundamental structural changes in the information and communication process of the scientific community.

- Abstract
- The Europeana, the European digital library web-service, is being developed in the framework of the EU-funded network EDLnet. The demo version of this webservice was shown at an international conference at the German National Library in Frankfurt on 1 February 2008, the prototype will be launched in November 2008. In November 2007 the EDL Foundation was established to provide cross-domain multilingual access to Europe's cultural heritage. It will facilitate formal agreement across museums, archives, audio-visual archives and libraries on how to cooperate in the delivery and sustainability of a joint portal and will provide a legal framework for use by the EU for funding purposes and as a springboard for future governance. The European Commission is supporting the process towards the Europeana with a set of projects centering on The European Library. This webservice created by the European national libraries is seen as one of the major building blocks of the Europeana.

- Abstract
- The paper will explore the issues surrounding the development of an evaluation framework for a supranational digital library system, as seen through the TEL (The European Library) project. It will describe work an the project to date, and seek to establish what are the key drivers, priorities and barriers encountered, in developing such a framework. TEL is being funded by the EU as an Accompanying Measure in the IST program. Its main focus of is an consensus building, and also includes preparatory technical work to develop testbeds, which will gauge to what extent interoperability is achievable. In order for TEL to take its place as a major Information Society initiative of the EU, it needs to be closely attuned to the needs, expectations and realities of its user communities, which comprise the citizens of the project's national partners. To this end the evaluation framework described in this paper, is being developed by establishing the users' viewpoints and priorities in relation to the key project themes. A summary of the issues to be used in the baseline, and to be expanded upon in the paper, follows: - Establishing the differing contexts of the national library partners, and the differing national priorities which will impact an TEL - Exploring the differing expectations relating to building and using the hybrid library - Exploring the differing expectations relating to TEL. TEL needs to add value - what does this mean in each partner state, and for the individuals within them? 1. Introduction to TEL TEL (The European Library) is a thirty month project, funded by the European Commission as part of its Fifth Framework Programme for research. It aims to set up a co-operative framework for access to the major national, mainly digital, collections in European national libraries. TEL is funded as an Accompanying Measure, designed to support the work of the IST (Information Society Technologies) Programme an the development of access to cultural and scientific knowledge. TEL will stop short of becoming a live service during the lifetime of the project, and is focused an ensuring co-operative and concerted approaches to technical and business issues associated with large-scale content development. It will lay the policy and technical groundwork towards a pan European digital library based an distributed digital collections, and providing seamless access to the digital resources of major European national libraries. It began in February, 2001, and has eight national library partners: Finland, Germany, Italy, the Netherlands, Portugal, Slovenia, Switzerland and the United Kingdom. It is also seeking to encourage the participation of all European national libraries in due course.

- Abstract
- This paper presents the approach and first results of the classification mapping process in the EU project Renardus. The outcome in Renardus is a cross-browsing feature based an the Dewey Decimal Classification (DDC) and improved subject searching across distributed and heterogeneous European subject gateways. The paper presents the project's initial experiences and decisions, e.g. an investigation of the use of classification systems by Renardus partners' gateways, general mapping approaches and issues, the definition of mapping relationships and some information an technical solutions and the mapping tool. There is also a demonstration of the use of the mapping information in Renardus and the presentation of several features that have been implemented to aid end-user navigation in a large and deep browsing structure like the DDC. Classification mapping for crossbrowsing is a labour intensive and complex effort which at the moment raises many open questions and leaves many more future potential work tasks than completed useful solutions.

The EU projeet Renardus Renardus is a project funded by the European Commission as part of the Information Society Technologies (IST) programme, part of the European Union's 5th Framework Programme. Partners in Renardus include national libraries, research centres and subject gateway services from Denmark, Finland, Germany, The Netherlands, Sweden and the UK, co-ordinated by the National Library of the Netherlands. The project aims to develop a Web-based service to enable searching and browsing across a range of distributed European-based information services designed for the academic and research communities - and in particular those services known as subject gateways. These gateways are services that provide access to Internet resources. They tend to be selective with regard to the resources they give access to, and are usually based an the manual creation of descriptive metadata. Services typically provide users with both search and browse facilities, and offen offer hierarchical browse structures based an subject classification schemes (Koch & Day, 1997). Predecessor projects like the EU project DESIRE have already developed solutions for the description of individual resources and for automatic classification at the level of an individual subject gateway using established classification systems. Renardus intends to develop a service that can cross-search and cross-browse a number of distributed subject gateways through the use of a common metadata profile and by the mapping all locally-used classification schemes to a common scheme. A thorough review of existing data models (Becker, et al., 2000) was used as the basis for the agreement of a minimum set of Dublin Core-based metadata elements that could be utilised as a common data model. A comprehensive mapping effort from the individual gateways' metadata element sets and content encoding schemes to the common profile has taken place. This provides the infrastructure for interoperability between all participating databases and thus is the necessary prerequisite for cross-searching."

- Abstract
- This article presents an exploratory study of Blobgects, an experimental interface for an online museum catalog that enables social tagging and blogging activity around a set of cultural heritage objects held by a preeminent museum of anthropology and archaeology. This study attempts to understand not just whether social tagging and commenting about these objects is useful but rather whose tags and voices matter in presenting different expert perspectives around digital museum objects. Based on an empirical comparison between two different user groups (Canadian Inuit high-school students and museum studies students in the United States), we found that merely adding the ability to tag and comment to the museum's catalog does not sufficiently allow users to learn about or engage with the objects represented by catalog entries. Rather, the specialist language of the catalog provides too little contextualization for users to enter into the sort of dialog that proponents of Web 2.0 technologies promise. Overall, we propose a more nuanced application of Web 2.0 technologies within museums - one which provides a contextual basis that gives users a starting point for engagement and permits users to make sense of objects in relation to their own needs, uses, and understandings.

- Abstract
- The European Commission's goal for Europeana is to make European information resources easier to use in an online environment. It will build on Europe's rich heritage, combining multicultural and multilingual environments with technological advances and new business models. The Europeana prototype is the result of a 2-year project that began in July 2007. Europeana.eu went live on 20 November 2008, launched by Viviane Reding, European Commissioner for Information Society and Media. Europeana.eu is about ideas and inspiration. It links the user to 2 million digital items: images, text, sounds and videos. Europeana is a Thematic Network funded by the European Commission under the eContentplus programme, as part of the i2010 policy. Originally known as the European digital library network - EDLnet - it is a partnership of 100 representatives of heritage and knowledge organisations and IT experts from throughout Europe. They contribute to the work packages that are solving the technical and usability issues. The project is run by a core team based in the national library of the Netherlands, the Koninklijke Bibliotheek. It builds on the project management and technical expertise developed by The European Library, which is a service of the Conference of European National Librarians. Content is added via so called aggregators, national or domain specific portals aggegrating digital content and channelling it to Europeana. Most of these portals are being developed in the framework of EU funded projects, e.g. European Film Gateway, Athena and EuropeanaLocal. Overseeing the project is the EDL Foundation, which includes key European cultural heritage associations from the four domains. The Foundation's statutes commit members to: * providing access to Europe's cultural and scientific heritage through a cross-domain portal; * co-operating in the delivery and sustainability of the joint portal; * stimulating initiatives to bring together existing digital content; * supporting digitisation of Europe's cultural and scientific heritage. Europeana.eu is a prototype. Europeana Version 1.0 is being developed and will be launched in 2010 with links to over 6 million digital objects.

- Abstract
- While the Web has grown significantly in recent years, some portions of the Web remain largely underdeveloped, as shown in a lack of high-quality content and functionality. An example is the Arabic Web, in which a lack of well-structured Web directories limits users' ability to browse for Arabic resources. In this research, we proposed an approach to building Web directories for the underdeveloped Web and developed a proof-of-concept prototype called the Arabic Medical Web Directory (AMedDir) that supports browsing of over 5,000 Arabic medical Web sites and pages organized in a hierarchical structure. We conducted an experiment involving Arab participants and found that the AMedDir significantly outperformed two benchmark Arabic Web directories in terms of browsing effectiveness, efficiency, information quality, and user satisfaction. Participants expressed strong preference for the AMedDir and provided many positive comments. This research thus contributes to developing a useful Web directory for organizing the information in the Arabic medical domain and to a better understanding of how to support browsing on the underdeveloped Web.

- Abstract
- The paper discusses the design, development and evaluation of a task-based digital library, the Digital Work Environment (DWE), for the academic community of higher education institutions (HEI) with Nanyang Technological University, Singapore, as a test case. Three different information organisation approaches (alphabetical, subject category and task-based) were used to organise the wide range of heterogeneous information resources that were interfaced to DWE. A user evaluation study using a series of task scenarios was carried out to gauge the effectiveness and usefulness of DWE and these information organisation approaches. The time taken by respondents to identify and access the relevant information resources for individual tasks was also measured. The findings show that the task-based approach took the least time in identifying information resources. Regression analysis of information resource location time with gender, age, computer experience and digital resource experience of the participants are also reported.

- Abstract
- Libraries have had web presences since the introduction of the World Wide Web. Providing access to information provided by the library has been attempted through various means throughout the years but no method has been as popular or pervasive as the uses of library gateways and portals. Development of gateways and portals in libraries has been affected by many factors many of which have been outside the direct control of libraries or librarians. Both the history of library practice in this area and these external factors have had a substantial impact on the state of library portal and gateway development today.

- Abstract
- Digital Libraries currently face the challenge of integrating many different types of research information (e.g. publications, primary data, expert's profiles, institutional profiles, project information etc.) according to their scientific users' needs. To date no general, integrated model for knowledge organization and retrieval in Digital Libraries exists. This causes the problem of structural and semantic heterogeneity due to the wide range of metadata standards, indexing vocabularies and indexing approaches used for different types of information. The research presented in this paper focuses on areas in which activities are being undertaken in the field of Digital Libraries in order to treat semantic interoperability problems. We present a model for the integrated retrieval of factual and textual data which combines multiple approaches to semantic interoperability und sets them into context. Embedded in the research cycle, traditional content indexing methods for publications meet the newer, but rarely used ontology-based approaches which seem to be better suited for representing complex information like the one contained in survey data. The benefits of our model are (1) easy re-use of available knowledge organisation systems and (2) reduced efforts for domain modelling with ontologies.

- Abstract
- Information subject gateways provide targeted discovery services for their users, giving access to Web resources selected according to quality and subject coverage criteria. Information gateways recognise that they must collaborate on a wide range of issues relating to content to ensure continued success. This report is informed by discussion of content activities at the 1999 Imesh Workshop. The author considers the implications for subject based gateways of co-operation regarding coverage policy, creation of metadata, and provision of searching and browsing across services. Other possibilities for co-operation include working more closely with information providers, and diclosure of information in joint metadata registries

- Abstract
- The German information science community - with the support of the two main funding agencies in Germany - will develop a scientific portal, vascoda, for cross-searching distributed metadata collections. In platitudinous words, one of the services of vascoda is going to be a ldquoGooglerdquo-like search for the academic community, an easy to use, yet sophisticated search-engine to supply information on high-quality resources from different media and technical environments. Reaching this objective requires considerable standardisation activity amongst the main players to harmonise the already existing services (e.g. regarding metadata, protocols, etc.). The co-operation amongst the participants including both of the funding agencies is creating a unique team-work situation in Germany thus strengthening the information science community.

- Abstract
- European digital libraries have existed in diverse forms and with quite different functions, priorities, and aims. However, there are some common features of European-based initiatives that are relevant to non-European communities. There are now many more challenges and changes than ever before, and the development rate of new digital libraries is ever accelerating. Delivering educational, cultural, and research resources-especially from major scientific and cultural organizations-has become a core mission of these organizations. Using these resources they will be able to investigate, educate, and elucidate, in order to promote and disseminate and to preserve civilization. Extremely important in conceptualizing the digital environment priorities in Europe was its cultural heritage and the feeling that these rich resources should be open to Europe and the global community. In this book we focus on European digitized heritage and digital culture, and its potential in the digital age. We specifically look at the EU and its approaches to digitization and digital culture, problems detected, and achievements reached, all with an emphasis on digital cultural heritage. We seek to report on important documents that were prepared on digitization; copyright and related documents; research and education in the digital libraries field under the auspices of the EU; some other European and national initiatives; and funded projects. The aim of this book is to discuss the development of digital libraries in the European context by presenting, primarily to non-European communities interested in digital libraries, the phenomena, initiatives, and developments that dominated in Europe. We describe the main projects and their outcomes, and shine a light on the number of challenges that have been inspiring new approaches, cooperative efforts, and the use of research methodology at different stages of the digital libraries development. The specific goals are reflected in the structure of the book, which can be conceived as a guide to several main topics and sub-topics. However, the author?s scope is far from being comprehensive, since the field of digital libraries is very complex and digital libraries for cultural heritage is even moreso.

- Abstract
- In fall 2004, the National Science Foundation's (NSF) National Science, Technology, Engineering, and Mathematics Education Digital Library (NSDL) program made new grants in three tracks: Pathways, Services, and Targeted Research. Together with projects started in fiscal years (FY) 2000-03 these new grants continue the development of a national digital library of high quality educational resources to support learning at all levels in science, technology, engineering, and mathematics (STEM). By enabling broad access to reliable and authoritative learning and teaching materials and associated services in a digital environment, the National Science Digital Library expects to promote continual improvements in the quality of formal STEM education, and also to serve as a resource for informal and lifelong learning. Proposals for the FY05 funding cycle are due April 11, 2005, and the full solicitation is available at <http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf05545>. Two NSF directorates, the Directorate for Geosciences (GEO) and the Directorate for Mathematical and Physical Sciences (MPS) have both provided significant co-funding for over twenty projects in the first four years of the program, illustrating the NSDL program's facilitation of the integration of research and education, an important strategic objective of the NSF. In FY2004, the NSDL program introduced a new Pathways track, replacing the earlier Collections track. The Services track strongly encouraged two particular types of projects: (1) selection services and (2) usage development workshops. * Pathways projects provide stewardship for educational content and services needed by a broad community of learners; * Selection services projects identify and increase the high-quality STEM educational content known to NSDL; and * Usage development workshops engage new communities of learners in the use of NSDL and its resources.
These three elements reflect a refinement of NSDL's initial emphasis on collecting educational resources, materials, and other digital learning objects, towards enabling learners to "connect" or otherwise find pathways to resources appropriate to their needs. Projects are also developing both the capacities of individual users and the capacity of larger communities of learners to use and contribute to NSDL. For the FY2004 funding cycle, one hundred forty-four proposals sought approximately $126.5 million in total funding. Twenty-four new awards were made with a cumulative budget of approximately $10.2 million. These include four in the Pathways track, twelve in the Services track, and eight in the Targeted Research track. As in the earlier years of the program, sister directorates to the NSF Directorate for Education and Human Resources (EHR) are providing significant co-funding of projects. Participating directorates for FY2004 are GEO and MPS. Within EHR, the Advanced Technological Education program and the Experimental Program to Stimulate Competitive Research are also co-funding projects. - Abstract
- This chapter describes not so much what digital libraries are but what digital libraries with semantic support could and should be. It discusses the nature of Knowledge Organization Systems (KOS) and how KOS can support digital library users. It projects a vision for designers to make and for users to demand better digital libraries. What is a digital library? The term \Digital Library" (DL) is used to refer to a range of systems, from digital object and metadata repositories, reference-linking systems, archives, and content management systems to complex systems that integrate advanced digital library services and support for research and practice communities. A DL may offer many technology-enabled functions and services that support users, both as information producers and as information users. Many of these functions appear in information systems that would not normally be considered digital libraries, making boundaries even more blurry. Instead of pursuing the hopeless quest of coming up with the definition of digital library, we present a framework that allows a clear and somewhat standardized description of any information system so that users can select the system(s) that best meet their requirements. Section 2 gives a broad outline for more detail see the DELOS DL Reference Model.

- Abstract
- The BAER Web Resources Group was charged in October 1999 with defining and describing the parameters of electronic resources that do not clearly belong to the categories being defined by the BAER Digital Group or the BAER Electronic Journals Group. After some difficulty identifying precisely which resources fell under the Group's charge, we finally named the following types of resources for our consideration: web sites, electronic texts, indexes, databases and abstracts, online reference resources, and networked and non-networked CD-ROMs. Electronic resources are a vast and growing collection that touch nearly every department within the Library. It is unrealistic to think one department can effectively administer all aspects of the collection. The Group then began to focus on the concern of bibliographic access to these varied resources, and to define parameters for handling or processing them within the Library. Some key elements became evident as the work progressed. * Selection process of resources to be acquired for the collection * Duplication of effort * Use of CORC * Resource Finder design * Maintenance of Resource Finder * CD-ROMs not networked * Communications * Voyager search limitations. An unexpected collaboration with the Web Development Committee on the Resource Finder helped to steer the Group to more detailed descriptions of bibliographic access. This collaboration included development of data elements for the Resource Finder database, and some discussions on Library staff processing of the resources. The Web Resources Group invited expert testimony to help the Group broaden its view to envision public use of the resources and discuss concerns related to technical services processing. The first testimony came from members of the Resource Finder Committee. Some background information on the Web Development Resource Finder Committee was shared. The second testimony was from librarians who select electronic texts. Three main themes were addressed: accessing CD-ROMs; the issue of including non-networked CD-ROMs in the Resource Finder; and, some special concerns about electronic texts. The third testimony came from librarians who select indexes and abstracts and also provide Reference services. Appendices to this report include minutes of the meetings with the experts (Appendix A), a list of proposed data elements to be used in the Resource Finder (Appendix B), and recommendations made to the Resource Finder Committee (Appendix C). Below are summaries of the key elements.
