- Abstract
- The Bayerische Staatsbibliothek acting on behalf of the Consortium of European Research Libraries (CERL) was responsible for the preparation of this report under a contract agreed with the Commission of the European Communities Directorate General XIII as part of their Libraries Programme. The report considers the feasibility of the application of UNIMARC to multinational databases, and was based on a comparison of machine-readable bibliographic records in the UNIMARC format from 6 different national sources. Some are conversions from other formats, while others are 'native' UNIMARC records. The records are of books of the hand press period, that is, from the time of Gutenberg to about 1830

Howarth): "At a time when cataloguing code revision is continuing apace with the consolidation of the International Standard Bibliographic Description (ISBD), the drafting of RDA: Resource Description and Access, and the development of common principles for an international cataloguing code (International Meeting of Experts on an International Cataloguing Code [IME ICC]), the publication of a guide for cataloguing cultural objects is timely and purposeful. Compiling this data content standard on behalf of the Visual Resources Association, the five editors - with oversight from an advisory board - have divided the guide into three parts. Following a brief introduction outlining the purpose, intended audience, and scope and methodology for the publication, Part One, General Guidelines, explains both what the Cataloging Cultural Objects (CCO) guide is "a broad document that includes rules for formatting data, suggestions for required information, controlled vocabulary requirements, and display issues" (p. I) and is not "not a metadata element set per se" (p. 1). Part Two, Elements, is further divided into nine chapters dealing with one or more metadata elements, and describing the relationships between and among each element. Part Three, Authorities, discusses what elements to include in building authority records. A Selected Bibliography, Glossary, and Index, respectively, round out the guide.
As the editors note in their introduction, "Standards that guide data structure, data values, and data content form the basis for a set of tools that can lead to good descriptive cataloging, consistent documentation, shared records, and increased end-user access" (p. xi). The VRA Core Categories, for example, represent a set of metadata elements expressed within an XML structure (data structure). Likewise, the Art Architecture Thesaurus contains sets of terms and relationships, or defined data values. While much effort has been expended on developing both data structures and values, the editors argue, the third leg of the stool, data content, has received less attention. Unlike the library community with its Anglo-American Cataloging Rules [sic though RDA is referenced in the Selected Bibliography], or its archival equivalent, Describing Archives: A Content Standard (DACS), those in the domain of cultural heritage responsible for describing and documenting works of art, architecture, cultural artifacts, and their respective images, have not had the benefit of such data content standards. CCO is intended to address (or redress) that gap, emphasizing the exercise of good judgment and cataloguer discretion over the application of "rigid rules" [p. xii], and building on existing standards. ... Overall, Cataloging Cultural Objects with its attending guidelines for descriptive metadata and authority control for "one-of-a-kind cultural objects" should merit a place among the "well-established" data content standards of the library and archival communities that CCO references with obvious regard."

- Abstract
- An overview of the field of information organization that examines resource description as both a product and process of the contemporary digital environment. This timely book employs the unifying mechanism of the semantic web and the resource description framework to integrate the various traditions and practices of information and knowledge organization. Uniquely, it covers both the domain-specific traditions and practices and the practices of the 'metadata movement' through a single lens - that of resource description in the broadest, semantic web sense. This approach more readily accommodates coverage of the new Resource Description and Access (RDA) standard, which aims to move library cataloguing into the centre of the semantic web. - Abstract
- Does contemporary Internet technology strengthen civic engagement and democratic practice? The recent surge in online community participation has become a cultural phenomenon enmeshed in ongoing debates about the health of American civil society. But observations about online communities often concentrate on ascertaining the true nature of community and democracy, typically rehearsing familiar communitarian and liberal perspectives. This book seeks to understand the technology on its own terms, focusing on how the technological and organizational configurations of online communities frame our contemporary beliefs and assumptions about community and the individual. It analyzes key structural features of thirty award-winning online community websites to show that while the values of individual autonomy, egalitarianism, and freedom of speech dominate the discursive content of these communities, the practical realities of online life are clearly marked by exclusivity and the demands of commercialization and corporate surveillance. Promises of social empowerment are framed within consumer and therapeutic frameworks that undermine their democratic efficacy. As a result, online communities fail to revolutionize the civic landscape because they create cultures of membership that epitomize the commodification of community and public life altogether.

- Abstract
- This is the first volume in the tetralogy on the foundations of the philosophy of information. The reader interested in an introduction to its topics may find Information - A very Short Introduction helpful. The book fulfils three goals. The first is metatheoretical. The book describes what the philosophy of information is, its open problems, and its methods. The second goal is introductory. The book analyses the complex and diverse nature of informational concepts and phenomena, and defends the veridicality thesis and a theory of strongly semantic information. The third goal is constructive. The book tackles some classic philosophical questions in information-theoretical terms, such as how symbols acquire their semantics (the symbol-grounding problem), whether knowledge may be something different from justified true belief (the Gettier problem), or what kind of realism may be more plausible in philosophy of science (the debate on structural realism). The essential message is quite straightforward. Semantic information is well-formed, meaningful and truthful data; knowledge is relevant semantic information properly accounted for; humans are the only known semantic engines and conscious informational organisms who can develop a growing knowledge of reality; and reality is the totality of information (notice the crucial absence of "semantic").

- Abstract
- Emerging as a discipline in the first half of the twentieth century, the information sciences study how people, groups, organizations, and governments create, share, disseminate, manage, search, access, evaluate, and protect information, as well as how different technologies and policies can facilitate and constrain these activities. Given the broad span of the information sciences, it is perhaps not surprising that there is no consensus regarding its underlying theory the purposes of it, the types of it, or how one goes about developing new theories to talk about new research questions. Diane H. Sonnenwald and the contributors to this volume seek to shed light on these issues by sharing reflections on the theory-development process. These reflections are not meant to revolve around data collection and analysis; rather, they focus on the struggles, challenges, successes, and excitement of developing theories. The particular theories that the contributors explore in their essays range widely, from theories of literacy and reading to theories of design and digital search. Several chapters engage with theories of the behavior of individuals and groups; some deal with processes of evaluation; others reflect on questions of design; and the rest treat cultural and scientific heritage. The ultimate goal, Sonnenwald writes in her introduction, is to "encourage, inspire, and assist individuals striving to develop and/or teach theory development.""

- Abstract
- Taylor intends this book to be preparatory to traditional texts on cataloging and classification. She reviews why and how recorded information is organized in libraries, archives, museums, and art galleries. She then turns to the methods of retrieving information, such as through bibliographies and catalogs, and methods of encoding information (e.g., MARC and SGML), the metadata related to description and access, subject analysis by means of words, and classification as a further means of subject access. A chapter on systems for information storage and retrieval concludes a book that well fills the need for a single-volume introduction on its subject.

Using an interdisciplinary approach, Moore's work takes a broad look at the relatively new field of information ethics. Covering a variety of disciplines including applied ethics, intellectual property, privacy, free speech, and more, the book provides information professionals of all kinds with a valuable and thought-provoking resource. Information Ethics is divided into five parts and twenty chapters or articles. At the end of each of the five parts, the editor has included a few "discussion cases," which allows the users to apply what they just read to potential real life examples. Part I, "An Ethical Framework for Analysis," provides readers with an introduction to reasoning and ethics. This complex and philosophical section of the book contains five articles and four discussion cases. All five of the articles are really thought provoking and challenging writings on morality. For instance, in the first article, "Introduction to Moral Reasoning," Tom Regan examines how not to answer a moral question. For example, he thinks using what the majority believes as a means of determining what is and is not moral is flawed. "The Metaphysics of Morals" by Immanuel Kant looks at the reasons behind actions. According to Kant, to be moral one has to do the right thing for the right reasons. By including materials that force the reader to think more broadly and deeply about what is right and wrong, Moore has provided an important foundation and backdrop for the rest of the book. Part II, "Intellectual Property: Moral and Legal Concerns," contains five articles and three discussion cases for tackling issues like ownership, patents, copyright, and biopiracy. This section takes a probing look at intellectual and intangible property from a variety of viewpoints. For instance, in "Intellectual Property is Still Property," Judge Frank Easterbrook argues that intellectual property is no different than physical property and should not be treated any differently by law. Tom Palmer's article, "Are Patents and Copyrights Morally Justified," however, uses historical examples to show how intellectual and physical properties differ.
Part III, "Privacy and Information Control," has four articles and three discussion cases beginning with an 1890 article from the Harvard Law Review, "The Right to Privacy," written by Samuel A Warren and Louis D. Brandeis. Moore then includes an article debating whether people own their genes, an article on caller I.D., and an article on computer surveillance. While all four articles pose some very interesting questions, Margaret Everett's article "The Social Life of Genes: Privacy, Property, and the New Genetics" is incredible. She does a great job of demonstrating how advances in genetics have led to increased concerns over ownership and privacy of genetic codes. For instance, if someone's genetic code predisposes them to a deadly disease, should insurance companies have access to that information? Part IV, "Freedom of Speech and Information Control," has three articles and two discussion cases that examine speech and photography issues. Moore begins this section with Kent Greenawalt's "Rationales for Freedom of Speech," which looks at a number of arguments favoring free speech. Then the notion of free speech is carried over into the digital world in "Digital Speech and Democratic Culture: A Theory of Freedom of Expression for the Information Society" by Jack M. Balkin. At 59 pages, this is the work's longest article and demonstrates how complex the digital environment has made freedom of speech issues. Finally, Part V, "Governmental and Societal Control of Information," contains three articles and three discussion cases which provide an excellent view into the conflict between security and privacy. For instance, the first article, "Carnivore, the FBI's E-mail Surveillance System: Devouring Criminals, Not Privacy" by Griffin S. Durham, examines the FBI's e-mail surveillance program called Carnivore. Durham does an excellent job of demonstrating that Carnivore is a necessary and legitimate system used in limited circumstances and with a court order. Librarians will find the final article in the book, National Security at What Price? A Look into Civil Liberty Concerns in the Information Age under the USA Patriot Act by Jacob R. Lilly, of particular interest. In this article, Lilly uses historical examples of events that sacrificed civil liberties for national security such as the internment of Japanese-Americans during World War II and the McCarthyism of the Cold War era to examine the PATRIOT Act.
The book also includes an index, a selected bibliography, and endnotes for each article. More information on the authors of the articles would have been useful, however. One of the best features of Information Ethics is the discussion cases at the end of each chapter. For instance, in the discussion cases, Moore asks questions like: Would you allow one person to die to save nine? Should a scientist be allowed to experiment on people without their knowledge if there is no harm? Should marriages between people carrying a certain gene be outlawed? These discussion cases really add to the value of the readings. The only suggestion would be to have put them at the beginning of each section so the reader could have the questions floating in their heads as they read the material. Information Ethics is a well thought out and organized collection of articles. Moore has done an excellent job of finding articles to provide a fair and balanced look at a variety of complicated and far-reaching topics. Further, the work has breadth and depth. Moore is careful to include enough historical articles, like the 1890 Warren article, to give balance and perspective to new and modern topics like E-mail surveillance, biopiracy, and genetics. This provides a reader with just enough philosophy and history theory to work with the material. The articles are written by a variety of authors from differing fields so they range in length, tone, and style, creating a rich tapestry of ideas and arguments. However, this is not a quick or easy read. The subject matter is complex and one should plan to spend time with the book. The book is well worth the effort though. Overall, this is a highly recommended work for all libraries especially academic ones."
