    Abstract
    User interfaces of Web search engines reflect attributes of the underlying tools used to create them, rather than what we know about how people look for information. In this article, the author examines several characteristics of user search behavior: the variety of information-seeking goals, the cultural and situational context of search, and the iterative nature of the search task. An analysis of these characteristics suggests ways that interfaces can be redesigned to make searching more effective for users.

    Abstract
    The World Wide Web is a popular and interactive medium used to collect, disseminate, and access an increasingly huge amount of information, which constitutes the mainstay of the so-called information and knowledge society. Because of its spectacular growth, related to both Web resources (pages, sites, and services) and number of users, the Web is nowadays the main information repository and provides some automatic systems for locating, accessing, and retrieving information. However, an open and crucial question remains: how to provide fast and effective retrieval of the information relevant to specific users' needs. This is a very hard and complex task, since it is pervaded with subjectivity, vagueness, and uncertainty. The expression soft computing refers to techniques and methodologies that work synergistically with the aim of providing flexible information processing tolerant of imprecision, vagueness, partial truth, and approximation. So, soft computing represents a good candidate to design effective systems for information access and retrieval on the Web. One of the most representative tools of soft computing is fuzzy set theory. This special topic section collects research articles witnessing some recent advances in improving the processes of information access and retrieval on the Web by using soft computing tools, and in particular, by using fuzzy sets and/or integrating them with other soft computing tools. In this introductory article, we first review the problem of Web retrieval and the concept of soft computing technology. We then briefly introduce the articles in this section and conclude by highlighting some future research directions that could benefit from the use of soft computing technologies.

    Abstract
    This article presents a semantic-based Web retrieval system that is capable of retrieving the Web pages that are conceptually related to the implicit concepts of the query. The concept of concept is managed from a fuzzy point of view by means of semantic areas. In this context, the proposed system improves most search engines that are based on matching words. The key of the system is to use a new version of the Fuzzy Interrelations and Synonymy-Based Concept Representation Model (FIS-CRM) to extract and represent the concepts contained in both the Web pages and the user query. This model, which was integrated into other tools such as the Fuzzy Interrelations and Synonymy based Searcher (FISS) metasearcher and the fz-mail system, considers the fuzzy synonymy and the fuzzy generality interrelations as a means of representing word interrelations (stored in a fuzzy synonymy dictionary and ontologies). The new version of the model, which is based on the study of the cooccurrences of synonyms, integrates a soft method for disambiguating word senses. This method also considers the context of the word to be disambiguated and the thematic ontologies and sets of synonyms stored in the dictionary.

    Abstract
    The explosive growth of the Web and the consequent exigency of the Web personalization domain have gained a key position in the direction of customization of the Web information to the needs of specific users, taking advantage of the knowledge acquired from the analysis of the user's navigational behavior (usage data) in correlation with other information collected in the Web context, namely, structure, content, and user profile data. This work presents an agent-based framework designed to help a user in achieving personalized navigation, by recommending related documents according to the user's responses in similar-pages searching mode. Our agent-based approach is grounded in the integration of different techniques and methodologies into a unique platform featuring user profiling, fuzzy multisets, proximity-oriented fuzzy clustering, and knowledge-based discovery technologies. Each of these methodologies serves to solve one facet of the general problem (discovering documents relevant to the user by searching the Web) and is treated by specialized agents that ultimately achieve the final functionality through cooperation and task distribution.

    Abstract
    The preliminary intended and approved list was: Section 1: To concentrate on Google as virtual monopoly, and Google's reported support of Wikipedia. To find experimental evidence of this support or show that the reports are not more than rumours. Section 2: To address the copy-past syndrome with socio-cultural consequences associated with it. Section 3: To deal with plagiarism and IPR violations as two intertwined topics: how they affect various players (teachers and pupils in school; academia; corporations; governmental studies, etc.). To establish that not enough is done concerning these issues, partially due to just plain ignorance. We will propose some ways to alleviate the problem. Section 4: To discuss the usual tools to fight plagiarism and their shortcomings. Section 5: To propose ways to overcome most of above problems according to proposals by Maurer/Zaka. To examples, but to make it clear that do this more seriously a pilot project is necessary beyond this particular study. Section 6: To briefly analyze various views of plagiarism as it is quite different in different fields (journalism, engineering, architecture, painting, .) and to present a concept that avoids plagiarism from the very beginning. Section 7: To point out the many other dangers of Google or Google-like undertakings: opportunistic ranking, analysis of data as window into commercial future. Section 8: To outline the need of new international laws. Section 9: To mention the feeble European attempts to fight Google, despite Google's growing power. Section 10. To argue that there is no way to catch up with Google in a frontal attack.
    Section 11: To argue that fighting large search engines and plagiarism slice-by-slice by using dedicated servers combined by one hub could eventually decrease the importance of other global search engines. Section 12: To argue that global search engines are an area that cannot be left to the free market, but require some government control or at least non-profit institutions. We will mention other areas where similar if not as glaring phenomena are visible. Section 13: We will mention in passing the potential role of virtual worlds, such as the currently overhyped system "second life". Section 14: To elaborate and try out a model for knowledge workers that does not require special search engines, with a description of a simple demonstrator. Section 15 (Not originally part of the proposal): To propose concrete actions and to describe an Austrian effort that could, with moderate support, minimize the role of Google for Austria. Section 16: References (Not originally part of the proposal) In what follows, we will stick to Sections 1 -14 plus the new Sections 15 and 16 as listed, plus a few Appendices.
    We believe that the importance has shifted considerably since the approval of the project. We thus will emphasize some aspects much more than ever planned, and treat others in a shorter fashion. We believe and hope that this is also seen as unexpected benefit by BMVIT. This report is structured as follows: After an Executive Summary that will highlight why the topic is of such paramount importance we explain in an introduction possible optimal ways how to study the report and its appendices. We can report with some pride that many of the ideas have been accepted by the international scene at conferences and by journals as of such crucial importance that a number of papers (constituting the appendices and elaborating the various sections) have been considered high quality material for publication. We want to thank the Austrian Federal Ministry of Transport, Innovation and Technology (BMVIT) for making this study possible. We would be delighted if the study can be distributed widely to European decision makers, as some of the issues involved do indeed involve all of Europe, if not the world.

    Abstract
    To what extent can changes in PageRank's damping factor affect node ranking? We prove that, at least on some graphs, the top k nodes assume all possible k! orderings as the damping factor varies, even if it varies within an arbitrarily small interval (e.g. [0.84999,0.85001][0.84999,0.85001]). Thus, the rank of a node for a given (finite set of discrete) damping factor(s) provides very little information about the rank of that node as the damping factor varies over a continuous interval. We bypass this problem introducing lineage analysis and proving that there is a simple condition, with a "natural" interpretation independent of PageRank, that allows one to verify "in one shot" if a node outperforms another simultaneously for all damping factors and all damping variables (informally, time variant damping factors). The novel notions of strong rank and weak rank of a node provide a measure of the fuzziness of the rank of that node, of the objective orderability of a graph's nodes, and of the quality of results returned by different ranking algorithms based on the random surfer model. We deploy our analytical tools on a 41M node snapshot of the .it Web domain and on a 0.7M node snapshot of the CiteSeer citation graph. Among other findings, we show that rank is indeed relatively stable in both graphs; that "classic" PageRank (d=0.85) marginally outperforms Weighted In-degree (d->0), mainly due to its ability to ferret out "niche" items; and that, for both the Web and CiteSeer, the ideal damping factor appears to be 0.8-0.9 to obtain those items of high importance to at least one (model of randomly surfing) user, but only 0.5-0.6 to obtain those items important to every (model of randomly surfing) user.

    Abstract
    Presents a novel method to extract from a web object its hyper informative content, in contrast with current search engines, which only deal with the textual information content. This method is not only valuable per se, but it is shown to be able to considerably increase the precision of current search engines. It integrates with existing search engine technology since it can be implemented on top of every search engine, acting as a post-processor, thus automatically transforming a search engine into its corresponding hyper version.     Abstract
    Bilal, in this third part of her Yahooligans! study looks at children's performance with self-generated search tasks, as compared to previously assigned search tasks looking for differences in success, cognitive behavior, physical behavior, and task preference. Lotus ScreenCam was used to record interactions and post search interviews to record impressions. The subjects, the same 22 seventh grade children in the previous studies, generated topics of interest that were mediated with the researcher into more specific topics where necessary. Fifteen usable sessions form the basis of the study. Eleven children were successful in finding information, a rate of 73% compared to 69% in assigned research questions, and 50% in assigned fact-finding questions. Eighty-seven percent began using one or two keyword searches. Spelling was a problem. Successful children made fewer keyword searches and the number of search moves averaged 5.5 as compared to 2.4 on the research oriented task and 3.49 on the factual. Backtracking and looping were common. The self-generated task was preferred by 47% of the subjects.

    Abstract
    Four focus groups were held with young Web users (10 to 13 years of age) to explore design criteria for Web portals. The focus group participants commented upon four existing portals designed with young users in mind: Ask Jeeves for Kids, KidsClick, Lycos Zone, and Yahooligans! This article reports their first impressions on using these portals, their likes and dislikes, and their suggestions for improvements. Design criteria for children's Web portals are elaborated based upon these comments under four headings: portal goals, visual design, information architecture, and personalization. An ideal portal should cater for both educational and entertainment needs, use attractive screen designs based especially on effective use of color, graphics, and animation, provide both keyword search facilities and browsable subject categories, and allow individual user personalization in areas such as color and graphics

    Abstract
    Most Web search tools integrate sponsored results with results from their internal editorial database in providing results to users. The goal of this research is to get a better idea of how much of the screen real estate displays real editorial results as compared to sponsored results. The overall average results are that 40% of all results presented on the first screen are real results, and when the entire first Web page is considered, 67% of the results are nonsponsored results. For general search tools such as Google, 56% of the first screen and 82% of the first Web page contain nonsponsored results. Other results include that query structure makes a significant difference in the percentage of nonsponsored results returned by a search. Similarly, the topic of the query also can have a significant effect on the percentage of sponsored results displayed by most Web search tools.

    Metasearch engines reduce the burden to users of search engines by dispatching queries to multiple search engines in parallel. The SavvySearch metasearch engine is designed to effiently query other search engines by carefully selecting those search engines likely to return useful results and responding to fluctuating load demands on the WWW. SavvySearch learns to identify which search engines are most appropriate for particular queries, reasons about resource demands, and represents an iterative parallel search strategy as a simple plan

    Abstract
    Describes a search engine that integrate text and image search. 1 or more Web site can be indexed for both textual and image information, allowing the user to search based on keywords or images or both. Another problem with the current search engines is that they show the results as pages of scrolled lists; this is not very user-friendly. The search engine allows the user to visualise to results in various ways. Explains the indexing and searching techniques of the search engine and highlights several features of the querying interface to make the retrieval process more efficient. Use examples to show the usefulness of the technology

    Abstract
    Numerous studies have explored the possibility of uncovering information from web search queries but few have examined the factors that affect web query data sources. We conducted a study that investigated this issue by comparing Google Trends and Baidu Index. Data from these two services are based on queries entered by users into Google and Baidu, two of the largest search engines in the world. We first compared the features and functions of the two services based on documents and extensive testing. We then carried out an empirical study that collected query volume data from the two sources. We found that data from both sources could be used to predict the quality of Chinese universities and companies. Despite the differences between the two services in terms of technology, such as differing methods of language processing, the search volume data from the two were highly correlated and combining the two data sources did not improve the predictive power of the data. However, there was a major difference between the two in terms of data availability. Baidu Index was able to provide more search volume data than Google Trends did. Our analysis showed that the disadvantage of Google Trends in this regard was due to Google's smaller user base in China. The implication of this finding goes beyond China. Google's user bases in many countries are smaller than that in China, so the search volume data related to those countries could result in the same issue as that related to China.

    Abstract
    This paper aims to review the fiercely discussed question of whether the ranking of Wikipedia articles in search engines is justified by the quality of the articles. After an overview of current research on information quality in Wikipedia, a summary of the extended discussion on the quality of encyclopedic entries in general is given. On this basis, a heuristic method for evaluating Wikipedia entries is developed and applied to Wikipedia articles that scored highly in a search engine retrieval effectiveness test and compared with the relevance judgment of jurors. In all search engines tested, Wikipedia results are unanimously judged better by the jurors than other results on the corresponding results position. Relevance judgments often roughly correspond with the results from the heuristic evaluation. Cases in which high relevance judgments are not in accordance with the comparatively low score from the heuristic evaluation are interpreted as an indicator of a high degree of trust in Wikipedia. One of the systemic shortcomings of Wikipedia lies in its necessarily incoherent user model. A further tuning of the suggested criteria catalog, for instance, the different weighing of the supplied criteria, could serve as a starting point for a user model differentiated evaluation of Wikipedia articles. Approved methods of quality evaluation of reference works are applied to Wikipedia articles and integrated with the question of search engine evaluation.
