    Abstract
    Describes the work of the Working Group 8 of ISO/IEC Joint Technical Committee 1 subcommittee 18 (JTC1/SC18/WG8) which is developing information technology standards for use in text and Office systems. In 1986 the Standard Generalized Markup Language (SGML) was introduced as one of the key standards in developing systems for open information interchange. In Nov 92 the Hypermedia/Time-based Structuring Language (HyTime) detailed in ISO 10744 was introduced for the interchange of multimedia and hypermedia. They are currently working on a Standard Multimedia Scripting Language (SMSL) which will enable system developers to interchange multimedia scripts, probably using the UK developed Architecture Neutral Distribution Format (ANDF)

    Abstract
    By referring to existing prototypes and systems, in this paper the advantages and disadvantages of computer and multimedia technologies in the development of reference works such as dictionaries and encyclopedias are discussed. Some positive aspects of multimedia reference works are the possibility of accessing the same entry through a number of keys and research mechanisms, the possibility of 'navigating' through the semantic structure of the work itself, and even crossing the borders between different underlying structures. Some systems permit users to select the type of information they desire regarding a certain entry. This characteristics is particularly valuable in educational systems since it relieves users of the not so trivial task of autonomously extracting the information they need from a text which, because of the need for both conciseness and thoroughness, can be cryptic. In addition, some of theses systems not only include texts and illustrations but also audiovisual material, tutorials, and multimedia sequences with different educational and informative aims. Finally, the cost of, and time taken in, producing works of this type (except motion video production!), are potentially less than for analogous printed works with consequent repercussions on distribution costs and the frequency with which works can be updated. The major limits of multimedia dictionaries and encyclopedias are practical ones, such as the scarce availability and standardization of suitable hardware platforms.     Abstract
    This article discusses the implementation of MPEG-7 within the Moving Image Collections (MIC) portal. MIC is a union catalog of the world's moving images, as well as a portal to information on the care, management, and use of moving images. The MIC Union Catalog utilizes a core registry schema that is designed to map readily to any metadata schema used to describe moving images. The MIC development team was particularly interested in supporting MPEG-7 for future nontextual digital video indexing applications. An MPEG-7 application profile and Microsoft Access cataloging utility were developed in order to test MPEG-7 within the MIC Union Catalog; 400 science digital videos in the ResearchChannel collection were cataloged in MPEG-7. The MPEG-7 records were mapped to MIC and ingested. Draft MPEG-7 to MIC and MIC to MPEG-7 maps were developed and are available at the MIC Web site. MPEG-7 records are available for viewing for any record in the MIC database via a collections explore search within the Archivists' portal. The MPEG-7 cataloging utility may be downloaded from the MIC project Web site (Moving Image Collections. MIC Cataloging Utility. http://gondolin.rutgers.edu/MIC/text/ how/cataloging_utility.htm). This article also discusses issues with MPEG-7 as a descriptive metadata schema, as well as mapping and implementation issues identified in the project.

    Abstract
    The introduction of multimedia into the library raises new questions concerning who the users are and how best to match services to their needs. An inquiry into the users of CD-ROMs in the Nancy mediatheque offers some answers to the questions. The choice of CD-ROMs and the way in which this service is used difers according to whether the public is active or not, and according to the kind of training followed. Far from being mutually antagonistic, reading of books and consultation of CD-ROMs seem to reinfornce each other

    Abstract
    Purpose - The aim of this paper is to ask why the libraries and the computer and media centres of German universities are picking up too little to improve the conditions for learning, teaching and research. Design/methodology/approach - With the founding of the Information, Communication and Media Center/Informations-, Kommunikations- und Medienzentrums (ICMC/IKMZ), the central services of the Brandenburg Technical University of Cottbus (BTU Cottbus) library, computer center, multimedia center and administrative data processing were combined on a common management level, and the prerequisites for the development of integrated information management were created. Findings - On this basis the following goal was set: the realization of more efficient organizational structures for a broad spectrum of customer- and service-oriented information, communications and media (ICM) offers for research, teaching and administration. Originality/value - The paper gives an overview of German discussion on the convergence of services, and presents the ICMC/IKMZ of Cottbus University as an example of a converged institution.

    Multimediale Lernumgebungen werden bislang von wissenschaftlichen Bibliotheken in Form von CD-ROMs zur Verfügung gestellt oder über Hyperlinks zu Angeboten von Fachbereichen, die von diesen selbst verwaltet und gepflegt werden. Ober diese Angebote hat Monika Cremer in ihrem Artikel "Multimedia in deutschen Bibliotheken" einen breiten Oberblick gegeben. An dieser Stelle soll ein seit dem 1.10.2000 laufendes Projekt vorgestellt werden, bei dem die Bibliothek schon in die Entwicklung der Lernumgebung einbezogen ist und die Verwaltung sowie die Distribution vollständig übernimmt. Dadurch wird das Dienstleistungsspektrum der Bibliothek sowohl gegenüber den Fachbereichen als auch gegenüber den Studierenden signifikant erweitert

    Abstract
    This paper centres on the tools for the management of new digital documents, which are not only textual, but also visual-video, audio or multimedia in the full sense. Among the aims is to demonstrate that operating within the terms of generic Information Retrieval through textual language only is limiting, and it is instead necessary to consider ampler criteria, such as those of MultiMedia Information Retrieval, according to which, every type of digital document can be analyzed and searched by the proper elements of language for its proper nature. MMIR is presented as the organic complex of the systems of Text Retrieval, Visual Retrieval, Video Retrieval, and Audio Retrieval, each of which has an approach to information management that handles the concrete textual, visual, audio, or video content of the documents directly, here defined as content-based. In conclusion, the limits of this content-based objective access to documents is underlined. The discrepancy known as the semantic gap is that which occurs between semantic-interpretive access and content-based access. Finally, the integration of these conceptions is explained, gathering and composing the merits and the advantages of each of the approaches and of the systems to access to information.

    Models administrative and operating costs surrounding a hypermedia database and determines 7 conditions for the cost justification of hypermedia; higher linking costs proportionately reduce the total number of links implemented; increasing the benefits from using the database increases the total number of links proportionately; increasing database size results in an increase in the total number of links implemented; if the database user learns from the database slowly, then a larger number of links need to be provided: the maximum size of databases which is justified on cost will increase as the average cost of linking each node becomes smaller; the total benefit from usage required in order to cost justify a database will decrease as the average cost of linking each node becomes smaller and the maximum size of database which is cost justified will increase rapidly as the learning rate increases. The learning rate can be increased by construction of links and nodes so that they are maximally informative

    Abstract
    Für Speicherung und Transfer von Wissen setzen Unternehmen neben Textdaten verstärkt auch audio-visuelle Daten ein. Beispiele dafür sind Schulungsvideos für Produktionsanlagen oder Podcasts zu Forschungsthemen. Damit stellt sich die Frage, welche Werkzeuge sich für die Integration von Multimedia-Inhalten in Systeme des Wissensmanagements eignen und wie solche Inhalte in Enterprise-Suchmaschinen eingebunden werden können. Der Beitrag skizziert diesen Ausgangspunkt und gibt eine Übersicht über Anbieter und Werkzeuge zur Erschließung von Bilddaten (z. B. aus Digitalisierungs-Projekten) sowie von audio-visuellen Daten. Er konzentriert sich auf Werkzeuge, die als Software as a Service genutzt werden können und listet Kriterien zur technischen Evaluation solcher Lösungen auf. Der Beitrag basiert auf Beratungs- und Entwicklungsprojekten zu automatischer Medienerschließung, Multimedia Indexing und Enterprise Search.
