    Abstract
    The Library of Congress is participating in a number of initiatives to explore issues surrounding description and cataloging of digital materials. Addtionally, programs have been written by LC staff which enable electronic enhancements in cataloging activities, such as the receipt of online information from publishers in the Electronic CIP Program. This paper is both an overview of the status of cataloging-related digital projects at LC and a description of software which facilitates productivity through the provision of software which facilitates productivity through the provision of advanced search capabilities and the elimination of repetitive keying.

    Abstract
    The rules for description in Harriman's Newspaper Cataloging Manual are compared to those found in Chapter 1 (General Rules for Description) and Chapter 12 (Serials) of AACR2, and the pertinent Library of Congress rule interpretations that have appeared in Cataloging Service Bulletin. Some of the differences among the documents, both major and minor, are discussed.

    Abstract
    The challenge of cataloging Web sites and electronic resources was the most important issue facing the cataloging world in the last year. This article reviews attempts to analyze and revise the cataloging code in view of the new electronic environment. The difficulties of applying traditional library cataloging standards to Web resources has led some to favor metadata as the best means of providing access to these materials. The appropriate education and training for library cataloging personnel remains crucial during this transitional period. Articles on user understanding of Library of Congress subject headings and on cataloging practice are also reviewed.

    Abstract
    Papers on the cataloging of electronic resources have focused on electronic journals and Internet resources such as Web sites and not on electronic books. Electronic books are nonserial monographic resources accessed with a computer either directly or remotely. Rules and standards for cataloging electronic resources have changed and continue to change. This article discusses the electronic book as a unique manifestation and provides practical instruction on the application of current cataloging rules. The cataloging elements covered are control fields and variable data fields, including classification, uniform titles, title information, edition information, type and extent of the resource, publication and distribution information, physical description, series statements, notes, and subject analysis.

    Abstract
    This paper reports the results of a year-long survey conducted at the University of Pittsburgh (Pitt) to determine what level of cataloging copy (Library of Congress, member input, or none) is present on OCLC at the time an item is received in Technical Services and after a six-month waiting period. These results were used to divert selected monographs from the normal workflow in order to expedite their cataloging and to release needed shelf space for other items.

    Eastern Europe is a complex area for which there are not adequate Library of Congress subject heading period subdivisions.     Abstract
    A few years into the development of Cataloger's Desktop, an electronic cataloging tool aggregator available through the Library of Congress, is an opportune time to assess its impact on cataloging operations. A search for online cataloging tools on the Internet indicates a proliferation of cataloging tool aggregators which provide access to online documentation related to cataloging practices and procedures. Cataloger's Desktop stands out as a leader among these aggregators. Results of a survey to assess 159 academic ARL and large public libraries' reasons for use or non-use of Cataloger's Desktop highlight the necessity of developing strategies for its successful implementation including training staff, providing documentation, and managing technical issues.

    Abstract
    Library of Congress Subject Headings (LCSH) geographic headings for the Southern Levant mirror the political investment of Congress and the American public in Middle East politics over the last thirty years. These LCSH headings contrast markedly with those established in other national libraries and independent value vocabularies, and global opinion regarding the legal status of the occupied territories. The author offers ways that libraries can "decolonize" their metadata in service of Sanford Berman's "access and equity."

    Abstract
    This paper describes various reasons why academic libraries have chosen to do or not to do reclassification projects from Dewey to Library of Congress. An historical perspective is provided to assist in making this decision. Arguments for and against both Dewey and Library of Congress are presented from this historical perspective along with modern interpretations. Issues important in planning a reclassification project such as cost, organization of the reclassification team, and the length of the project are also discussed. Implications and ramifications of a reclassification project for staff and patrons, such as disruptions in service and learning new book locations, are also highlighted.

To gain insight into the most current subject cataloging practices at the Library of Congress, a random sample of one thousand bibliographic records with one or more 6XX fields and Library of Congress card numbers assigned from 1988 to the present was drawn from the BOOKSM database. Library of Congress catalogers rely heavily on the system of free-floating subdivisions in the process of constructing subject headings. Attempts to improve the subject cataloging process must take into account this fundamental characteristic of the Library of Congress subject headings system
