    Abstract
    Ausgehend von der Überzeugung, dass der Zugriff auf digitale Information künftig primär,wenn nicht sogar ausschließlich über mobile Endgeräte wie Smartphones und Tablets erfolgen wird, stellt die Bayerische Staatsbibliothek gegenwärtig ihre Basisdienste ebenso wie ihre digitalen Content-Angebote sukzessive als mobile Applikationen bereit. Zuerst wurden der Online-Katalog und die Website der Bibliothek als generische, auf allen gängigen Smartphone-Browsern lauffähige, mobile Applikationen programmiert. In einem weiteren Schritt hat die Bayerische Staatsbibliothek 5o digitalisierte Spitzenstücke ihres Bestandes als native App »Famous Books -Treasures of the Bavarian State Library« für iPad und iPhone bereitgestellt, darauf folgte im Frühling 2011 die App »Islamic Books - Oriental treasures of the Bavarian State Library«. Aktuell experimentiert die Bayerische Staatsbibliothek zudem mit Augmented-Reality-Anwendungen. In einer mobilen Applikation »Ludwig II.« soll digitalisierter Bibliothekscontent zum berühmten bayerischen »Märchenkönig« georeferenziert an herausragenden Wirkungsstätten des Königs wie Schloss Neuschwanstein als Augmented-Reality-Applikation angeboten werden. Der Artikel stellt die verschiedenen mobilen Services und Anwendungen der Bayerischen Staatsbibliothek vor, beleuchtet ihre technische Realisierung und bewertet die Chancen und Grenzen bibliothekarischer Dienste im mobilen Internet.

    Anfänglich belächelt, immer wieder kritisiert vor allem für Fehleranfälligkeiten, ist das Vertrauen in die Wikipedia mittlerweile deutlich gewachsen. Dennoch stellt sich die Frage: Kann die Online-Wissenssammlung, zusammengestellt zum großen Teil von Freiwilligen, bei denen es nicht auf formales Expertentum ankommt, die Nachfolge von Brockhaus und Co. antreten? Findet hier nicht ein massiver Paradigmenwechsel statt? Die Zeit der Aufklärung "Wenn man sich die Geschichte der Encyclopaedia Britannica anschaut, wird man sehen, dass sie in der Zeit der Aufklärung einen ähnlichen Anfang hatte", sagt Karsten Weber, Professor für Technikwissenschaften an der Brandenburgischen Technischen Universität Cottbus. "Ziel war es, Leute die sich auskannten, zu möglichst vielen Wissensgebieten schreiben zu lassen. Da ging es um Kenntnisse, nicht um den Doktortitel." Erst später, sagt Weber, seien die Lexika professionalisiert worden. Wikipedia sei eine Rückbesinnung auf die Wurzeln. Auf eine Zeit also, in der das Wissen dem exklusiven Zugriff der Obrigkeit entzogen wurde. "Wikipedia ermöglicht heute eine völlig neue und partizipative Form des Lernens ohne die Interpretationsmacht irgendwelcher Institutionen", sagt Peter Pawlowsky, Professor für Wirtschaftswissenschaften an der TU Chemnitz. Pawlowsky sitzt im Beirat des "Leonardo European Corporate Learning Award". Der Preis ging 2011 an Jimmy Wales. Am Rande der Berliner Konferenz wird er morgen an den Wikipedia-Gründer übergeben. Dem Leonardo-Beirat ging es bei der Vergabe vor allem um die Auswirkungen von Wikipedia auf den Zugang von Wissen innerhalb von Unternehmen. Immer mehr Firmen nutzen die Plattform für die Erstellung interner Wikis.
    Der neue Herausgeber des Brockhaus, ein Tochterverlag von Bertelsmann, hat unterdessen angekündigt, zum gedruckten Lexikon zurückzukehren. Etwa Anfang 2015 soll die 22. Auflage erscheinen. In Zeiten des virtuellen Informationsoverkills gebe es einen Bedarf an Orientierung, an Relevanzvorgaben, sagt Geschäftsführer Christoph Hünermann. Ausgerechnet Bertelsmann druckte 2008 ein knapp 1 000 Seiten langes Wikipedia-Lexikon mit den 50 000 meist gesuchten Begriffen. Eine Experten-Redaktion überprüfte die Einträge sicherheitshalber zuvor - soll allerdings kaum Fehler gefunden haben."

    Abstract
    This article develops a preferential attachment-based mixture model of global Internet bandwidth and investigates it in the context of observed bandwidth distributions between 2002 and 2011. Our longitudinal analysis shows, among other things, that the bandwidth share distributions-and thus bandwidth differences-exhibit considerable path dependence where country proportions of international bandwidth in 2011 can be substantially accounted for by a preferential attachment-based mixture of micro-level processes. Our preferential attachment model, consistent with empirical data, does not predict increasing concentration of bandwidth within top-ranked countries. We argue that recognizing the strong, but nuanced, historical inertia of bandwidth distributions is helpful in better discriminating among competing theoretical perspectives on the global digital divide as well as in clarifying policy discussions related to gaps between bandwidth-rich and bandwidth-poor countries.
