    Abstract
    Today's electronic catalogue makes retrieval of specific records very simple and quick in most (not all) cases, but searches aimed at the reliable retrieval of all material answering a well-defined need (author, work, theme, form, etc.) are still long and tiring, and sometimes impossible, in crowded bibliographic databases. In spite of its great relevance, authority control has been and still is the "poor relative" of cataloguing, the often neglected or overlooked "other half" if we compare it to the creation of bibliographic records. The FRBR study and the new authority control standards (GARR and UNIMARC Authorities) are important steps towards future perspectives. Even today, cataloguing codes do not make clear the difference between the access points for bibliographic records and the relationships (work-to-work, author-to-work, etc.) that are independent from spoecific publications. With the development of richer authority records and relationships, the bibliographic record might be relieved of information related to entities different from publications and of all the functions more suitably worked out upstream or downstream in access systems or by links to the images and/or the texts of the publications themselves. A "light" bibliographic record would no longer be the paramount component of library information systems; it would keep its central role rather as nimble, swift turntable between access and content organization systems and systems for management and display of digital resources themselves.

    Abstract
    InterParty is a project that aims to develop a mechanism that will enable the interoperation of identifiers for "parties" or persons (authors, publishers, etc. - persons and corporate bodies in library authority files) across multiple domains. Partners represent the book industry, rights management, libraries, and identifier and technology communities, united by their perception of a common benefit from interoperation in terms of access to "common metadata" held by other members to improve the quality of their own data. The InterParty solution proposes a distributed network of members who provide access to "common metadata," defined as information in the public domain, sufficient to identify and distinguish the "public identity" of a person. At a minimum the InterParty network would provide access to multiple domains of data about persons, including multiple library authority files, author licensing data files, etc. It will also add value by providing a facility for linking records between different data files by means of a "link record." Link records will assert that an identity recorded in one database is the same as another identity recorded in another database. Linked data will be mutually enriching and therefore more reliable and supportive of accurate disambiguation of persons within and between databases. InterParty has potential to develop a common system that supports both the emerging needs of e-commerce and the traditional requirements of library authority control.

    Abstract
    This article discusses the problems of establishing and maintaining authority files in general and in Nigeria in particular. It spotlights the role that authority files can play not only in promoting uniformity of cataloging practice, but in allowing local concepts to be introduced. Also examined is the possibility of introducing automation into this aspect of library work in developing countries.

    Abstract
    «Current proposals for the future of the Web describe the use of ontologies for making the Web more intelligent for machine and automatic processing. The Virtual International Authority File (VIAF) could be one of the basic building blocks to a »semantic web« when combined with other controlled vocabularies and authority files from such sources as abstracting and indexing services, archives, museums, publishers, etc. Libraries now have an opportunity to make a great contribution to this future and should help make this vision a reality.« This article gives a status report on the VIAF, a cooperative project of the Library of Congress, the Bibliotheque nationale de France, OCLC and the German National Library.

    Abstract
    Normdaten sind Metadaten besonderer Oualität: Metadaten zu Metadaten. In einem getrennt vom Metadaten-Set zur einzelnen Publikation gebildeten Normdaten-Satz werden die unterschiedlichen in den Publikationen verwendeten Namensformen bzw. Bezeichnungen für dasselbe Objekt zusammengeführt und normiert. Durch die Verwendung von Normdaten als Metadaten wird kontrolliert und sichergestellt, dass z. B. für Autoren, Urheber, Verleger, Sachinhalte etc. gleich bleibende, identische Sucheinstiege und Zugriffspunkte gebildet werden (Authority Control). Für die Recherche wirkt sich die Normierung so aus, dass die zugehörigen Publikationen über alle im Normdatensatz beinhalteten Namensformen und Bezeichnungen gefunden werden können. Durch die Angabe von Attributen und Relationen zu den einzelnen Objekten werden zudem zusätzliche, vernetzte Zugriffspunkte bereitgestellt. Normdaten sind damit ideal zur Bildung von semantischen Navigationsnetzen für die Suche und den Zugriff auf Publikationen und andere Objekte geeignet. Das standardisierte Vokabular und das Nummernsystem einer Normdatei hat aber nur im eigenen Anwendungsbereich Gültigkeit, und die gemeinsame Nutzung von Titeldaten kann durch die Nutzung unterschiedlicher Normdateien behindert werden. Die IFLA-Arbeitsgruppe FRANAR hat mit der Vision eines gemeinsamen Virtuellen Authority File ein Modell entwickelt, wie im Bibliothekswesen Interoperabilität zwischen den nationalen Normdateien hergestellt werden kann. Um die Realisierbarkeit eines solchen Vorhabens nachzuweisen, haben die Library of Congress, OCLC und Die Deutsche Bibliothek ein gemeinsames Projekt vereinbart, in dem exemplarisch für den Bereich der Personennormdaten ein VIAF (Virtual International Authority File) aufgebaut werden soll.

    Abstract
    During the retrospective conversion of its printed and card catalogues, the Bibliothèque nationale de France was confronted with the existence of old bibliographic records without corporate body headings, because this concept was unknown when the books were catalogued. The Library launched two programs aimed at creating authority records for specific fields important for the access to the national bibliographic heritage, respectively named COFAR -- for the official corporate bodies, mainly national and preceding the French Revolution - and CORELI - for the religious corporate bodies (parishes, dioceses, confraternities, orders and congregations, etc.). The 2550 records created by the COFAR and CORELI programs have been included in the authority file of BNOPALE PLUS; so they are visible either via the online catalogue or separately with other authority records. They give librarians an extra tool for identifying entities. They represent also a valuable source of information accessible to anyone who takes an interest in the history of French government institutions or religious entities.

    Abstract
    We illustrate the principle of unified treatment of all authority data for any kind of entities, subjects/topics, places, events, persons, organizations, etc. through the design and implementation of an enriched authority database for organizations, maintained as an integral part of an authority database that also includes subject authority control / classification data, using the same structures for data and common modules for processing and display of data. Organization-related data are stored in information systems of many companies. We specifically examine the case of the World Bank Group (WBG) according to organization role: suppliers, partners, customers, competitors, authors, publishers, or subjects of documents, loan recipients, suppliers for WBG-funded projects and subunits of the organization itself. A central organization authority where each organization is identified by a URI, represented by several names and linked to other organizations through hierarchical and other relationships serves to link data from these disparate information systems. Designing the conceptual structure of a unified authority database requires integrating SKOS, the W3C Organization Ontology and other schemes into one comprehensive ontology. To populate the authority database with organizations, we import data from external sources (e.g., DBpedia and Library of Congress authorities) and internal sources (e.g., the lists of organizations from multiple WBG information systems).

    Abstract
    Describes the experience of data conversion and migration at the libraries of the Home Office (HO) and the Dept. of the Environment (DoE), UK. Both HO and DoE libraries had changed from Anglo-American code cataloguing to AACR2 cataloguing in the mid-1970s. Both libraries were selective in identifying records for conversion initially to BLAISE-LOCAS. Conversion to integrated library systems from BLAISE-LOCAS MARC tapes produced problems in both libraries with location/holdings fields which were largely resolved at HO, but not resolved at DoE. HO experienced problems converting to a system with fixed field lengths. HO converted subject keywords to form a rudimentary, non-standard thesaurus which required the addition of Broader Term and Narrower Term to meet the challenge of computerized searching. DoE converted a non-thesaurus subject index to an authority file, but continued to maintain the index on a stand-alone DataEase application for use by cataloguers.     The authors describe the creation of a linked authority system on the UCLA Library's ORION system.     Abstract
    Shared authority files and cooperation in the development of national lists, both author and subject, have enabled libraries to share resources and improve access to their collections. As we move from national resource sharing to a more international approach, we face problems accessing catalogues in other languages. By creating links between existing subject heading languages (initially in French, German, and English), MACS (Multilingual Access to Subjects) allows users to carry out searches in major national library collections in Europe using subject headings in their own languages. An operational service will be available in 2004.

    Neither the standards nor the software underlying institutional repositories anticipated performing name authority control on widely disparate metadata from highly unreliable sources. Without it, though, both machines and humans are stymied in their efforts to access and aggregate information by author. Many organizations are awakening to the problems and possibilities of name authority control, but without better coordination, their efforts will only confuse matters further. Local heuristics-based name-disambiguation software may help those repository managers who can implement it. For the time being, however, most repository managers can only control their own name lists as best they can after deposit while they advocate for better systems and services.

    Authority control is a standard practice in the library community that provides consistent, unique, and unambiguous reference to entities such as persons, places, concepts, etc. The ideal way of referring to authority records through unique identifiers is in line with the current linked data principle. When presenting a bibliographic record, the linked authority records are expanded with the authoritative information. This way, any update in the authority records will not affect the indexing of the bibliographic records. The structural information in the authority files can also be leveraged to expand the user's query to retrieve bibliographic records associated with all the variations, narrower terms or related terms. However, in many digital libraries, especially largescale aggregations such as WorldCat and Europeana, name strings are often used instead of authority record identifiers. This is also partly due to the lack of global authority records that are valid across countries and cultural heritage domains. But even when there are global authority systems, they are not applied at scale. For example, in WorldCat, only 15% of the records have DDC and 3% have UDC codes; less than 40% of the records have one or more topical terms catalogued in the 650 MARC field, many of which are too general (such as "sports" or "literature") to be useful for retrieving bibliographic records. Therefore, when a user query is based on a Dewey code, the results usually have high precision but the recall is much lower than it should be; and, a search on a general topical term returns millions of hits without being even complete. All these practices make it difficult to leverage the key benefits of authority files. This is also true for authority files that have been transformed into linked data and enriched with mapping information. There are practical reasons for using name strings instead of identifiers. One is the indexing and query response. The future infrastructure design should take the performance into account while embracing the benefit of linking instead of copying, without introducing extra complexity to users. Notwithstanding all the restrictions, we argue that largescale aggregations also bring new opportunities for better exploiting the benefits of authority records. It is possible to use machine learning techniques to automatically link bibliographic records to authority records based on the manual input of cataloguers. Text mining and visualization techniques can offer a contextual view of authority records, which in return can be used to retrieve missing or mis-catalogued records. In this talk, we will describe such opportunities in more detail.

    Abstract
    Testing on the syntactic component of the language is in progress, carried out by a team working on the basis of some terms of the Thesaurus which have been identified for possessing some special features. This will maybe lead to some changes and simplifications in the original structures coming from the GRIS model <http://wwwaib.it/aib/commiss/gris/ guida.htm> and the Feasibility Study. Within June 2006, two basic documents will be published: - a paper volume containing the Rules, concerning both terminology and syntax, explanations of the Thesaurus, criteria, choices made about the categories and the width of the semantic network, etc.; - a CD containing the Thesaurus. One side of great interest will be the c-learning process of the indexing language of the new Soggettario. This has to be undertaken only after the prototype stage is done. At that time, once the text of the Rules will have been published, it will be possible for the system to spread, to be learned, and to be tested by various indexers and partners.

    Abstract
    Die Gemeinsame Normdatei (GND) ist seit April 2012 die Datei, die die im deutschsprachigen Bibliothekswesen verwendeten Normdaten enthält. Folglich muss auf Basis dieser Daten eine Repräsentation für die Darstellung als Linked Data im Semantic Web etabliert werden. Neben der eigentlichen Bereitstellung von GND-Daten im Semantic Web sollen die Daten mit bereits als Linked Data vorhandenen Datenbeständen (DBpedia, VIAF etc.) verknüpft und nach Möglichkeit kompatibel sein, wodurch die GND einem internationalen und spartenübergreifenden Publikum zugänglich gemacht wird. Dieses Dokument dient vor allem zur Beschreibung, wie die GND-Linked-Data-Repräsentation entstand und dem Weg zur Spezifikation einer eignen Ontologie. Hierfür werden nach einer kurzen Einführung in die GND die Grundprinzipien und wichtigsten Standards für die Veröffentlichung von Linked Data im Semantic Web vorgestellt, um darauf aufbauend existierende Vokabulare und Ontologien des Bibliothekswesens betrachten zu können. Anschließend folgt ein Exkurs in das generelle Vorgehen für die Bereitstellung von Linked Data, wobei die so oft zitierte Open World Assumption kritisch hinterfragt und damit verbundene Probleme insbesondere in Hinsicht Interoperabilität und Nachnutzbarkeit aufgedeckt werden. Um Probleme der Interoperabilität zu vermeiden, wird den Empfehlungen der Library Linked Data Incubator Group [LLD11] gefolgt.

    Defines authority control and vocabulary control and their place and utility in modern cataloguing. Discusses authority records and authority files and the use and purposes of each. Describes the creation of authority records and the sources from which authority data is collected. Discusses "metadata" schemes and their manifold and manifest inadequacies; points out the relationship of the Dublin Core to the MARC family of standards and the fact that both are framework standards-the first simplistic and naïve, the second complex and nuanced. Defines precision and recall as desiderata in indexing and retrieval schemes and relates them to authority control in catalogues. Discusses the problems involved in cataloguing electronic documents and resources and proposes an international program under the Universal Bibliographic Control (UBC) umbrella, using an international code of descriptive cataloguing, and based on an international name authority file. Calls for urgent action on these proposals.
