    Abstract
    I describe the development of a new research and development taxonomy to facilitate the reporting of granting agency investments in research and the organization of effective peer review processes in Canada, which represents a kind of classification designed to support the administrative management of research. The development of the Canadian Research and Development Classification (CRDC) is being led by the Canada Foundation for Innovation (CFI), the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Re-search Council of Canada (NSERC) and the Social Sciences and Humanities Research Council of Canada (SSHRC), in close collaboration with Statistics Canada. This collaboration represents an unprecedented effort by the federal research funding agencies and Statistics Canada to develop a common standard for the classification of research and development activities in Canada, and is intended to meet different needs within the broader research ecosystem. The CRDC, intended to align the way research and development is categorized in Canada, is the result of months of reviews, consultations, analysis and negotiations among the agencies and the Canadian research community. Notably, the CRDC was designed to include all sectors of research and development, represent the current research landscape in Canada, support a wide range of needs within the research and development eco-system, and increase computability with international standards.

    Abstract
    Using citation data of articles written by some Nobel Prize winners in physics, we show that concave, convex, and straight curves represent different types of interactions between old ideas and new insights. These cases illustrate different diffusion characteristics of academic knowledge, depending on the nature of the knowledge in the new publications. This work adds to the study of the development of science and links this development to citation analysis.

    Abstract
    The aim of this paper is to visualize the history of evidence-based medicine (EBM) and to examine the characteristics of EBM development in China and the West. We searched the Web of Science and the Chinese National Knowledge Infrastructure database for papers related to EBM. We applied information visualization techniques, citation analysis, cocitation analysis, cocitation cluster analysis, and network analysis to construct historiographies, themes networks, and chronological theme maps regarding EBM in China and the West. EBM appeared to develop in 4 stages: incubation (1972-1992 in the West vs. 1982-1999 in China), initiation (1992-1993 vs. 1999-2000), rapid development (1993-2000 vs. 2000-2004), and stable distribution (2000 onwards vs. 2004 onwards). Although there was a lag in EBM initiation in China compared with the West, the pace of development appeared similar. Our study shows that important differences exist in research themes, domain structures, and development depth, and in the speed of adoption between China and the West. In the West, efforts in EBM have shifted from education to practice, and from the quality of evidence to its translation. In China, there was a similar shift from education to practice, and from production of evidence to its translation. In addition, this concept has diffused to other healthcare areas, leading to the development of evidence-based traditional Chinese medicine, evidence-based nursing, and evidence-based policy making.

    Abstract
    The author revisits the development of RDA from its inception in 2005 through to its initial release in 2010. The development effort is set in the context of an evolving digital environment that was transforming both the production and dissemination of information resources and the technologies used to create, store, and access data describing those resources. The author examines the interplay between strategic commitments to align RDA with new conceptual models, emerging database structures, and metadata developments in allied communities, on the one hand, and compatibility with AACR2 legacy databases on the other. Aspects of the development effort examined include the structuring of RDA as a resource description language, organizing the new standard as a working tool, and refining guidelines and instructions for recording RDA data.

    Abstract
    Teenagers are among the most prolific users of social network sites (SNS). Emerging studies find that youth spend a considerable portion of their daily life interacting through social media. Subsequently, questions and controversies emerge about the effects SNS have on adolescent development. This review outlines the theoretical frameworks researchers have used to understand adolescents and SNS. It brings together work from disparate fields that examine the relationship between SNS and social capital, privacy, youth safety, psychological well-being, and educational achievement. These research strands speak to high-profile concerns and controversies that surround youth participation in these online communities, and offer ripe areas for future research.

    Abstract
    FRBR user research has been the least addressed area in FRBR research and development. This article addresses the research gap in evaluating and designing catalogs based on FRBR user research. It draws from three user studies concerning FRBR-based catalogs: (1) user evaluation of three FRBR-based catalogs, (2) user participatory design of a prototype catalog based on the FRBR model, and (3) user evaluation of the resulting FRBR prototype catalog. The major findings from the user studies are highlighted and discussed for future development of FRBR-based catalogs that support various user tasks.

    Abstract
    The implementation of Resource Description and Access (RDA) in 2013 or after will have a powerful impact on the skill set required of new library and information science professionals. This article chronicles the development of an RDA "boot camp" at UNC-Chapel Hill's School of Information and Library Science. Curriculum for the three-hour camp included a review of relevant theoretical frameworks and a hands-on exercise creating RDA records. Findings from a post-boot camp survey point to areas for further growth in cataloging and metadata course development and suggest that students are eager for more practical experience with emerging schema.

    Abstract
    In this paper we describe the development of the Web Index linked data portal that represents statistical index data and the computations from which it has been obtained. The Web Index is a multi-dimensional measure of the World Wide Web's contribution to development and human rights globally. It covers 81 countries and incorporates indicators that assess several areas like universal access; freedom and openness; relevant content; and empowerment. In order to empower the Web Index transparency, we established as an internal requirement that every published data could be externally verified. The verification could be that it was just raw data obtained from a secondary source, in which case, the system must provide a link to that data source or that the value has been internally computed, in which case, the system provides links to the values from which it has been calculated. The resulting portal contains data that can be tracked to its sources so an external agent can validate the whole index computation process. We describe the different aspects involved in the development of the WebIndex data portal that also offers new linked data visualization tools. Although in this paper we concentrate on the Web Index development, this approach can be generalized to other projects which involve the publication of externally verifiable computations.

    Abstract
    The development of visual retrieval methods requires information about user interaction with images, including their description and categorization. This article presents the development of a categorization model for magazine images based on two user studies. In Study 1, we elicited 10 main classes of magazine image categorization criteria through sorting tasks with nonexpert and expert users (N=30). Multivariate methods, namely, multidimensional scaling and hierarchical clustering, were used to analyze similarity data. Content analysis of category names gave rise to classes that were synthesized into a categorization framework. The framework was evaluated in Study 2 by experts (N=24) who categorized another set of images consistent with the framework and found it to be useful in the task. Based on the evaluation study the framework was solidified into a model for categorizing magazine imagery. Connections between classes were analyzed both from the original sorting data and from the evaluation study and included into the final model. The model is a practical categorization tool that may be used in workplaces, such as magazine editorial offices. It may also serve to guide the development of computational methods for image understanding, selection of concepts for automatic detection, and approaches to support browsing and exploratory image search.

    Abstract
    The concept of concept has seldom been examined in its entirety, and the term very seldom defined. The rigidity, or lack thereof, and the homogeneity, or lack thereof, of concepts, are only two of their characteristics that have been debated. These issues are reviewed in this paper, namely: 1) does a concept represent its referent(s), or is it a free creation of the mind?; 2) can a concept be analyzed in parts or elements?; 3) must a concept be general, i.e., refer to a category or a type, or can it refer to a single object, physical or mental?; 4) are concepts as clearly delimited as terms are? Are concepts voiceless terms?; and, 5) what do terms contribute to an individual's and a community's conceptual richness? As regards the relationship of concepts with their referents in the stage of formation, it seems reasonable to conclude that said relationship may be close in some concepts, less close in others, and lacking altogether in some cases. The set of elements of a concept, which varies from individual to individual and across time inside the same individual, is called the intension of a concept. The set of referents of a concept is called the extension of that concept. Most concepts don't have a clearly delimited extension: their referents form a fuzzy set. The aspects of a concept's intension form a scale of generality. A concept is not equal to the term that describes it; rather, many terms are joined to concepts. Language, therefore, renders a gamut of services to the development, consolidation, and communication of conceptual richness.

    Abstract
    Relevance judgments occur within an information search process, where time, context and situation can impact the judgments. The determination of relevance is dependent on a number of factors and variables which include the criteria used to determine relevance. The relevance judgment process and the criteria used to make those judgments are manifestations of the cognitive changes which occur during the information search process. Understanding why these relevance criteria choices are made, and how they vary over the information search process can provide important information about the dynamic relevance judgment process. This information can be used to guide the development of more adaptive information retrieval systems which respond to the cognitive changes of users during the information search process. The research data analyzed here was collected in two separate studies which examined a subject's relevance judgment over an information search process. Statistical analysis was used to examine these results and determine if there were relationships between criteria selections, relevance judgments, and the subject's progression through the information search process. Findings confirm and extend findings of previous studies, providing strong statistical evidence of an association between the information search process and the choices of relevance criteria by users, and identifying specific changes in the user preferences for specific criteria over the course of the information search process.

    Abstract
    This investigation examines perceptions of normality emerging from two distinct studies of information behavior associated with life disrupting health symptoms and theorizes the search for normality in the context of sense making theory. Study I explored the experiences of women striving to make sense of symptoms associated with menopause; Study II examined posts from two online discussion groups for people with symptoms of obsessive compulsive disorder. Joint data analysis demonstrates that normality was initially perceived as the absence of illness. A breakdown in perceived normality because of disruptive symptoms created gaps and discontinuities in understanding. As participants interacted with information about the experiences of health-challenged peers, socially constructed notions of normality emerged. This was internalized as a "new normal." Findings demonstrate normality as an element of sense making that changes and develops over time, and experiential information and social contexts as central to health-related sense making. Re-establishing perceptions of normality, as experienced by health-challenged peers, was an important element of sense making. This investigation provides nuanced insight into notions of normality, extends understanding of social processes involved in sense making, and represents the first theorizing of and model development for normality within the information science and sense making literature.

    Abstract
    Automating the evaluation of a software process is complex due to the absence of interoperability mechanisms between the tools that are used to manage, develop or maintain software projects. This work presents an approach to facilitate the construction of mechanisms to evaluate software projects. Based on information integration principles and Linked Open Data techniques, project management and development tools can expose their data using a set of shared models, thereby facilitating the development of integration solutions intended for software process evaluation. A practical application of the approach is here described in order to facilitate automated technical reviews of projects in software forges and repositories.

    Abstract
    The library as place and service continues to be shaped by the legacy of the book. The book itself has evolved in recent years, with various technologies vying to become the next dominant book form. In this article, we discuss the design and development of our prototype software from Montana State University (MSU) Library for presenting books inside of web browsers. The article outlines the contextual background and technological potential for publishing traditional book content through the web using open standards. Our prototype demonstrates the application of HTML5, structured data with RDFa and Schema.org markup, linked data components using JSON-LD, and an API-driven data model. We examine how this open web model impacts discovery, reading analytics, eBook production, and machine-readability for libraries considering how to unite software development and publishing.

    Abstract
    The paper presents experiences and challenges encountered during the planning and creation of the Universal Decimal Classification (UDC) authority database in the National and University Library in Zagreb, Croatia. The project started in 2014 with the objective of facilitating classification data management, improving the indexing consistency at the institutional level and the machine readability of data for eventual sharing and re-use in the Web environment. The paper discusses the advantages and disadvantages of UDC, which is an analytico-synthetic classification scheme tending towards a more faceted structure, in regard to various aspects of authority control. This discussion represents the referential framework for the project. It determines the choice of elements to be included in the authority file, e.g. distinguishing between syntagmatic and paradigmatic combinations of subjects. It also determines the future lines of development, e.g. interlinking with the subject headings authority file in order to provide searching by verbal expressions.

    Abstract
    This study investigates the information needs of young first time mothers through a qualitative content analysis of 266 selected posts to a major online discussion group. Our analysis reveals three main categories of need: needs around how to create a positive environment for a child, needs around a mother's relationships and well-being and needs around child development and health. We demonstrate the similarities of this scheme to needs uncovered in other studies and how our classification of needs is more comprehensive than those in previous studies. A critical distinction in our results is between two types of need presentation, distinguishing between situational and informational needs. Situational needs are narrative descriptions of a problematic situations whereas informational needs are need statements with a clear request. Distinguishing between these two types of needs sheds new light on how information needs develop. We conclude with a discussion on the implication of our results for young mothers and information providers.

    Abstract
    This study proposes a new method to construct and trace the trajectory of conceptual development of a research field by combining main path analysis, citation analysis, and text-mining techniques. Main path analysis, a method used commonly to trace the most critical path in a citation network, helps describe the developmental trajectory of a research field. This study extends the main path analysis method and applies text-mining techniques in the new method, which reflects the trajectory of conceptual development in an academic research field more accurately than citation frequency, which represents only the articles examined. Articles can be merged based on similarity of concepts, and by merging concepts the history of a research field can be described more precisely. The new method was applied to the "h-index" and "text mining" fields. The precision, recall, and F-measures of the h-index were 0.738, 0.652, and 0.658 and those of text-mining were 0.501, 0.653, and 0.551, respectively. Last, this study not only establishes the conceptual trajectory map of a research field, but also recommends keywords that are more precise than those used currently by researchers. These precise keywords could enable researchers to gather related works more quickly than before.

    Abstract
    Climate change as a complex physical and social issue has gained increasing attention in the natural as well as the social sciences. Climate change research has become more interdisciplinary and even transdisciplinary as a typical Mode-2 science that is also dependent on an application context for its further development. We propose to approach interdisciplinarity as a co-construction of the knowledge base in the reference patterns and the programmatic focus in the editorials in the core journal of the climate-change sciences-Climatic Change-during the period 1977-2013. First, we analyze the knowledge base of the journal and map journal-journal relations on the basis of the references in the articles. Second, we follow the development of the programmatic focus by analyzing the semantics in the editorials. We argue that interdisciplinarity is a result of the co-construction between different agendas: The selection of publications into the knowledge base of the journal, and the adjustment of the programmatic focus to the political context in the editorials. Our results show a widening of the knowledge base from referencing the multidisciplinary journals Nature and Science to citing journals from specialist fields. The programmatic focus follows policy-oriented issues and incorporates public metaphors.
