Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system. Community Memory was the first known community access network. Several foundations and government agencies have funded community networks, known as freenets. Abstract

A history of classification and bibliographic control of government information is, by necessity, a tangled tale that involves the complex evolution of governments, the regularization of official publishing, along with the growth of professional librarianship. For the purposes of this article, the main argument will draw its narrative largely from the historic evolution of bibliographic control and U.S. government information during the nineteenth century. The standards and practices developed in the United States during this period remain a common framework for the discussion of any government in the world. It is further argued that these bibliographic arrangements remained in play until the 1980s when the advent of distributed computer networks began to undermine the traditions of what had largely been a print culture.

Abstract

With domestic violence directly impacting over 5 million victims in the United States annually, the growing e-health and e-government networks are developing digitally based resources for both victims and those who aid them. The well-established community information and referral role of public libraries dovetails with this digital referral network model; however, no study of the actual service provided by public libraries is available. This examination of e-mail reference responses to requests for safe-house contact information revealed major gaps in cyber-safety awareness and uneven implementation of professional standards for virtual reference service. Implications for information system design, professional standards, education, and future research are discussed.

Abstract

State of the art review of the Net (the global telecommunications network as a whole) and the Internet with particular reference to the development of a coherent policy for those uisng these telecommunications facilities. Policy issues discussed include: standards, intellectual property; encryption, rules for transborder data flow; and data privacy. Considers their implications for individuals as well as government and commercial institutions. The review is limited to English language publications and explores specific issues that affect the structure of government, the economy and society, as well as those involved in the design of the net and looks at comparative and international issues. Concludes that the development of policies for the net is made difficult by the many different bodies of law that apply, by the fact that the relevant technologies are new and changing because that technologies are new and rapidly changing and because the net is global. Specific characteristics of the net require new thinking on a constitutional level, since information creation, processing, flows and use are constitutive forces in society

Abstract

Discusses Austrian government policy on the information superhighway (ISH) since Aug. 94. The Austrian telecommunications infrastructure is far behind the standards of Europe. The Austrain PTT monopoly over the public telecommunications network is an obstacle to development. The rates for data services are still based on copper cable with transmission speeds of 9600 Kbps. Although there are various ISH initiatives in Austria, the gap between vision and reality is large. Abstract

All librarians and libraries have information policies, and so do most people. The big issues, like censorship or intellectual property ownership and use, crowd our minds but the process of decision making is the same at every level and in every context, whether we are concerned with government secrets, advertising standards, or our children's reading and viewing habits. This book examines the issues from varying standpoints, including the human rights approach, the commercial approach, and the states-interest approach. These are all placed within the context of arguments about the public sphere. The working librarian has to be in a position to justify every stock purchase and information access decision, and in the strategies they follow to legitimate the library. The form and construction of arguments and the discussion of issues in this book will give librarians the context and arguments they need to identify and apply appropriate information policies and strategies. Key areas addressed in the book include: the information policy problem; policy sectors; information regimes; and, policies and strategies: models and cases. This book is essential reading for library students, researchers and policy makers as well as for all LIS practitioners wishing to widen their awareness of the important issues surrounding information policy.

Abstract

The use of interactive videodiscs for preserving, presenting and retrieving pictorial collections in Australia was pioneered at the New South Wales Government Printing Office, Sydney. This project has now stored some 200.000 historical photographs on interactive videodisc, associated with sophisticated microcomputer data bases using the specially developed Just Image software. Videodisc systems to retrieve pictorial material are being used to preserve and present the pictorial collections of various Australian libraries and museums, and standards for the description and indexing of photographs are being developed.
