    Abstract
    The NKOS Community is described in this entry. NKOS (http://nkos.slis.kent.edu/) is an informal network of academics and practitioners who are interested in the use of knowledge organization systems (KOS) in networked information environments. The general aim of the community is to enable KOS to act as networked information services (both machine-to-machine and human-computer), and support the description and retrieval of information resources on the Internet. The community is a forum for presentation and discussion of KOS applications, and interchange of ideas, from technical issues to intellectual, semantic, and terminological problems related to the use of KOS. The participants come from a variety of disciplines, and from academia as well as practice, and interact and communicate by a diverse set of means: annual workshops in the United States and Europe, a Web site, a mailing list, and publication of special journal issues and working papers about contemporary issues. The NKOS community represents topical diversity, informality, and multiple perspectives on networked KOS applications. There is an implicit danger that this variety diverts the focus and discussion. However, it appears from the analysis that the constancy in the organization of the activities and the well-established peer review process is adequate to attract participants, maintain satisfactory quality, and keep focus in multiplicity.

    Abstract
    The statutes themselves are not the only basis for deciding whether an intellectual property rights infringement has occurred. Ethical judgments can also influence judicial rulings. This column looks at three issues of intellectual property ethics: the nature of the property, written guidelines for behavior, and enforcement mechanisms. For most active infringers digital property seems unreal, the rules ambiguous, and the enforcement statistically unlikely.

    Abstract
    When applying for patents, companies should consider performing patent portfolios as a means of integrating their patent strategy to shape their overall business strategy. This is an important issue for any company in pursuit of enhanced operational performance because the whole raison d'être behind the application of patents is the anticipation of achieving maximum competitive advantage. A prerequisite for such a company is a decision analysis model of patent portfolios because this has the added advantage of being readily applicable to the evaluation of the quality of its competitors' portfolios; thus, by understanding both itself and its competitors, a company can attain a superior position. To demonstrate this, we examine patent priority networks (PPNs) formed through patent family members and claimed priority patents, performing a model of patent portfolio analysis and then going on to determine the algorithms. We suggest that information retrieved from this network can provide a useful reference tool for decision-making by company CEOs, CTOs, R&D managers, and intellectual property managers.

    Abstract
    The Data Documentation Initiative (DDI) is an international effort to establish an XML-based standard for the compilation, presentation, and exchange of documentation for datasets in the social and behavioral sciences. The most recent version 3.0 of the DDI supports a rich and structured set of metadata elements that not only fully informs a potential data analyst about a given dataset but also facilitates computer processing of the data. Moreover, data producers will find that by adopting the DDI standard they can produce better and more complete documentation as a natural step in designing and fielding computer-assisted interviewing. DDI 3.0 embraces the full life cycle of the data from conception, through development of the data collection instrument, collection and cleaning of data, production of data products, distribution, preservation, and reuse or analysis of the data. DDI 3.0 is designed to facilitate sharing schemes for concepts, questions, coding, and variables within organizations or throughout the social science research community. Comparison through direct inheritance as in the case of comparisonby- design or through the mapping of items like variables or categories allow capture of the harmonization processes used in creating integrated files in an uniform and machine-actionable way. DDI 3.0 is providing the structural support needed to facilitate comparative survey work in a way that was previously unavailable in an open, non-proprietary system. A specific DDI module allows for the capture and expression of native Dublin Core elements (DCMES), used either as references or as descriptions of a particular set of metadata. This module uses the simple Dublin Core namespace represented as XML Schema following the guidelines for implementing Dublin Core in XML. In DDI, the Dublin Core is not used as the primary citation mechanism - this module is included to support applications which understand the Dublin Core XML, but which do not understand DDI. This module is used wherever citations are permitted within DDI 3.0 (like citations of a study description or of other material). DDI 3.0 is aligned with other metadata standards as well: with SDMX (time-series data) for exchanging aggregate data, with ISO/IEC 11179 (metadata registry) for building data registries such as question, variable, and concept banks, and with FGDC and ISO 19115 (geographic standards) for supporting GIS users. DDI 3.0 is described in a conceptual model which is also expressed in the Universal Modeling Language (UML). Modular XML Schemas are derived from the conceptual model. Many elements support computer processing - that is, it will go beyond being "human readable", and move toward the goal of being "machine-actionable". The final release of DDI 3.0 has been published on April 28th 2008. The standard was developed by the DDI Alliance, an international group encompassing data archives and research institutions from several countries in Western Europe and North America. Earlier versions of DDI provide examples of institutions and applications: the Inter-university Consortium for Political and Social Research (ICPSR) Data Catalog, the Council of European Social Science Data Services (CESSDA) Data Portal, the Dataverse Network, the International Household Survey Network (IHSN), NESSTAR Software for publishing data on the Web and online analysis, and the Microdata Management Toolkit (by the World Bank Data Group for IHSN).

    Abstract
    Catalogers have become interdependent in their pursuit to provide bibliographic control and access. This interdependency has brought with it the need for greater agreement in applying common cataloging policies and rules. The expanded application of AACR2 (Anglo-American Cataloguing Rules) is fostering greater uniformity in the provision of bibliographic description and access. The rules have been translated into numerous languages and used in European, Middle Eastern, and Latin American countries. Cataloging committees and individual libraries in Europe and South Africa have expressed strong interest in adopting, adapting, or aligning with AACR2. PCC (Program for Cooperative Cataloguing) is one of the most successful cooperative cataloging efforts and has a considerable international component, which encourages the use of AACR, LCSH (Library of Congress Subject Headings), and MARC. AACR2 is successful on an international level because it is based in internationally developed standards, including ISBDs and the Paris Principles. ISBDs (International Standard Bibliographic Description) and the Functional Requirements for Bibliographic Records are examples of the contributions that IFLA (International Federation of Library Associations and Institutions) has made to the internationalization of cataloging. IFLA sponsored the international conference that resulted in the Paris Principles as well as subsequent projects to craft international policy in relation to uniform headings for persons, corporate bodies, and titles.

Using an interdisciplinary approach, Moore's work takes a broad look at the relatively new field of information ethics. Covering a variety of disciplines including applied ethics, intellectual property, privacy, free speech, and more, the book provides information professionals of all kinds with a valuable and thought-provoking resource. Information Ethics is divided into five parts and twenty chapters or articles. At the end of each of the five parts, the editor has included a few "discussion cases," which allows the users to apply what they just read to potential real life examples. Part I, "An Ethical Framework for Analysis," provides readers with an introduction to reasoning and ethics. This complex and philosophical section of the book contains five articles and four discussion cases. All five of the articles are really thought provoking and challenging writings on morality. For instance, in the first article, "Introduction to Moral Reasoning," Tom Regan examines how not to answer a moral question. For example, he thinks using what the majority believes as a means of determining what is and is not moral is flawed. "The Metaphysics of Morals" by Immanuel Kant looks at the reasons behind actions. According to Kant, to be moral one has to do the right thing for the right reasons. By including materials that force the reader to think more broadly and deeply about what is right and wrong, Moore has provided an important foundation and backdrop for the rest of the book. Part II, "Intellectual Property: Moral and Legal Concerns," contains five articles and three discussion cases for tackling issues like ownership, patents, copyright, and biopiracy. This section takes a probing look at intellectual and intangible property from a variety of viewpoints. For instance, in "Intellectual Property is Still Property," Judge Frank Easterbrook argues that intellectual property is no different than physical property and should not be treated any differently by law. Tom Palmer's article, "Are Patents and Copyrights Morally Justified," however, uses historical examples to show how intellectual and physical properties differ.
    Part III, "Privacy and Information Control," has four articles and three discussion cases beginning with an 1890 article from the Harvard Law Review, "The Right to Privacy," written by Samuel A Warren and Louis D. Brandeis. Moore then includes an article debating whether people own their genes, an article on caller I.D., and an article on computer surveillance. While all four articles pose some very interesting questions, Margaret Everett's article "The Social Life of Genes: Privacy, Property, and the New Genetics" is incredible. She does a great job of demonstrating how advances in genetics have led to increased concerns over ownership and privacy of genetic codes. For instance, if someone's genetic code predisposes them to a deadly disease, should insurance companies have access to that information? Part IV, "Freedom of Speech and Information Control," has three articles and two discussion cases that examine speech and photography issues. Moore begins this section with Kent Greenawalt's "Rationales for Freedom of Speech," which looks at a number of arguments favoring free speech. Then the notion of free speech is carried over into the digital world in "Digital Speech and Democratic Culture: A Theory of Freedom of Expression for the Information Society" by Jack M. Balkin. At 59 pages, this is the work's longest article and demonstrates how complex the digital environment has made freedom of speech issues. Finally, Part V, "Governmental and Societal Control of Information," contains three articles and three discussion cases which provide an excellent view into the conflict between security and privacy. For instance, the first article, "Carnivore, the FBI's E-mail Surveillance System: Devouring Criminals, Not Privacy" by Griffin S. Durham, examines the FBI's e-mail surveillance program called Carnivore. Durham does an excellent job of demonstrating that Carnivore is a necessary and legitimate system used in limited circumstances and with a court order. Librarians will find the final article in the book, National Security at What Price? A Look into Civil Liberty Concerns in the Information Age under the USA Patriot Act by Jacob R. Lilly, of particular interest. In this article, Lilly uses historical examples of events that sacrificed civil liberties for national security such as the internment of Japanese-Americans during World War II and the McCarthyism of the Cold War era to examine the PATRIOT Act.

    Abstract
    One out of two companies have increased their productivity or saved costs with knowledge management. This is a result from a comprehensive cross-industry survey in Europe about knowledge management run by the Competence Center Knowledge Management at Fraunhofer IPK, Germany. Best practices in knowledge management from leading companies are described for practitioners in different industries. The book shows how to integrate knowledge management activities into the daily business tasks and processes, how to motivate people and which capabilities and skills are required for knowledge management.     Abstract
    The aim of this paper is to study the link relationships in the Nordic academic web space - comprised of 23 Finnish, 11 Danish and 28 Swedish academic web domains with the European one. Through social networks analysis we intend to detect sub-networks within the Nordic network, the position and role of the different university web domains and to understand the structural topology of this web space. Co-link analysis, with asymmetrical matrices and cosine measure, is used to identify thematic clusters. Results show that the Nordic network is a cohesive network, set up by three well-defined sub-networks and it rests on the Finnish and Swedish sub-networks. We conclude that the Danish network has less visibility than other Nordic countries. The Swedish one is the principal Nordic sub-network and the Finland network is a slightly isolated from Europe, with the exception of the University of Helsinki.

    Abstract
    The National Science Foundation's (NSF) National Science, Mathematics, Engineering, and Technology Education Digital Library (NSDL) program seeks to create, develop, and sustain a national digital library supporting science, mathematics, engineering, and technology (SMET) education at all levels -- preK-12, undergraduate, graduate, and life-long learning. The resulting virtual institution is expected to catalyze and support continual improvements in the quality of science, mathematics, engineering, and technology (SMET) education in both formal and informal settings. The vision for this program has been explored through a series of workshops over the past several years and documented in accompanying reports and monographs. (See [1-7, 10, 12, and 13].) These efforts have led to a characterization of the digital library as a learning environments and resources network for science, mathematics, engineering, and technology education, that is: * designed to meet the needs of learners, in both individual and collaborative settings; * constructed to enable dynamic use of a broad array of materials for learning primarily in digital format; and * managed actively to promote reliable anytime, anywhere access to quality collections and services, available both within and without the network. Underlying the NSDL program are several working assumptions. First, while there is currently no lack of "great piles of content" on the Web, there is an urgent need for "piles of great content". The difficulties in discovering and verifying the authority of appropriate Web-based material are certainly well known, yet there are many examples of learning resources of great promise available (particularly those exploiting the power of multiple media), with more added every day. The breadth and interconnectedness of the Web are simultaneously a great strength and shortcoming. Second, the "unit" or granularity of educational content can and will shrink, affording the opportunity for users to become creators and vice versa, as learning objects are reused, repackaged, and repurposed. To be sure, this scenario cannot take place without serious attention to intellectual property and digital rights management concerns. But new models and technologies are being explored (see a number of recent articles in the January issue of D-Lib Magazine). Third, there is a need for an "organizational infrastructure" that facilitates connections between distributed users and distributed content, as alluded to in the third bullet above. Finally, while much of the ongoing use of the library is envisioned to be "free" in the sense of the public good, there is an opportunity and a need to consider multiple alternative models of sustainability, particularly in the area of services offered by the digital library. The conference gathered together information and computer scientists to discuss an important and difficult question: in what specific ways can the accumulated skills, theories and traditions of librarianship be mobilized to face the challenges of providing subject access to information in present and future networked information environments? The papers which grapple with this question are organized in a surprisingly deft and coherent way. Many conferences and proceedings have unhappy sessions that contain a hodge-podge of papers that didn't quite fit any other categories. As befits a good classificationist, editor I.C. McIlwaine has kept this problem to a minimum. The papers are organized into eight sessions, which split into two broad categories. The first five sessions deal with subject domains, and the last three deal with subject access tools. The five sessions and thirteen papers that discuss access in different domains appear in order of in creasing intension. The first papers deal with access in multilingual environments, followed by papers an access across multiple vocabularies and across sectors, ending up with studies of domain-specific retrieval (primarily education). Some of the papers offer predictably strong work by scholars engaged in ongoing, long-term research. Gerard Riesthuis offers a clear analysis of the complexities of negotiating non-identical thesauri, particularly in cases where hierarchical structure varies across different languages. Hope Olson and Dennis Ward use Olson's familiar and welcome method of using provocative and unconventional theory to generate meliorative approaches to blas in general subject access schemes. Many papers, an the other hand, deal with specific ongoing projects: Renardus, The High Level Thesaurus Project, The Colorado Digitization Project and The Iter Bibliography for medieval and Renaissance material. Most of these papers display a similar structure: an explanation of the theory and purpose of the project, an account of problems encountered in the implementation, and a discussion of the results, both promising and disappointing, thus far. Of these papers, the account of the Multilanguage Access to Subjects Project in Europe (MACS) deserves special mention. In describing how the project is founded an the principle of the equality of languages, with each subject heading language maintained in its own database, and with no single language used as a pivot for the others, Elisabeth Freyre and Max Naudi offer a particularly vivid example of the way the ethics of librarianship translate into pragmatic contexts and concrete procedures. The three sessions and nine papers devoted to subject access tools split into two kinds: papers that discuss the use of theory and research to generate new tools for a networked environment, and those that discuss the transformation of traditional subject access tools in this environment. In the new tool development area, Mary Burke provides a promising example of the bidirectional approach that is so often necessary: in her case study of user-driven classification of photographs, she user personal construct theory to clarify the practice of classification, while at the same time using practice to test the theory. Carol Bean and Rebecca Green offer an intriguing combination of librarianship and computer science, importing frame representation technique from artificial intelligence to standardize syntagmatic relationships to enhance recall and precision.
    The papers discussing the transformation of traditional tools locate the point of transformation in different places. Some, like the papers an DDC, LCC and UDC, suggest that these schemes can be imported into the networked environment and used as a basis for improving access to networked resources, just as they improve access to physical resources. While many of these papers are intriguing, I suspect that convincing those outside the profession will be difficult. In particular, Edward O'Neill and his colleagues, while offering a fascinating suggestion for preserving the Library of Congress Subject Headings and their associated infrastructure by converting them into a faceted scheme, will have an uphill battle convincing the unconverted that LCSH has a place in the online networked environment. Two papers deserve mention for taking a different approach: both Francis Devadason and Maria Ines Cordeiro suggest that we import concepts and techniques rather than realized schemes. Devadason argues for the creation of a faceted pre-coordinate indexing scheme for Internet resources based an Deep Structure indexing, which originates in Bhattacharyya's Postulate-Based Permuted Subject Indexing and in Ranganathan's chain indexing techniques. Cordeiro takes up the vitally important role of authority control in Web environments, suggesting that the techniques of authority control be expanded to enhance user flexibility. By focusing her argument an the concepts rather than an the existing tools, and by making useful and important distinctions between library and non-library uses of authority control, Cordeiro suggests that librarianship's contribution to networked access has less to do with its tools and infrastructure, and more to do with concepts that need to be boldly reinvented. The excellence of this collection derives in part from the energy, insight and diversity of the papers. Credit also goes to the planning and forethought that went into the conference itself by OCLC, the IFLA Classification and Indexing Section, the IFLA Information Technology Section, and the Program Committee, headed by editor I.C. McIlwaine. This collection avoids many of the problems of conference proceedings, and instead offers the best of such proceedings: detail, diversity, and judicious mixtures of theory and practice. Some of the disadvantages that plague conference proceedings appear here. Busy scholars sometimes interpret the concept of "camera-ready copy" creatively, offering diagrams that could have used some streamlining, and label boxes that cut off the tops or bottoms of letters. The papers are necessarily short, and many of them raise issues that deserve more extensive treatment. The issue of subject access in networked environments is crying out for further synthesis at the conceptual and theoretical level. But no synthesis can afford to ignore the kind of energetic, imaginative and important work that the papers in these proceedings represent."

Intertwined with the book's subject matter, which is to "distinguish traditional cataloguing from metadata activity" (5), the authors' chosen metadata definition is also detailed on page 5 as follows: Thus while granting the validity of the inclusive definition, we concentrate primarily on metadata as it is most commonly thought of both inside and outside of the library community, as "structured information used to find, access, use and manage information resources primarily in a digital environment." (International Encyclopedia of Information and Library Science, 2003) Metadata principles discussed by the authors include modularity, extensibility, refinement and multilingualism. The latter set is followed by seven misconceptions about metadata. Two types of metadata discussed are automatically generated indexes and manually created records. In terms of categories of metadata, the authors present three sets of them as follows: descriptive, structural, and administrative metadata. Chapter 2 focuses on metadata for communities of practice, and is a prelude to content in Chapter 3 where metadata applications, use, and development are presented from the perspective of libraries. Chapter 2 discusses the emergence and impact of metadata on organization and access of online resources from the perspective of communities for which such standards exist and for the need for mapping one standard to another. Discussion focuses on metalanguages, such as Standard Generalized Markup Language (SGML) and eXtensible Markup Language (XML), "capable of embedding descriptive elements within the document markup itself' (25). This discussion falls under syntactic interoperability. For semantic interoperability, HTML and other mark-up languages, such as Text Encoding Initiative (TEI) and Computer Interchange of Museum Information (CIMI), are covered. For structural interoperability, Dublin Core's 15 metadata elements are grouped into three areas: content (title, subject, description, type, source, relation, and coverage), intellectual property (creator, publisher, contributor and rights), and instantiation (date, format, identifier, and language) for discussion.
    Other selected specialized metadata element sets or schemas, such as Government Information Locator Service (GILS), are presented. Attention is brought to the different sets of elements and the need for linking up these elements across metadata schemes from a semantic point of view. It is no surprise, then, that after the presentation of additional specialized sets of metadata from the educational community and the arts sector, attention is turned to the discussion of Crosswalks between metadata element sets or the mapping of one metadata standard to another. Finally, the five appendices detailing elements found in Dublin Core, GILS, ARIADNE versions 3 and 3. 1, and Categories for the Description of Works of Art are an excellent addition to this chapter's focus on metadata and communities of practice. Chapters 3-6 provide an up-to-date account of the use of metadata standards in Libraries from the point of view of a community of practice. Some of the content standards included in these four chapters are AACR2, Dewey Decimal Classification (DDC), and Library of Congress Subject Classification. In addition, uses of MARC along with planned implementations of the archival community's encoding scheme, EAD, are covered in detail. In a way, content in these chapters can be considered as a refresher course on the history, current state, importance, and usefulness of the above-mentioned standards in Libraries. Application of the standards is offered for various types of materials, such as monographic materials, continuing resources, and integrating library metadata into local catalogs and databases. A review of current digital library projects takes place in Chapter 7. While details about these projects tend to become out of date fast, the sections on issues and problems encountered in digital projects and successes and failures deserve any reader's close inspection. A suggested model is important enough to merit a specific mention below, in a short list format, as it encapsulates lessons learned from issues, problems, successes, and failures in digital projects. Before detailing the model, however, the various projects included in Chapter 7 should be mentioned. The projects are: Colorado Digitization Project, Cooperative Online Resource Catalog (an Office of Research project by OCLC, Inc.), California Digital Library, JSTOR, LC's National Digital Library Program and VARIATIONS.
    Chapter 8 discusses issues of archiving and preserving digital materials. The chapter reiterates, "What is the point of all of this if the resources identified and catalogued are not preserved?" (Gorman, 2003, p. 16). Discussion about preservation and related issues is organized in five sections that successively ask why, what, who, how, and how much of the plethora of digital materials should be archived and preserved. These are not easy questions because of media instability and technological obsolescence. Stakeholders in communities with diverse interests compete in terms of which community or representative of a community has an authoritative say in what and how much get archived and preserved. In discussing the above-mentioned questions, the authors once again provide valuable information and lessons from a number of initiatives in Europe, Australia, and from other global initiatives. The Draft Charter on the Preservation of the Digital Heritage and the Guidelines for the Preservation of Digital Heritage, both published by UNESCO, are discussed and some of the preservation principles from the Guidelines are listed. The existing diversity in administrative arrangements for these new projects and resources notwithstanding, the impact on content produced for online reserves through work done in digital projects and from the use of metadata and the impact on levels of reference services and the ensuing need for different models to train users and staff is undeniable. In terms of education and training, formal coursework, continuing education, and informal and on-the-job training are just some of the available options. The intensity in resources required for cataloguing digital materials, the questions over the quality of digital resources, and the threat of the new digital environment to the survival of the traditional library are all issues quoted by critics and others, however, who are concerned about a balance for planning and resources allocated for traditional or print-based resources and newer digital resources. A number of questions are asked as part of the book's conclusions in Chapter 10. Of these questions, one that touches on all of the rest and upon much of the book's content is the question: What does the future hold for metadata in libraries? Metadata standards are alive and well in many communities of practice, as Chapters 2-6 have demonstrated. The usefulness of metadata continues to be high and innovation in various elements should keep information professionals engaged for decades to come. There is no doubt that metadata have had a tremendous impact in how we organize information for access and in terms of who, how, when, and where contact is made with library services and collections online. Planning and commitment to a diversity of metadata to serve the plethora of needs in communities of practice are paramount for the continued success of many digital projects and for online preservation of our digital heritage."

    Abstract
    The virtual university environment provides librarians with new opportunities to contribute to the educational process. Building on the success of team-teaching a traditional liberal arts core course with composition and communications faculty, librarians and a communications professor worked together to integrate the Association of College & Research Libraries (ACRL) Information Literacy Competency Standards for Higher Education (2000) into the online environment. The resulting graduate-level course in multimedia literacy assembled faculty and curriculum resources normally untapped in traditional classrooms. All five information literacy standards covering need, access, evaluation, use and the social, economic, legal, and ethical issues surrounding information use were addressed. Readings and threaded discussions about intellectual property, fair use of copyrighted materials, the evaluation of free and fee-based Web information and Web page design and construction prepared students to work in groups to design and construct Web sites. Students also completed a capstone project in the form of individual Web portfolios, which demonstrated the information and multimedia principles they learned in the class. Assessment of information literacy skills occurred through the analysis of student discussion, evaluative annotations, Web site assignments, perception surveys, and a master's level comprehensive exam question. What was learned in this course will serve as a model for future collaborative partnerships in which faculty and librarians work together to ensure that students who learn from a distance truly master information literacy competencies.
