    Abstract
    The successes of information retrieval (IR) in recent decades were built upon bag-of-words representations. Effective as it is, bag-of-words is only a shallow text understanding; there is a limited amount of information for document ranking in the word space. This dissertation goes beyond words and builds knowledge based text representations, which embed the external and carefully curated information from knowledge bases, and provide richer and structured evidence for more advanced information retrieval systems. This thesis research first builds query representations with entities associated with the query. Entities' descriptions are used by query expansion techniques that enrich the query with explanation terms. Then we present a general framework that represents a query with entities that appear in the query, are retrieved by the query, or frequently show up in the top retrieved documents. A latent space model is developed to jointly learn the connections from query to entities and the ranking of documents, modeling the external evidence from knowledge bases and internal ranking features cooperatively. To further improve the quality of relevant entities, a defining factor of our query representations, we introduce learning to rank to entity search and retrieve better entities from knowledge bases. In the document representation part, this thesis research also moves one step forward with a bag-of-entities model, in which documents are represented by their automatic entity annotations, and the ranking is performed in the entity space.
    This proposal includes plans to improve the quality of relevant entities with a co-learning framework that learns from both entity labels and document labels. We also plan to develop a hybrid ranking system that combines word based and entity based representations together with their uncertainties considered. At last, we plan to enrich the text representations with connections between entities. We propose several ways to infer entity graph representations for texts, and to rank documents using their structure representations. This dissertation overcomes the limitation of word based representations with external and carefully curated information from knowledge bases. We believe this thesis research is a solid start towards the new generation of intelligent, semantic, and structured information retrieval.

    Abstract
    Rule-based and corpus-based machine translation (MT) have coexisted for more than 20 years. Recently, boundaries between the two paradigms have narrowed and hybrid approaches are gaining interest from both academia and businesses. However, since hybrid approaches involve the multidisciplinary interaction of linguists, computer scientists, engineers, and information specialists, understandably a number of issues exist. While statistical methods currently dominate research work in MT, most commercial MT systems are technically hybrid systems. The research community should investigate the benefits and questions surrounding the hybridization of MT systems more actively. This paper discusses various issues related to hybrid MT including its origins, architectures, achievements, and frustrations experienced in the community. It can be said that both rule-based and corpus- based MT systems have benefited from hybridization when effectively integrated. In fact, many of the current rule/corpus-based MT approaches are already hybridized since they do include statistics/rules at some point.

    Abstract
    Purpose The purpose of this paper is to utilize document expansion techniques for improving image representation and retrieval. This paper proposes a concise framework for tag-based image retrieval (TBIR). Design/methodology/approach The proposed approach includes three core components: a strategy of selecting expansion (similar) images from the whole corpus (e.g. cluster-based or nearest neighbor-based); a technique for assessing image similarity, which is adopted for selecting expansion images (text, image, or mixed); and a model for matching the expanded image representation with the search query (merging or separate). Findings The results show that applying the proposed method yields significant improvements in effectiveness, and the method obtains better performance on the top of the rank and makes a great improvement on some topics with zero score in baseline. Moreover, nearest neighbor-based expansion strategy outperforms the cluster-based expansion strategy, and using image features for selecting expansion images is better than using text features in most cases, and the separate method for calculating the augmented probability P(q|RD) is able to erase the negative influences of error images in RD. Research limitations/implications Despite these methods only outperform on the top of the rank instead of the entire rank list, TBIR on mobile platforms still can benefit from this approach. Originality/value Unlike former studies addressing the sparsity, vocabulary mismatch, and tag relatedness in TBIR individually, the approach proposed by this paper addresses all these issues with a single document expansion framework. It is a comprehensive investigation of document expansion techniques in TBIR.

    Abstract
    Since natural disasters can affect many people over a vast area, studying information-seeking behavior (ISB) during disasters is of great importance. Many previous studies have relied on online social network data, providing insights into the ISB of those with Internet access. However, in a large-scale natural disaster such as the Great East Japan Earthquake of 2011, people in the most severely affected areas tended to have limited Internet access. Therefore, an alternative data source should be explored to investigate disaster-related ISB. This study's contributions are twofold. First, we provide a detailed description of natural disaster-related ISB of people who experienced a large-scale earthquake and tsunami, based on analysis of written testimonies published by local authorities. This provided insight into the relationship between information needs, channels, and sources of disaster-related ISB. Also, our approach facilitates the study of ISB of people without Internet access both during and after a disaster. Second, we provide empirical evidence to demonstrate that the temporal stages of a disaster can characterize people's ISB during the disaster. Therefore, we propose further consideration of the temporal aspects of events for improved understanding of disaster-related ISB.

    Abstract
    In 1983 Boyd Rayward described the early diffusion abroad of the Dewey Decimal Classification (and indirectly of the Universal Decimal Classification) in Australia, Great Britain, Belgium, France, Switzerland, and Russia. Here, I discuss the enormous interest in the decimal system in the Netherlands that went far beyond its original role for the classification of bibliographic knowledge. I will present Johan Zaalberg (1858-1934) and Ernst Hijmans (1890-1987) as two advocates for the use of the decimal system in the administration of public organizations and private companies and its role in the development of scientific management in the Netherlands.

    Abstract
    Climate change has become a major area of concern over the past few years and consequently many governments, international bodies, businesses, and institutions are taking measures to reduce their carbon footprint. However, to date very little research has taken place on information and sustainable development in general, and on the environmental impact of information services in particular. Based on the data collected from various research papers and reports, this review article shows that information systems and services for the higher education and research sector currently generate massive greenhouse gas (GHG) emissions, and it is argued that there is an urgent need for developing a green information service, or green IS in short, that should be based on minimum GHG emissions throughout its lifecycle, from content creation to distribution, access, use, and disposal. Based on an analysis of the current research on green information technology (IT), it is proposed that a green IS should be based on the model of cloud computing. Finally, a research agenda is proposed that will pave the way for building and managing green ISs to support education and research/scholarly activities.

    Abstract
    Indexing plays a vital role in Information Retrieval. With the availability of huge volume of information, it has become necessary to index the information in such a way to make easier for the end users to find the information they want efficiently and accurately. Keyword-based indexing uses words as indexing terms. It is not capable of capturing the implicit relation among terms or the semantics of the words in the document. To eliminate this limitation, ontology-based indexing came into existence, which allows semantic based indexing to solve complex and indirect user queries. Ontologies are used for document indexing which allows semantic based information retrieval. Existing ontologies or the ones constructed from scratch are used presently for indexing. Constructing ontologies from scratch is a labor-intensive task and requires extensive domain knowledge whereas use of an existing ontology may leave some important concepts in documents un-annotated. Using multiple ontologies can overcome the problem of missing out concepts to a great extent, but it is difficult to manage (changes in ontologies over time by their developers) multiple ontologies and ontology heterogeneity also arises due to ontologies constructed by different ontology developers. One possible solution to managing multiple ontologies and build from scratch is to use modular ontologies for indexing.
    Modular ontologies are built in modular manner by combining modules from multiple relevant ontologies. Ontology heterogeneity also arises during modular ontology construction because multiple ontologies are being dealt with, during this process. Ontologies need to be aligned before using them for modular ontology construction. The existing approaches for ontology alignment compare all the concepts of each ontology to be aligned, hence not optimized in terms of time and search space utilization. A new indexing technique is proposed based on modular ontology. An efficient ontology alignment technique is proposed to solve the heterogeneity problem during the construction of modular ontology. Results are satisfactory as Precision and Recall are improved by (8%) and (10%) respectively. The value of Pearsons Correlation Coefficient for degree of similarity, time, search space requirement, precision and recall are close to 1 which shows that the results are significant. Further research can be carried out for using modular ontology based indexing technique for Multimedia Information Retrieval and Bio-Medical information retrieval.

    Abstract
    Informational cities are prototypical cities of the knowledge society. If they are informational world cities, they are new centers of power. According to Manuel Castells (1989), in those cities space of flows (flows of money, power, and information) tend to override space of places. Information and communication technology infrastructures, cognitive infrastructures (as groundwork of knowledge cities and creative cities), and city-level knowledge management are of great importance. Digital libraries provide access to the global explicit knowledge. The informational city consists of creative clusters and spaces for personal contacts to stimulate sharing of implicit information. In such cities, we can observe job polarization in favor of well-trained employees. The corporate structure of informational cities is made up of financial services, knowledge-intensive high-tech industrial enterprises, companies of the information economy, and further creative and knowledge-intensive service enterprises. Weak location factors are facilities for culture, recreational activities, and consumption. Political willingness to create an informational city and e-governance activities are crucial aspects for the development of such cities. This conceptual article frames indicators which are able to mark the degree of "informativeness" of a city. Finally, based upon findings of network economy, we try to explain why certain cities master the transition to informational cities and others (lagging to relative insignificance) do not. The article connects findings of information science and of urbanistics and urban planning.

    Abstract
    The segment of companies providing storage services and hardware for end users and small businesses has been growing in the past few years. Cloud storage, personal network-attached storage (NAS), and external hard drives are more affordable than ever before and one would think that backing up personal digital information is a straightforward process nowadays. Despite this, small group studies and corporate surveys show the opposite. In this paper we present the results from a quantitative and qualitative survey of 319 participants about how they back up their personal computers and restore personal information in case of computer failures. The results show that the majority of users do manual, selective, and noncontinuous backups, rely on a set of planned and unplanned backups (as a consequence of other activities), have inadequate knowledge about possible solutions and implications of using known solutions, and so on. The study also reveals that around a fifth of all computers are not backed up, and a quarter of most important files and a third of most important folders at the time of the survey could not be (fully) restored in the event of computer failure. Based on the results, several implications for practice and research are presented.
