    Abstract
    The working group to establish guidelines for subject access by national bibliographic agencies was set up in 2005 in order to analyse the question of subject access and propose key elements for an indexing policy for national bibliographies. The group's mandate is to put forward recommendations based on best practices for subject access to national bibliographies. The group is presently assessing the elements which should be included in an indexing policy and will present an initial version of its recommendations in 2008.

    Abstract
    Describes the ways in which the Russian national bibliography is being transformed as democratic reforms proceed in Russia. A new law 'On the legal deposit of documents' has been introduced which sets out the state's policy with regard to organizing deposit copies of documents on which the national bibliography is based. The range of documents subject to registration and recording is broadening and new principles for the selection of publications are being applied as decreed by the Federal law on legal deposit. The information search language has been changed from the politically subjective 'Common classification of literature for book publishing' (EKL) to UDC. These changes are helping to consolidate Russia's place in the world as a reliable producer and user of national bibliographical information, and are making possible the direct compatibility of its databases with those of other countries

    Abstract
    The enforcement of the Press and Registration of Books Act in 1876 was the beginning of bibliographic activities in British India. In independent Pakistan, UNESCO had been the moving spirit in bibliographic developments. The 1st issue of the Pakistan National Bibliography (PNB) for 1962 appeared in 1966; subsequent issues too, appeared with a time lag of 2 to 5 years. The PNB covers only 30% of the country's total production owing to evasion of deposit laws by publishers. Numerous weaknesses were observed in PNB 1992 and PNB 1993, the 2 issues chosen as a test case, for instance: no uniform policy is followed for cataloguing and transliteration; inadequacy of DDC for classification of books on Islam and other oriental topics; lack of uniformity in choice of subject headings; and absence of authority files. The arrangements of the bibliography and layout of entries needs improvement. Recommends the computerization of PNB

    Abstract
    In January 2010, the German National Library discontinued the print version of the national bibliography and replaced it with an online journal. This was the first step in a longer process of redefining the National Library's bibliographic services, leaving the field of traditional media - e. g. paper or CD-ROM databases - and focusing on publishing its data over the WWW. A new business model was set up - all web resources are now published in an extra bibliography series and the bibliographic data are freely available. Step by step the prices of the other bibliographic data will be also reduced. In the second stage of the project, the focus is on value-added services based on the National Library's catalogue. The main purpose is to introduce alerting services based on the user's search criteria offering different access methods such as RSS feeds, integration with e. g. Zotero, or export of the bibliographic data as a CSV or PDF file. Current standards of cataloguing remain a guide line to offer high-value end-user retrieval but they will be supplemented by automated indexing procedures to find & browse the growing number of documents. A transparent cataloguing policy and wellarranged selection menus are aimed.

    Abstract
    The 1991 IFLA programme given by the section on bibliography presented the theme that national bibliography becomes part of national memeory by recording the publications of the nation. Examines whether the widely distributed publications of popular culture are 'forgotten' by national bibliography. Considers the bibliographic control of newspapers, mass market publications and erotica in the US bibliographic control system. For the last 2 categories, searches selected titles in the OCLC database where many publications were found with wide distribution but recorded by few or no libraries. Popular culture materials should be recorded in national bibliographies to provide a more extended and historically accurate national memory

    Examines the response of the UK Library and Information Council (LINC) to the British Library's consultation paper on the future of the BNB. LINC supports the continuation of the national bibliography in printed form, but is concerned about large areas of the national imprint not covered by it, and suggest that expansion of cooperative data supply should be explored.     Abstract
    In 1977 the International Congress on National Bibliographies (ICNB) was convened in Paris to develop guidelines for a current national bibliography in printed format. At the IFLA New Dehli meetings the ICNB 1977 Recommendations were reviewed. A Second International Congress on National Bibliographies is being planned to establish guidelines to cover publication of the national bibliographies through new technologies, to discuss the feasibility of raising the minimum requirements in all formats for national bibliographies to better reflect what is published in a country, to investigate more effective methods of proper legal deposit and to investigate feasibiblity of drafting similar recommendations for retrospective national bibliographies.     The basic families of bibliography are distinguished, followed by an overview of the history of bibliography. Major works in the world of bibliography are cited in their contexts. The practices of assembling and searching bibliographical lists are summarized, and the last section, which focuses on physical bibliography, surveys the study of books as artifactual evidence.

    Abstract
    In this paper, the role of bibliography in the global learning society is examined. Through an analysis of issues characterizing modernity and globalization, an understanding of bibliography located in light of these issues. I argue that by considering bibliography as a document performing a particular communicative activity with a particular purpose and as a genre that both creates particular expectations as to how to use a bibliography and how to recognize a given bibliographical activity, bibliography as a form of knowledge organization may be able to deal with the effects of modernity on social and cultural communication. I conclude that these ways of understanding bibliographical activity may provide means as to how understand and situate the role of bibliography in the global learning society.
