    Abstract
    All librarians and libraries have information policies, and so do most people. The big issues, like censorship or intellectual property ownership and use, crowd our minds but the process of decision making is the same at every level and in every context, whether we are concerned with government secrets, advertising standards, or our children's reading and viewing habits. This book examines the issues from varying standpoints, including the human rights approach, the commercial approach, and the states-interest approach. These are all placed within the context of arguments about the public sphere. The working librarian has to be in a position to justify every stock purchase and information access decision, and in the strategies they follow to legitimate the library. The form and construction of arguments and the discussion of issues in this book will give librarians the context and arguments they need to identify and apply appropriate information policies and strategies. Key areas addressed in the book include: the information policy problem; policy sectors; information regimes; and, policies and strategies: models and cases. This book is essential reading for library students, researchers and policy makers as well as for all LIS practitioners wishing to widen their awareness of the important issues surrounding information policy.

All too often, however, students and scholars of information studies pass this foundation over, perhaps because of its fragmentation. Information organization theory has evolved in tandem with practice, and particularly through innumerable policy decisions: its central tenets, therefore, appear in prefaces to manuals and catalogues, in library bulletins, in standards and rule interpretations, and in professional and scholarly conference proceedings. Gathering this theory together is a formidable task, and Svenonius has already made a significant contribution through the two sourcebooks she has coedited: Foundations of Cataloging (1985), and Theory of Subject Analysis (1985). With The Intellectual Foundation of Information Organization, 'Svenonius goes a huge step further: she pulls the fragments of bibliographic control theory together and sets them within a holistic theoretical framework. The result is a significant contribution to LIS scholarship, one which evokes the best of all possible responses: dissatisfied cries for more. Svenonius divides her treatise into two parts containing five chapters each. The first part provides a theoretically-grounded articulation of the objectives, entities, languages and principles of information organization. The field, she argues, rests on three distinct philsophical traditions. Systems philosophy, as developed in library circles by Charles Cutter, gives a holistic and visionary dimension to bibliographic control: a tendency to see individual processes as part of a larger, coherent structure. The philosophy of science, typified in the field by Cyril Cleverdon in the 1950s, emphasizes the need to quantify and generalize, and to subject the tenets of information retrieval to empirical verification. Language philosophy introduces the concept of language rules, and argues that information organization is a "particular kind of language use" (p. 6): an approach which enables us to employ linguistic concepts of semantics, vocabulary and syntax to explain the processes of information organization. Having established this framework, Svenonius goes on to discuss the objectives of bibliographic retrieval systems. Deftly combining the seminal contributions of Cutter, Seymour Lubetzky, the Paris Principles of 1961, and the IFLA objectives of 1997, she produces five central objectives of bibliographic control: locating entitles (finding), identifying entitles (collocating), selecting them (choice), acquiring or gaining access to them (acquisition), and navigating a bibliographic database (navigation) (p. 20)". -

    Abstract
    The book provides around 15,000 readymade class numbers relating to Indian subjects and English language and literature. It has covered four Indic religions, namely Buddhism, Hinduism, Jainism and Sikhism. For each of these religions class numbers for around fifty subdivisions of each of the impotent South Asian Languages like Assamese, Bengali, English Gujarati, Hindi, Kannada, Malayalam, Marathi, Nepali, Oriya, Punjabi , Sanskrit Sindhi, Sinhalese, Tamil Telugu and Urdu have been provided. he numbers for other South Asian languages noticed in DDC have also been included. For literature of each of the aforementioned languages the class numbers for around 450 subdivisions have been provided. Around 750 class cumbers have been provided for English language and literature. More than 250 class numbers have been provided under the heading History including all the periods for such subjects as Architecture, Conservation of resources, Cultural contact, Economic development, Economic geography, Elections, Elementary educational, Fauna, Flora, Folk, dancing, Folk literature, Folk supply, General clubs, Geography Geology, Higher education, Journalism, Local public debt, Local taxes, Museums, Newspapers, Organizations, Painting and paintings Political situation, Postal organizations, Public administration, Public finance, Public policy on education, Revenue, Secondary education, Social problems/social welfare, Social welfare Problems and services, State taxes, Statistics, Strikes, and so on with more than 40 geographical subdivisions. In addition to this, more than a dozen class number have been provided for all the Indian states and union territories.     Abstract
    How Information Matters examines the ways a network of state and local governments and nonprofit organizations can enhance the capacity for successful policy change by public administrators. Hale examines drug courts, programs that typify the highly networked, collaborative environment of public administrators today. These "special dockets" implement justice but also drug treatment, case management, drug testing, and incentive programs for non-violent offenders in lieu of jail time. In a study that spans more than two decades, Hale shows ways organizations within the network act to champion, challenge, and support policy innovations over time. Her description of interactions between courts, administrative agencies, and national organizations highlight the evolution of collaborative governance in the state and local arena, with vignettes that share specific experiences across six states (Alabama, Florida, Georgia, Indiana, Missouri, and Tennessee) and ways that they acquired knowledge from the network to make decisions. How Information Matters offers valuable insight into successful ways for collaboration and capacity building. It will be of special interest to public administrators or policymakers who wish to identify ways to improve their own programs' performance.
