    Abstract
    The BAER Web Resources Group was charged in October 1999 with defining and describing the parameters of electronic resources that do not clearly belong to the categories being defined by the BAER Digital Group or the BAER Electronic Journals Group. After some difficulty identifying precisely which resources fell under the Group's charge, we finally named the following types of resources for our consideration: web sites, electronic texts, indexes, databases and abstracts, online reference resources, and networked and non-networked CD-ROMs. Electronic resources are a vast and growing collection that touch nearly every department within the Library. It is unrealistic to think one department can effectively administer all aspects of the collection. The Group then began to focus on the concern of bibliographic access to these varied resources, and to define parameters for handling or processing them within the Library. Some key elements became evident as the work progressed. * Selection process of resources to be acquired for the collection * Duplication of effort * Use of CORC * Resource Finder design * Maintenance of Resource Finder * CD-ROMs not networked * Communications * Voyager search limitations. An unexpected collaboration with the Web Development Committee on the Resource Finder helped to steer the Group to more detailed descriptions of bibliographic access. This collaboration included development of data elements for the Resource Finder database, and some discussions on Library staff processing of the resources. The Web Resources Group invited expert testimony to help the Group broaden its view to envision public use of the resources and discuss concerns related to technical services processing. The first testimony came from members of the Resource Finder Committee. Some background information on the Web Development Resource Finder Committee was shared. The second testimony was from librarians who select electronic texts. Three main themes were addressed: accessing CD-ROMs; the issue of including non-networked CD-ROMs in the Resource Finder; and, some special concerns about electronic texts. The third testimony came from librarians who select indexes and abstracts and also provide Reference services. Appendices to this report include minutes of the meetings with the experts (Appendix A), a list of proposed data elements to be used in the Resource Finder (Appendix B), and recommendations made to the Resource Finder Committee (Appendix C).     Abstract
    This paper deals with the problem of modeling Web information resources using expert knowledge and personalized user information for improved Web searching capabilities. We propose a "Web information space" model, which is composed of Web-based information resources (HTML/XML [Hypertext Markup Language/Extensible Markup Language] documents an the Web), expert advice repositories (domain-expert-specified metadata for information resources), and personalized information about users (captured as user profiles that indicate users' preferences about experts as well as users' knowledge about topics). Expert advice, the heart of the Web information space model, is specified using topics and relationships among topics (called metalinks), along the lines of the recently proposed topic maps. Topics and metalinks constitute metadata that describe the contents of the underlying HTML/XML Web resources. The metadata specification process is semiautomated, and it exploits XML DTDs (Document Type Definition) to allow domain-expert guided mapping of DTD elements to topics and metalinks. The expert advice is stored in an object-relational database management system (DBMS). To demonstrate the practicality and usability of the proposed Web information space model, we created a prototype expert advice repository of more than one million topics/metalinks for DBLP (Database and Logic Programming) Bibliography data set. We also present a query interface that provides sophisticated querying fa cilities for DBLP Bibliography resources using the expert advice repository.

    This bibliography contains selected cataloging tools an the Internet. It is divided into seven sections as follows: authority management and subject headings tools; cataloging tools by type of materials; dictionaries, encyclopedias, and place names; listservs and workshops; software and vendors; technical service professional organizations; and journals and newsletters. Resources are arranged in alphabetical order under each topic. Selected cataloging tools are annotated. There is some overlap since a given web site can cover many tools.

    Abstract
    The Architecture of Cyberspace is aimed at students taking information management as a minor in their course as well as those who manage document collections but who are not professional librarians. The first part of this book looks at how users find documents and the problems they have; the second part discusses how to manage the information space using various tools such as classification and controlled vocabularies. It also explores the general issues of publishing, including legal considerations, as well the main issues of creating and managing archives. Supported by exercises and discussion questions at the end of each chapter, the book includes some sample assignments suitable for use with students of this subject. A glossary is also provided to help readers understand the specialised vocabulary and the key concepts in the design and assessment of information spaces.

    Abstract
    Students' professional training often focuses on narrow technical considerations that exclude accessibility concerns and universal design perspectives. This can make them ill-equipped to understand the importance of accessibility approaches let alone become advocates for them. This article explores how students who design Web sites and work with computer end users in support capacities can be introduced to accessibility approaches and empowered to promote them in organizational contexts. The issues involved can also be used as springboards for examination of larger matters concerning universal design perspectives and humanistic approaches to management.

    Abstract
    Millions of computer users in the USA have a disability making it difficult to use the Web. The University of Wisconsin System recently required that all System Web pages meet Priority 1 accessibility guidelines as set by the World Wide Web Consortium's Web Accessibility Initiative (W3C/WAI). Class materials available in online learning management systems should also be accessible to students with disabilities. Four systems, Blackboard 4 and 5, Prometheus 3, and WebCT 3, were assessed against theW3C/WAI guidelines for a numerical statistic of accessibility. Practical accessibility was tested with Lynx, IBM Homepage Reader, and JAWS. Validation was performed with A-Prompt and the W3C/WAI checklist.

    Abstract
    In this article Web issue analysis is introduced as a new technique to investigate an issue as reflected on the Web. The issue chosen, integrated water resource management (IWRM), is a United Nations-initiated paradigm for managing water resources in an international context, particularly in developing nations. As with many international governmental initiatives, there is a considerable body of online information about it: 41.381 hypertext markup language (HTML) pages and 28.735 PDF documents mentioning the issue were downloaded. A page uniform resource locator (URL) and link analysis revealed the international and sectoral spread of IWRM. A noun and noun phrase occurrence analysis was used to identify the issues most commonly discussed, revealing some unexpected topics such as private sector and economic growth. Although the complexity of the methods required to produce meaningful statistics from the data is disadvantageous to easy interpretation, it was still possible to produce data that could be subject to a reasonably intuitive interpretation. Hence Web issue analysis is claimed to be a useful new technique for information science.
