    The Digital Object Identifier (DOI) has been developed by the academic technical and medical publishing sectors to enable the management of access rights to information published electronically.     Abstract
    Until the 1980s, the handling of documentary information in business was usually split up among 4 unrelated independent departments: the library; archives; secretarial services; and reproduction/printing. The introduction of new technology allows the integration of these operations into a single system; comprising subsystems for: production of internal documents; acquisition and storage of external documents; information retrieval; archive creation and maintenance; and circulation of information between departments, based on local computer networks. In reality, not many businesses are making use of technology available to set up such integrated systems because of the lack of common standards for equipment and software, which makes internal and external communication unreliable. This problem may be resolved in the near future, as a result of discussions now in progress at international level.

    Abstract
    The national library service SBN originated 12 years ago and now comprises 450 libraries in a joint computerised network, with some 2.500.000 entries in the joint catalogue. The Ministry of Culture, universities, local administration, and research and cultural instituions are all equal but independent partners, though as a publicly funded initiative the network is hamoered by bureaucracy. Current developments include retroconversion and the creation of specialist databases of manuscripts, grey literature and sound materials. At present the cataloguing function is successful, but interlibrary loan remains unsatisfactory

    Abstract
    Among the various European Community (EC) programmes designed to develop the market for information, Information Market Policy Action (IMPACT) is aimed particularly at professional information services that rely on data bases. The EEC hopes that this will bring about the creation of a true internal market of electronic information services. IMPACT activities in this context should improve market conditions and promote the use of modern information services. Other activities will support pilot projects which should eventually lead to the involvement of key sectors of the market.

    Abstract
    Users of international libraries, such as the UN library in Geneva, are themselves highly skilled in using electronic information sources and expect to have access to the most up to date equipment. The librarian/user relationship is thus cooperative, with the user often more expert in using new tools than the librarian. There is no formal network of international libraries, which stand outside overall information policies, though libraries such as those of the UN coordinate standards and activities. The role of the librarian in this context, as exemplified by the Genova library, embraces 3 functions: producer (creation of databases and bibliographies eg those of the Department of Human Rights); trainer (continuing education for both colleagues and users); and mediator (making information and documentation available to the public eg CD-ROM and video publications of archive material celebrating the UN's 50th anniversary). With increasing use of the Internet and the personalisation of information, the library is becoming more like a cafe, offering an information space for individualistic users

    Abstract
    A discussion of the problems of creating a natural language list of descriptors for indexing general collections, based on the experience with French terminology by a Swiss library network. The basic principle which emerged from discussion of the candidate terms proposed by subject specialists for adoption by the working group was the necessity for accepting the inevitability of compromise (the requirements of one particular collection do not necessarily apply in other contexts). Ultimately subject headings are only an approximation of the concepts to which they refer the end purpose is essentially practical - assessing documents, not defining reality
