- Abstract
- Library managers are often concerned to assess the most cost effective means of access to bibliographic data. Considers comparative prices for bibliographic data on CD-ROM and in print form. In many instances, CD-ROM offers added value and easier access to data, but the relative cost is important. Library managers need not only to compare prices but to consider cost effectiveness. Differences between the nature of bibliographic data on CD-ROM and in a printed bibliography or in abstracting and indexing service, and the relative complexities of pricing structures for bibliographic data in both CD-ROM and printed form, where both hinder comparisons. Varying policies on network pricing are an added complication when assessing CD-ROM service. Concludes that some standardization of aspects of the licensing arrangements would be welcome

- Abstract
- The new technologies that are now in development will destroy copyright as it is currently known. Once it is simple to send articles in image form anywhere on the network to one or many colleagues, people will begin doing it. No amount of ligitation or intimidation will stop the practice, since it facilitates the use of information in a productive way. In addition, much that is now published by publishers will be published by the author on the various networks that will be available to him. Publishers must begin now to plan for a complete economic restructuring of the information economy

- Examines 2 European Commission projects starting in Dec 95 aimed at managing access and protection for intellectual property. The Intellectual Multimedia Property Rights Model and Terminology for Universal References (IMPRIMATUR) project involves 16 partners with a network server in Italy. The Coordinating Project for Electronic Authors' Right Management Systems (COPEARMS) aims to develop the copyright in Transmitted Electronic Documents (CITED) work. Two other projects are also described: Copyright Ownership Protection in Computer Assisted Training (COPICAT) and MultiMedia Education System for Librarians Introducing Remote Interactive Processing of Electronic Documents (MURIEL)

- Abstract
- The aim of the ELISE project (Electronic Library Image Service for Europe) is to investigate the feasibility of providing an electronic image delivery to European member states via international networks, by developing a prototype system. The prototype will provide access to images via a detailed textual record incorporating fully indexed and searchable fields. Images are identified by fields in the database which contain pointers to locate the files. The database and imagebank can therefore be stored in different locations. Image quality provided by the system is established as a compromise between storage requirements, network speed, image decompression speed and what the copyright owner will be happy to provide. Small thumbnail images are used to provide a visual browsing facility

- Abstract
- One year after the World Interllectual Property Organization conference in Geneva, the European Commission has recognized its proposal for the directive on the harmonisation of certain aspects of authors' and related rights in the information society. The text is a keystone of european legislation in the area of intellectual property and gives the first complete definition of the 2 major components of the authors' rights, the right of reproduction and the right of communication to the public, and endeavors to adapt these to the new electronic environment. This definition has consequences for owners as well for users. It governs the future methods of utilization of works on the network and designates the strength of relations among the different participants in the information society
