    Abstract
A national multi-gigabyte-per-second research and education network known as the NREN is to be established by 1996, according to the High Performance Computing Act of 1991 passed in Dec 1991. NREN, referred to as the information highway is expected to provide scientific, educational, and economic benefits for the US, and to serve as the basis for an all-encompassing National Information Infrastructure available to all citizens. An annotated bibliography presenting a representation of the literature that provides a history of the NREN as well as a sense of the evolving concerns and visions of this exciting revolution of the Information Age. Includes items that offer general and specific background information, and visions, viewpoints, and issues related to the NREN

    Abstract
Investigates evolving notions and expressions of community and networks, in the context of educational culture which is engaged in the process of discovering the opportunities and challenges presented by communications and information technologies. Parallel to this is the task of identifying key elements or threads that might be common to a wide diversity of educational electronic communities

    Abstract
Education is a culturally and politically branded domain of knowledge and practice, and education specialists have traditionally remained somewhat isolated, communicating mainly on the general level of "basic educational principles." The expansion of the World Wide Web could change this situation; there exist on the Web a substantial number of education-related resources which have become accessible to international audiences. In this paper, the authors look at how these resources are organized with a view to answering two questions: (1) In a context of global exchanges, are education-related resources available on the Web organized in such a way as to maximize efficiency of identification and retrieval? (2) In virtual libraries with specialized collections on education, do categorization schemes and terminology reflect anything other than local perspectives and systems?

Presents a vision of how the National Information Infrastructure in the USA might be used in education and lifelong learning, and follows this with a description of the current uses of telecommunications in education and the workplace. Presents a number of short and long term goals for schools, libraries, workplaces and other learning environments and then poses questions on the subject of how the US Government's policy might enable the private sector to make the capital investment needed to bring these goals about

Describes the US project called the National Research and Education Network (NREN) and the corresponding Canadian project called the Canadian Network for the Advancement of Research, Industry, and Education / Réseau national de communications à grande vitesse (CANARIE). By exploiting the services and capabilities in existing and future networks, libraries are able to remain key partners active in research and education. The provision of new services, however, has required the investment of scarce resources

    Abstract
The WWW provides new opportunities for distance education over the Internet. The Web, when combined with other network tools, can be used to create a virtual classroom to bring together a community of learners for interactive education. The Cornell Theory Center, a national centre for high performance computing, is investigating the use of emerging network technologies for training computational scientists and researchers in the concepts of parallel computing. The effort is being built on electronic educational material already on the Web and will evaluate the effectivness of various collaborative tools

    Abstract
For higher education, new technology opens up the possibility of online access to international information networks comprising the totality of human knowledge. Developing countries however risk becoming marginalized because they have no culture of cooperation. The Colombian Institute for the Development of Higher Education, ICFES, has been instrumental in developing the National Science and Technology Information Network, linked in 1993 to the National Higher Education System. The next step is to create a common communications infrastructure for all national systems, based on Internet protocols, so that all information units can link into the resources of the virtual library

    Abstract
There is a need for a different approach to hogher education than the traditional means and the emerging capabilities of technology might meet that need. Computer and communications technology have each developed in recent years to offer individual tools that have potential for improving the quality of education. Togerther, these tools generate a synergy that has even more potential. Messages easily composed and transmitted can obviate face-to-face meetings in faculty offices. Experts from afar can be drawn into virtual classrooms to stimulate deeper learning from extended interaction. Performance assessments can be collaborative and provided frequently to improve performance. Cross-cultural experiences can be shared in real or simulated encounters with foreign colleagues

    Abstract
In library schools, aspects of the Internet and of electronic publishing and electronic document delivery are dealt with in varying degrees and in relation to various library tasks. With an emphasis upon activities in Germany, categorizes instructions units (Course units and continuing education events) for preparing students to use new technologies and networked information sources. Discusses the relevancy of such instructional units for content, method of instruction, practicality and level and integration within training programmes and/or the post-graduate learning experience

    Abstract
Outlines the plans of the new UK Labour Government for information and communications technology in education. Use of multimedia in schools is essential. We need to promote self-starting lifelong learners and help to overcome lack of teacher confidence. The Government is proposing to create a National Grid for Learning, and Internet based resource available to the whole education community. Its initial aim is to help improve teachers' confidence and is exploring ways to help in choosing software

    Abstract
Considers the Internet as a means of reinvigorating education and libraries a key factor in which is distinguishing between the technological content of the Internet and its setting in a particular context, such as information literacy. In addition, a number of other important issues must be addressed including: the changing role of the Internet in the classroom, library and workplace; economic and geographic barriers to access; implications of different privatization approaches; impact of the Internet on professional school curricula; and the need for better user interfaces. Educators and librarians must ensure that the volving National Information Infrastructure (NII) reflects their needs and concerns by gaining cooperation from the public and private sectors. The result may be an education revolution in which teachers and librarians help students develop the skills necessary to succeed in an information intensive economy

    Abstract
The WWW has become the most visible application of the Internet. In this article the authors provide background on hypermedia in general and review the emerging and still fragmentary literature related to WWW home page design. hrough the construction of a rating system, the authors measure the relative quality of a particular genre of home pages (those of higher education libraries) in terms of design and organization. The decision to study higher education library home pages was based on a variety of reasons, not the least of which is libarians's claimed expertise in the organization of information. If this is to be one of their strengths as they vie for leadership among the information professionals of the 21st century, one might expect that such a widely visible product of librarians' work would epitomize skillful packaging and presentation of information
