    Abstract
    We present an approach for detecting multiword phrases in mathematical text corpora. The method used is based on characteristic features of mathematical terminology. It makes use of a software tool named Lingo which allows to identify words by means of previously defined dictionaries for specific word classes as adjectives, personal names or nouns. The detection of multiword groups is done algorithmically. Possible advantages of the method for indexing and information retrieval and conclusions for applying dictionary-based methods of automatic indexing instead of stemming procedures are discussed.

    Abstract
    More and more users index everything on their own in the web 2.0. There are services for links, videos, pictures, books, encyclopaedic articles and scientific articles. All these services are library independent. But must that really be? Can't libraries help with their experience and tools to make user indexing better? On the experience of a project from German language Wikipedia together with the German person authority files (Personen Namen Datei - PND) located at German National Library (Deutsche Nationalbibliothek) I would like to show what is possible. How users can and will use the authority files, if we let them. We will take a look how the project worked and what we can learn for future projects. Conclusions - Authority files can have a role in the web 2.0 - there must be an open interface/ service for retrieval - everything that is indexed on the net with authority files can be easy integrated in a federated search - O'Reilly: You have to found ways that your data get more important that more it will be used

    Abstract
    Many real-world domains can be represented as large node-link graphs: backbone Internet routers connect with 70,000 other hosts, mid-sized Web servers handle between 20,000 and 200,000 hyperlinked documents, and dictionaries contain millions of words defined in terms of each other. Computational manipulation of such large graphs is common, but previous tools for graph visualization have been limited to datasets of a few thousand nodes. Visual depictions of graphs and networks are external representations that exploit human visual processing to reduce the cognitive load of many tasks that require understanding of global or local structure. We assert that the two key advantages of computer-based systems for information visualization over traditional paper-based visual exposition are interactivity and scalability. We also argue that designing visualization software by taking the characteristics of a target user's task domain into account leads to systems that are more effective and scale to larger datasets than previous work. This thesis contains a detailed analysis of three specialized systems for the interactive exploration of large graphs, relating the intended tasks to the spatial layout and visual encoding choices. We present two novel algorithms for specialized layout and drawing that use quite different visual metaphors. The H3 system for visualizing the hyperlink structures of web sites scales to datasets of over 100,000 nodes by using a carefully chosen spanning tree as the layout backbone, 3D hyperbolic geometry for a Focus+Context view, and provides a fluid interactive experience through guaranteed frame rate drawing. The Constellation system features a highly specialized 2D layout intended to spatially encode domain-specific information for computational linguists checking the plausibility of a large semantic network created from dictionaries. The Planet Multicast system for displaying the tunnel topology of the Internet's multicast backbone provides a literal 3D geographic layout of arcs on a globe to help MBone maintainers find misconfigured long-distance tunnels. Each of these three systems provides a very different view of the graph structure, and we evaluate their efficacy for the intended task. We generalize these findings in our analysis of the importance of interactivity and specialization for graph visualization systems that are effective and scalable.

    Abstract
    Human language is both rich and ambiguous. When we hear or read words, we resolve meanings to mental representations, for example recognizing and linking names to the intended persons, locations or organizations. Bridging words and meaning - from turning search queries into relevant results to suggesting targeted keywords for advertisers - is also Google's core competency, and important for many other tasks in information retrieval and natural language processing. We are happy to release a resource, spanning 7,560,141 concepts and 175,100,788 unique text strings, that we hope will help everyone working in these areas. How do we represent concepts? Our approach piggybacks on the unique titles of entries from an encyclopedia, which are mostly proper and common noun phrases. We consider each individual Wikipedia article as representing a concept (an entity or an idea), identified by its URL. Text strings that refer to concepts were collected using the publicly available hypertext of anchors (the text you click on in a web link) that point to each Wikipedia page, thus drawing on the vast link structure of the web. For every English article we harvested the strings associated with its incoming hyperlinks from the rest of Wikipedia, the greater web, and also anchors of parallel, non-English Wikipedia pages. Our dictionaries are cross-lingual, and any concept deemed too fine can be broadened to a desired level of generality using Wikipedia's groupings of articles into hierarchical categories. The data set contains triples, each consisting of (i) text, a short, raw natural language string; (ii) url, a related concept, represented by an English Wikipedia article's canonical location; and (iii) count, an integer indicating the number of times text has been observed connected with the concept's url. Our database thus includes weights that measure degrees of association. For example, the top two entries for football indicate that it is an ambiguous term, which is almost twice as likely to refer to what we in the US call soccer. Vgl. auch: Spitkovsky, V.I., A.X.     Abstract
    The concept for the German Digital Libraries Program is imbedded in the Information Infrastructure Program of the German Federal Government for the years 1996-2000 which has been explicated in the Program Paper entitled "Information as Raw Material for Innovation".3 The Program Paper was published 1996 by the Federal Ministry for Education, Research, and Technology. The actual grants program "Global Info" was initiated by the Information and Communication Commission of the Joint Learned Societies to further technological advancement in enabling all researchers in Germany direct access to literature, research results, and other relevant information. This Commission was founded by four of the learned societies in 1995, and it has sponsored a series of workshops to increase awareness of leading edge technology and innovations in accessing electronic information sources. Now, nine of the leading research-level learned societies -- often those with umbrella responsibilities for other learned societies in their field -- are members of the Information and Communication Commission and represent the mathematicians, physicists, computer scientists, chemists, educational researchers, sociologists, psychologists, biologists and information technologists in the German Association of Engineers. (The German professional librarian societies are not members, as such, of this Commission, but are represented through delegates from libraries in the learned societies and in the future, hopefully, also by the German Association of Documentalists or through the cooperation between the documentalist and librarian professional societies.) The Federal Ministry earmarked 60 Million German Marks for projects within the framework of the German Digital Libraries Program in two phases over the next six years. The scope for the German Digital Libraries Program was announced in a press release in April 1997,4 and the first call for preliminary projects and expressions of interest in participation ended in July 1997. The Consortium members were suggested by the Information and Communication Commission of the Learned Societies (IuK Kommission), by key scientific research funding agencies in the German government, and by the publishers themselves. The first official meeting of the participants took place on December 1, 1997, at the Deutsche Bibliothek, located in the renowned center of German book trade, Frankfurt, thus documenting the active role and participation of libraries and publishers. In contrast to the Digital Libraries Project of the National Science Foundation in the United States, the German Digital Libraries project is based on furthering cooperation with universities, scientific publishing houses (including various international publishers), book dealers, and special subject information centers, as well as academic and research libraries. The goals of the German Digital Libraries Project are to achieve: 1) efficient access to world wide information; 2) directly from the scientist's desktop; 3) while providing the organization for and stimulating fundamental structural changes in the information and communication process of the scientific community.

    Abstract
    This paper argues for making a paradigm shift in publishing and using biographical dictionaries on the web, based on Linked Data. The idea is to provide the user with enhanced reading experience of biographies by enriching contents with data linking and reasoning. In addition, versatile tooling for 1) biographical research of individual persons as well as for 2) prosopographical research on groups of people are provided. To demonstrate and evaluate the new possibilities,we present the semantic portal "BiographySampo - Finnish Biographies on theSemantic Web". The system is based on a knowledge graph extracted automatically from a collection of 13.100 textual biographies, enriched with data linking to 16 external data sources, and by harvesting external collection data from libraries, museums, and archives.     Traditional print reference guides often have two methods of finding information: an order (alphabetical for dictionaries and encyclopedias, by subject hierarchy in the case of thesauri) and indices (ordered lists, with a more complete listing of words and concepts, which refers back to original content from the main body of the book). A user of such traditional print reference guides who is looking for information will either browse through the ordered information in the main body of the reference book, or scan through the indices to find what is necessary. The advent of the computer allows for much more rapid electronic searches of the same information, and for multiple layers of indices. Users can either search through information by entering a keyword, or users can browse through the information through an outline index, which represents the information contained in the main body of the data. There are two traditional user interfaces for such applications. First, the user may type text into a search field and in response, a list of results is returned to the user. The user then selects a returned entry and may page through the resulting information. Alternatively, the user may choose from a list of words from an index. For example, software thesaurus applications, in which a user attempts to find synonyms, antonyms, homonyms, etc. for a selected word, are usually implemented using the conventional search and presentation techniques discussed above. The presentation of results only allows for a one-dimensional order of data at any one time. In addition, only a limited number of results can be shown at once, and selecting a result inevitably leads to another page-if the result is not satisfactory, the users must search again. Finally, it is difficult to present information about the manner in which the search results are related, or to present quantitative information about the results without causing confusion. Therefore, there exists a need for a multidimensional graphical display of information, in particular with respect to information relating to the meaning of words and their relationships to other words. There further exists a need to present large amounts of information in a way that can be manipulated by the user, without the user losing his place. And there exists a need for more fluid, intuitive and powerful thesaurus functionality that invites the exploration of language.

    Abstract
    This paper presents a couple of extensions to a basic Markov Model tagger (called TreeTagger) which improve its accuracy when trained on small corpora. The basic tagger was originally developed for English Schmid, 1994. The extensions together reduced error rates on a German test corpus by more than a third.
