    Abstract
    Catalogers have become interdependent in their pursuit to provide bibliographic control and access. This interdependency has brought with it the need for greater agreement in applying common cataloging policies and rules. The expanded application of AACR2 (Anglo-American Cataloguing Rules) is fostering greater uniformity in the provision of bibliographic description and access. The rules have been translated into numerous languages and used in European, Middle Eastern, and Latin American countries. Cataloging committees and individual libraries in Europe and South Africa have expressed strong interest in adopting, adapting, or aligning with AACR2. PCC (Program for Cooperative Cataloguing) is one of the most successful cooperative cataloging efforts and has a considerable international component, which encourages the use of AACR, LCSH (Library of Congress Subject Headings), and MARC. AACR2 is successful on an international level because it is based in internationally developed standards, including ISBDs and the Paris Principles. ISBDs (International Standard Bibliographic Description) and the Functional Requirements for Bibliographic Records are examples of the contributions that IFLA (International Federation of Library Associations and Institutions) has made to the internationalization of cataloging. IFLA sponsored the international conference that resulted in the Paris Principles as well as subsequent projects to craft international policy in relation to uniform headings for persons, corporate bodies, and titles.

    Abstract
    We examined how data provenance and additional information of element values including nomens, and administrative information on the metadata should be modeled and represented in the Resource Description Framework (RDF) for linked data of library catalogs. First, we classified such information types into categories and organized the combination with recording-units, i.e., a description statement or description set. Next, we listed the appropriate RDF representation patterns for each recording-unit. Then, we reviewed the methods to examine such information in Resource Description and Access (RDA) in RDF, BIBFRAME, and Wikidata, and pointed out the issues involved in them.

    Abstract
    Before speaking about authority control in a multilingual environment, it is necessary to describe briefly the context in which this control is carried out. The electronic catalogue of the Russian State Library (RSL) contains more than 3 million records. Cataloguing with the use of the Aleph software and ??RC 21 has been carried out for this database since 2003. Other bibliographic records included in the electronic catalogue are received as a result of converting (1) bibliographic records from card catalogues, and (2) the bibliographic records created by RSL and other organizations with the use of other software and other formats. Up to 2003 the electronic catalogue included only records in Russian and in European languages. In 2003 we started cataloguing books and serials in the languages of the peoples of the Russian Federation and former union republics of the USSR. This year we are preparing for the description of documents in oriental languages. This "motley world" demands ordering and normalization of access points. Until 2003, two authority files were maintained in the RSL: the foreign and international organizations file and a file of "authors of special categories." Authority records were created in a format based on USMARC. In 2003 the authority control group was reorganized and its function widened. Now we are supposed to carry out the authority control of headings (controlled access points) in new bibliographic records by formation of authority records for these categories: - Names of persons, creators or objects of the work translated to Russian from other languages when in the document there is an original form of the name - Names of persons in which the forms of the names on the document differ from the form established for the system of catalogues at RSL - Such names of persons, as "authors of special categories" - Names of corporate bodies, Russian, foreign or international (creators or objects of the work), occurring in the system for the first time - Names of the corporate bodies, Russian, foreign or international reflected in authority records (machine-readable and traditional) if the form of the name on the document differs from the form established for the system of catalogues at RSL - The uniform titles of the Bible and its parts, anonymous classical works

    Abstract
    To investigate which authority data elements are recorded by libraries in the Chinese character cultural sphere (e.g., Japan, Mainland China, Hong Kong, Taiwan, South Korea, and Vietnam), data elements recorded by each library were examined and compared to authority data elements defined in the standard Resource Description and Access (RDA) design. Recommendations were then made to libraries within this cultural sphere to improve and internationally standardize their authority data. In addition, suggestions are provided to modify RDA in an effort to increase compatibility with authority data in the Chinese character cultural sphere.

    Abstract
    Some international libraries are still using the Anglo-American Cataloging Rules, 2nd edition revised, for cataloging even though the Library of Congress and other large libraries have retired it in favor of Resource Description and Access. One of these libraries is the National Library of Greece, which consults the Library of Congress database before establishing authorities. There are cultural differences in names and subjects between the Library of Congress and the National Library, but some National Library terms may be more appropriate for users than the Library of Congress-established forms.

    Abstract
    This paper discusses the basics of creating name authority records for Arabic personal names in accordance with Resource Description and Access instructions and Program for Cooperative Cataloging guidelines. A background into the use of romanization for non-Latin scripts in bibliographic and authority records is provided to establish the context. Issues with romanization that are particular to Arabic are addressed. Separate sections on modern and classical names provide an overview of the major challenges, and strategies to enhance discovery are outlined. The paper concludes with an examination of the possible benefits of identity management and other changes in the authority control landscape for names in non-Latin script.

    Abstract
    International efforts to provide authority control include the work of IFLA, the AUTHOR Project funded by the European Commission, and related work conducted under the auspices of the ICA/CDS. IFLA developed the guidelines Form and Structure of Corporate Headings, documented the formulation of names along the lines of national origin in its publication Names of Persons, and published Guidelines for Authority and Reference Entries. Attention has shifted from a single authority record for each entity that would be shared internationally through the exchange of records to linking parallel authority records for the same entity. The access control of the future will account for difference in cataloging rules, transliteration standards, and cultural differences within the same language as well as for the need for different languages and scripts and will enable users to display the script and form of a heading that they expect. Project AUTHOR is a shared set of resource national authority files that used selections from the authority files of France, the United Kingdom, Spain, Portugal, and Belgium. The prototype tested an adaptation of Z39.50 server software for authority records and displays for user interface. An international standard for authority control records has been developed for corporate bodies, persons, and families. Through joint meetings efforts have been synchronized to develop authority control at the international level.

    Abstract
    The concept of authorship is central to how libraries organize their collections. But libraries do not only collect resources created by individuals, they also collect documents issued by organizations. Library catalogers use the concept of a "corporate body" to treat organizations as authors for the purpose of making their documents discoverable to users. This essay looks at the key features of establishing authorized access points (AAPs) and applying authority control for corporate bodies. It examines how practices with regard to corporate bodies have changed over time and considers the changes catalogers might expect to see in the future.

    Abstract
    Übergangsregeln für die Gemeinsame Normdatei (GND) sind ab sofort auf den Webseiten der Deutschen Nationalbibliothek abrufbar. Im gemeinsam mit allen Bibliotheksverbünden in Deutschland und Österreich sowie der Zeitschriftendatenbank (ZDB) durchgeführten Projekt werden die zurzeit getrennt gehaltenen überregionalen Normdateien und die Einheitssachtitel-Datei des Deutschen Musikarchivs zusammengeführt. Die nun vorgelegten Regeln für Personen, Kongresse, Körperschaften, Geografika, Werke, Schriftdenkmäler und Werke der Musik sowie Regelungen zu RSWK-spezifischen und allgemeinen Sachverhalten wurden in Abstimmung mit den Expertengruppen des Standardisierungsausschusses erarbeitet und von diesem in seiner letzten Sitzung im Oktober 2011 einstimmig angenommen. Darüber hinaus wurden die Übergangsregeln mit den bereits vorliegenden Regelungen des neuen internationalen Regelwerks Resource Description and Access (RDA) abgeglichen. Nach knapp zwei Jahren Projektlaufzeit wird die Gemeinsame Normdatei am 19. April 2012 ausgeliefert. Sie löst die bisherigen Normdateien Personennamendatei (PND), Schlagwortnormdatei (SWD) und Ge- meinsame Körperschaftsdatei (GKD) ab. Durch die Zusammenführung der bislang getrennten Normdateien wurde es notwendig, Übergangsregeln für die Gemeinsame Normdatei zu erstellen. Die auf der Grundlage der bestehenden Regelwerke RAK-WB, RAK-Musik und RSWK entwickelten Übergangsregeln betreffen vor allem Festlegungen für Sachverhalte, die in den genannten Regelwerken unterschiedlich behandelt werden.     Abstract
    The paper provides an illustration of the benefits of subject authority control improving multilingual subject access in NEBIS - Netzwerk von Bibliotheken und Informationsstellen in der Schweiz. This example of good practice focuses on some important aspects of classification and indexing. NEBIS subject authorities comprise a classification scheme and multilingual subject descriptor system. A bibliographic system supported by subject authority control empowers libraries as it enables them to expand and adjust vocabulary and link subjects to suit their specific audience. Most importantly it allows the management of different subject vocabularies in numerous languages. In addition, such an enriched subject index creates re-usable and shareable source of subject statements that has value in the wider context of information exchange. The illustrations and supporting arguments are based on indexing practice, subject authority control and use of classification in ETH-Bibliothek, which is the largest library within the NEBIS network.
