    Abstract
    The disintermediation that will inevitably result from the increased electronic publication of specialized scholarly information affords an excellent opportunity for one of the traditional intermediaries (e.g., libraries, publishers) to assume responsibilities previously held by other intermediaries. Members of the academy should use this opportunity to take back the responsibility for a significant portion of the specialized scholarly publishing that has, in the traditional environment, been placed in the hands of external publishers. The most imposing impediment to such a reappropriation by the academy derives from the inability of institutions to cooperate with each other. If new attitudes could be created within the academy to circumvent that obstruction, then an academy-based process of scholarly information exchange would finally be feasible. One effective model for such a new form of scholarly publishing would be to establish separate domains, or designated channels, for individual disciplines.

    Abstract
    Developments in information technology have led to changes in the mode of delivery of library services, and in the perceptions of the role of librarians in the information-seeking context. In particular, the proliferation of electronic resources has led to the emergence of new service paradigms and new roles for librarians. The Gateway Library at Penn State University (PSU) is an electronic library in transition, with new technology-based services evolving to address the ever growing and changing needs of the academic community.     Abstract
    Selecting electronic resources requires both a policy statement to guide collection development and management and procedures to manage the process of selecting and handling these resources. Both policy and procedures must be crafted in response to local priorities, resources, limitations, and organizational structure. This paper examines issues that should be addressed when developing local procedures. Particular emphasis is given to preparing a mechanism to guide selection. One possible model - a decision-making matrix to guide selection between various media and modes of information delivery - is explored.

    With the establishment of the WWW as a standard information tool in academic libraries, there is a greater demand for research assistance than ever before. Reference questions involve more teaching time given the number of interfaces clients confront as they navigate the book catalogue, electronic databases, and the WWW. Librarians require expert knowledge of multiple search strategies as well as the ability to teach others how to apply them effectively.     Abstract
    This paper highlights some of the significant findings from author's PhD: "Factors affecting the end-use of electronic databases in public libraries." Public libraries have a wide range of different types of users who, unlike academic or special library users, are not necessarily information-trained (see Coles, 1998). Whereas the academic, special library user may have specific information needs that can be met by electronic sources, public library users do not necessarily have such specific information needs that can easily be identified and met. Most user surveys have tended to concentrate on the searching and retrieval aspect of information seeking behaviour, whereas this study's user survey focused more on how people perceived and related to Information and Communication Technologies (ICTs). It was not how people searched a particular electronic source, in this case CD-ROM, that was of prime interest but rather whether or not people actually used them at all and the reasons why people did or did not use electronic media. There were several reasons the study looked at CD-ROM specifically. Firstly, CD-ROM is a well established technology, most people should be familiar with CD-ROM/multimedia. Secondly, CD-ROM was, at the start of the study, the only open access electronic media widely available in public libraries. As well as examining why public library users chose to use electronic sources, the paper looks at the types of CD-ROM databases used both in the library and in general Also examined are what sort of searches users carried out. Where appropriate some of the problems inherent in studying end-users in public libraries and the difficulty in getting reliable data, are discussed. Several methods were used to collect the data. I wished to avoid limiting research to a small sample of library sites, the aim was to be as broad in scope as possible. There were two main groups of people 1 wished to look at: non-users as well as CD-ROM users

    Abstract
    The Brandeis University main library, Waltham, MA, reference service scored highly on the Wisconsin-Ohio Reference Evaluation Programme (WOREP). Reports on a site visit to Brandeis carried out in 1996 to determine how its reference library performance differs from the perfromance of the typical academic reference deparrtment in the areas covered by the WOREP data. Findings indicate that intensive use of electronic resources, a good reference collection, good architecture, administrative support and adequate time provided by the consultation model contributed to service quality

    Reports a survey of all academic members of the Association of Research Libraries in the 4th quarter of 1997 which examined how academic libraries incorporate electronic information sources into their reference activities and the effects on libraries services. There was a response rate of 68 per cent, Compares results surveys carried out in 1991 and 1994. The survey covered: numbers of computers access options (intermediary, end user online, CD-ROM locally loaded databases or those accessible through the library catalogue and the Internet.     Abstract
    NewsAgent for Libraries is one of the projects funded by the eLib programme in the UK. Following a brief historical account of the original ideas behind the project, describes the main stages in developing the project: which aims to create a user configurable electronic news and current awareness service for library and information professionals with a mixture of content streams, including metadata. Users' interests are specified by profiles which are then matched with incoming records so that users are alerted by electronic mail of items of potential interest. Examples of creating profiles and of some of the 'input feeds' in the project are given as well as an example of the use of the Dublic Core metadata format for describing resources covered in NewsAgent
