    Abstract
    Efficiency and effectiveness of technical services units are difficult to measure, analyze, and compare, partly because operations are complex and vary substantially from one library to another. Cost studies have been widely conducted as a means of measuring the cost efficiency of specific technical services tasks. Since data on costs are not necessarily comparable among institutions, other quantifiable measures of efficiency and effectiveness would enhance managerial decision-making. This article reports the analysis of data compiled from a survey of twenty-six academic libraries. It seeks to supplement the findings of cost studies by providing measures of efficiency and effectiveness for cataloging departments based on reported productivity, number of staff, task distribution, and quality measures such as backlogs, authority control, and database maintenance. Benchmark productivity levels for six libraries with best practices are identified.

    Abstract
    This paper looks at one approach to controlling costs when seeking cataloging copy. A small task group in the University of Minnesota Libraries Technical Services Department conducted a study to devise the most cost-effective strategy for searching for and importing bibliographic copy, by compiling costs and benefits of importing records from the OCLC Online Computer Library Center database, the Research Libraries Group Union Catalog (RLIN), and the Library of Congress (LC) catalog. Results of the study indicated that, although the LC database is smaller than the other two utilities, a sufficient portion of needed records were available from LC to more than offset the cost of re-searching in the other databases for records not found. In addition, due to differences in pricing structure, searching RLIN second was found to be more cost effective than going next to OCLC, even though a slightly larger proportion of items were found in OCLC than RLIN. This study may prove useful either as a research method or in terms of its findings for other libraries wishing to compare sources of cataloging copy.

    Abstract
    In June 2009, the Association for Library Collections and Technical Services Heads of Technical Services in Large Research Libraries Interest Group established the Task Force on Cost/Value Assessment of Bibliographic Control to address recommendation 5.1.1.1 of On the Record: Report of the Library of Congress Working Group on the Future of Bibliographic Control, which focused on developing measures for costs, benefits, and value of bibliographic control. This paper outlines results of that task force's efforts to develop and articulate metrics for evaluating the cost and value of cataloging activities specifically, and offers some next steps that the community could take to further the profession's collective understanding of the costs and values associated with bibliographic control.

    Article adapted from a paper presented at a workshop on CD-ROM issues: CD-ROM challenges and opprotunities: issues of concern to librarians; sponsored by the Section of Social Science Libraries, 59th IFLA Council and General Conference, Barcelona, Spain, 22-28 Aug 93. Discusses service, cost and technology implications of investments in CD-ROM databases in research libraries and concludes that CD-ROM databases should be considered an integral part of the libraries' services, next to OPACs, and therefore they should be subject to the same critical evaluation as other services. Preliminary remarks about evaluation of online and CD-ROM services, regarding quality and availability, are followed by a discussion of costs which, although not seeming prohibitive at first, may grow as the library encounters difficult technological problems in its CD-ROM development
