- Existing subject headings lists and classification schemes are inadequate to deal with the very specific and rapidly developing subjects of theses and dissertations, and as a result libraries find it costly and time consuming to perform original and full cataloguing of these materials. Many libraries have been forced to improvise on descriptive and subject cataloguing to reduce the processing cost.
