    Abstract
    Although the rules for descriptive cataloging have been recodified twice in the past twenty years, there never has been any kind of comprehensive theoretical code for subject headings, despite some suggestions for a code over the years. This essay explains the need for a code, provides historical background, and presents some broad proposals as to the philosophy, structure, and form of the code and what the code should cover. Included is the relation between the proposed code and the Library of Congress' 1984 Subject Cataloging Manual.

    Libraries using the LCSH can increase the effectiveness of their subject access. This can be accomplished through one of four methods for applying an increased number of headings: the addition of subject headings in situations where none have been supplied by LC; the use of pattern secondary headings; the use of major + minor techniques; and the use of minor + major techniques.     The number of subject headings for any individual bibliographic record is discussed. Four policy proposals are presented: how many different persons, places, and organisations should be used; how many uses of the same person, place, organisation, or topic should be allowed; an overall policy on secondary headings; how many subjects should be as a general policy.
