- The three phases of the development of LC subject headings are surveyed. The inconsistent and not highly effective practices of the past, or Cutterism, should be put aside in favor of standardization or codism. But codism is not an end in itself. It is just a prelude to the ultimate goal - consumerism, or keeping the needs of the library user at the forefront

- Abstract
- Four policy proposals are made for Library of Congress subject headings affecting geographic areas: consistency of form of place names in subjects; consistency and completeness of period subdivisions under place names; automatic Ge of place names as initial elements in map subject cataloging; and abandonment of the (May Subd Geog) concept in favor or clearer and more accurate notations.

- Over 10 years have passed since the 1985 call for a comprehensive theoretical code for LSCH, and no such code has been developed or announced. Although considerable progress has been made towards the goals of a code, i.e. making the headings and their usage more logical, more consistent, clearer and more user friendly, much still remains to be done to achieve complete subject heading standardization plus documentation of the standards
