    Abstract
    Surveys conducted during the last four years under the auspices of the International Federation of Library Associations and Organizations (IFLA) reveal that the Library of Congress Subject Headings is heavily used in national libraries outside of the United States, particularly in English-speaking countries. Many other countries report using a translation or adaptation of LCSH as their principal subject heading language. Magda Heiner-Freiling presents an analysis of the IFLA data, which also includes information on the classification schemes used by the libraries and whether or not the libraries have produced a manual on the creation and application of subject headings. The paper concludes with an Appendix showing the complete data from the 88 national libraries that respond to the surveys

    Abstract
    The Working group on Guidelines for (electronic) national bibliographies has started the work with an analysis of users and use of national bibliographies (NB). In addition to the well known importance of NB for libraries and librarians, other users and their requirements were identified. The results are presented and discussed; both existing and potential users and use were taken into account. The group will continue the work by specifying the functionality to support the various needs of different users.

    Abstract
    Compares the features and capabilities of 2 CD-ROM databases containing MARC bibliographic records for current and retrospective cataloguing: BiblioFile and CDMARC Bibliographic. When size, coverage, update frequency, search and retrieval capabilities, and record display were compared it was concluded that CDMARC Bibliographic had a clear edge over BiblioFile in most respects. However, BiblioFile has better update frequency and coverage. In CDMARC Bibliographic, while scrolling through the Library of Congress shelflist, collection development librarians can compare the extent of their holdings against those of the Library of Congress

    Abstract
    In 1977 the International Congress on National Bibliographies (ICNB) was convened in Paris to develop guidelines for a current national bibliography in printed format. At the IFLA New Dehli meetings the ICNB 1977 Recommendations were reviewed. A Second International Congress on National Bibliographies is being planned to establish guidelines to cover publication of the national bibliographies through new technologies, to discuss the feasibility of raising the minimum requirements in all formats for national bibliographies to better reflect what is published in a country, to investigate more effective methods of proper legal deposit and to investigate feasibiblity of drafting similar recommendations for retrospective national bibliographies.     Abstract
    To assist the IFLA Bibliography Section in gathering more comprehensive information on selection criteria used by national bibliographic agencies in preparing their countries' national bibliography, the Section crafted a survey that the Section chair and the Oslo Programme chair sent electronically and in print form. With the exponential availability of Web and other digital resources, the Section felt a critical need to address how national bibliographic agencies were incorporating these resources into the national bibliography. In preparation for the Section's Programme during the 71st IFLA World Library and Information Congress, the survey was sent to forty-four national libraries and bibliographic agencies in Europe. We restricted dissemination of the survey to European countries, in line with the Section's strategy to plan its programmes in ways that focused on what was happening in the area of the world where the IFLA Congress was being convened. This paper gives an analysis of the data submitted in the responses.

    Abstract
    Account of the preliminary stages in the Bibliothèque National project to produce data from the national bibliography, the Bibliographie de France, on CD-ROM. The pilot disc was produced in collaboration with the British Library, using software developed by Online Computers, and tested out in 60 establishments in 1988. Results of this experiment showed up problems in installation, and user dissatisfaction with the indexing system, formats, headings, and instruction manual. Overall, however, user feedback indicated a good market for CD-ROM, as a complement to other sources of bibliographical data. The 1st full edition, with 380.000 records covering 1975-89, was produced in May 89, and a 2nd edition is scheduled for Oct 89. Discussions are currently in hand to develop European standards for CD-ROM, to be used by all national libraries.

    Describes the union catalogue of braille and recorded books maintained by the National Library Service for the Blind and Physically Handicapped (NLS) at the Library of Congress. The union catalogue contains 150.000 bibliographic records representing approximately 15.000.000 copies. These records come from many sources, including foreign libraries.     Abstract
    The database of the Research Libraries Group's Research Libraries Information Network contains some 25 million records in all USMARC formats for bibliographic and authorities data, as well as a number of additional files for specialized data. These records include source data from the Library of Congress and other national bibliographic agencies, and records contributed by RLG member institutions, and are used both for technical processing and in support of RLG's cooperative programs. Chinese, Japanese, Korean and Cyrillic vernacular records are included in the central database; work on Hebrew is in progress. Future developments will result in the addition of diverse kinds of data, including nonbibliographic data, to RLIN.

    Abstract
    The Working group on Guidelines for (electronic) national bibliographies was established in 2004 has started the work with an analysis of users and contexts of use of national bibliographies (NB) in the digital age. National bibliographies are changing dramatically: they include more and more also bibliographic records for digital resources and national bibliographic agencies are increasingly complementing (or even replacing) printed versions of NB with electronic. The guidelines will be soon posted for the world-wide review; this paper gives and overview of the document prepared so far.

    Abstract
    The working group to establish guidelines for subject access by national bibliographic agencies was set up in 2005 in order to analyse the question of subject access and propose key elements for an indexing policy for national bibliographies. The group's mandate is to put forward recommendations based on best practices for subject access to national bibliographies. The group is presently assessing the elements which should be included in an indexing policy and will present an initial version of its recommendations in 2008.

    Abstract
    The paper describes the efforts of three national libraries to use the DDC to improve access in German to the national bibliographies of Switzerland, Germany and Austria. The reasons that led to the use of the DDC for the organisation of the bibliographies and the difficulties in adopting a common approach will be explained. The paper will deal with the approach of using the Second Dewey Summary and the adaptations made to suit the bibliographic requirements of each country's bibliography. The presentation will also explain the challenges of incorporating German requirements in the new outline of the different series of the Deutsche Nationalbibliograpfie and will show how these were successfully resolved.

    Abstract
    Almost two years ago the IFLA-CDNL Alliance for Bibliographic Standards has been established at the IFLA conference in Berlin. The following paper gives a short overview about the ICABS-related activities of the alliance partners. Objectives and goals of ICABS The objectives of ICABS are: - to coordinate activities aimed at the development of standards and practices for bibliographic and resource control - to support the international exchange of bibliographic resources by supporting, promoting, developing, and testing the maintenance of metadata and format standards - to ensure the promotion of new conventions - to act as a clearinghouse for information on all IFLA endeavours in these fields - to organize and participate in seminars and workshops - to enhance communication within the community.

Wichtige Ziele hierbei sind insbesondere - bereits existierende Standards und Konzepte aus dem Bereich der bibliografischen und der Ressourcen-Kontrolle zu pflegen, für sie zu werben und sie zu harmonisieren, - Strategien für bibliografische und Ressourcen-Kontrolle zu entwickeln und für neue und empfohlene Konventionen zu werben, sowie das Verständnis von Themen zu vertiefen, die mit der Langzeitarchivierung elektronischer Ressourcen zusammenhängen. Das IFLA-Programm Universal Bibliographic Control and International MARC (UBCIM), das bei Der Deutschen Bibliothek angesiedelt war, endete im Februar 2003 mit dem Eintritt der bisherigen Leiterin Marie-France Plassard in den Ruhestand. Die verantwortlichen IFLA-Gremien eruierten bereits in den Vorjahren Möglichkeiten, wie die Betreuung des Formates UNIMARC und die Fortführung eines Programms, das sich mit der universellen bibliografischen Kontrolle beschäftigt, sichergestellt werden könnten. Die portugiesische Nationalbibliothek hat nunmehr zu Beginn diesen Jahres die Pflege und Entwicklung von UNIMARC sowie die Herausgabe der Publikation »International Cataloguing and Bibliographic Control« (ICBC) übernommen.

    Abstract
    Ramamrita Ranganathan hat 1948 erstmals das Konzept einer "Pre-natal classification and cataloguing" in den USA vorgestellt; rund 10 Jahre später führte die Library of Congress ein "cataloguing-in-source"-Projekt durch, das aber noch nicht bis zur konkreten Realisierung eines entsprechenden LC-Dienstes gedieh. 1971 schlug mit der Gründung des "CIP Office" in der LC die Geburtsstunde des ersten CIP-Dienstes der WeIt ("cataloguing-inpublication"). Andere nationale CIP-Programme folgten bald, darunter bereits 1974 der CIP-Dienst Der Deutschen Bibliothek sowie ein Vorläufer des kanadischen CIP-Dienstes, der offiziell zwei Jahre später aufgenommen wurde, und 1975 der CIP-Dienst der British Library. Die aus bibliothekarischer Sicht wichtigsten Funktionen des CIP-Dienstes waren - die Erwerbungsgrundlage durch möglichst frühzeitige Information über Neuerscheinungen und Neuausgaben sowie - die Katalogisierungsgrundlage (auch mittels des Eindrucks der CIP-Titelaufnahme im Buch). Die Basis des Verfahrens waren bis zuletzt die Titelmeldungen der Verleger auf einem gemeinsamen VLB-CIP-Formular (in den letzten Jahren auch in elektronischer Form) sowie die sog. Titeleien (Kopien der Titelseiten und dgl.), die im Prinzip mindestens vier Wochen vor dem Erscheinungstermin in der CIP-Stelle eingegangen sein mussten.
