    Abstract
    Examines the legal aspects of the Internet: the solution of technical problems concerning the security of information, nets and resources and the solution of global problems of the Internet as a part of media in a democratic society; and how to secure the basic democratic values on the Internet as a free and non-ideological communication site. Using the examples of some legislative initiatives concerning the Internet, analyzes protection of the right of property, of the right of safety and of the right to freedom of speech.     Abstract
    Presents a summary of a report published by the US Department of Commerce on the impact of the National Information Infrastructure (NII), the information superhgihway, on copyright laws in the USA. Explains the backgroud to the report, the aims of the NII, the role of the Information Infrastructure Task Force (IITF) set up by the Clinton administration, and the work of the Working Group on Intellectual Property Rights within the IITF. Presents the report's recommendations to the US Congress on changes to copyright laws, including clarification of the copyright owner's distribution right and amendment of library privileges to bring them into the digital age.

    Abstract
    The US Copyright Office has issued a 111 page report of Congress giving an impartial overview on the question of legal protection for databases. The bulk of the report discusses issues raised by interested parties at meetings during 1997 and it is intended as a starting point for Congress to consider whether there is a need for a new form of statutory protection and, if so, how legislation could avoid negative consequences. Copies of the report are posted on the Internet site at http://www.loc.gov/copyright, under the heading 'What's new'

    Describes the introduction of a current awareness service, based on the contents pages of periodicals received by Lund Univ. Library, Sweden, and discusses the use of scanners, electronic mail and facsimile transmission (FAX) techniques. The systen checks in the periodicals, scans the contents pages, stores the information on the system's file server, and sends the information to the users' electronic mail address or facsimile transmission address.     Abstract
    Explains the legal aspects of copyright. Under English law, copying includes electronic copying of works. Takes the example of a company wishing to store its in house cuttings library of other people's news cuttings on disc. One option is to retain the newspapers. Another is to contact the publishers, which presents enormous difficulties. The Copyright Licensing Agency at present only deals with photocopying and has no mandate from newspaper publishers to include their works in such schemes

    Abstract
    The publication of scholarly works in a networked electronic environment presents opportunities for solving problems with printed services. At the same time, copyright developed primarily for printed works, has been used to create stumbling blocks both for faculty authors and their institutions. This has accurred because publishers have required a transfer of copyright as a quid pro quo for publication. New models of copyright ownership and management can be developed for electronic publishing of scholarly works and research uses, and ultimately will reduce costs to universities which currently must repurchase faculty produced works from commercial publishers

    Abstract
    The concept of a digital library has been stimulated by recent advances in computing technology. These developments hold the promise of transforming libraries into interactive centres of learning and research by virtue of inexpensive digital storage, easy-to-use search engines, and powerful computing hardware. However, libraries are handicapped in their move to digital collections by enormous legal problems in securing rights to much of the current literature. Solutions to this dilemma are not on the immediate horizon, but eventually will include changes in the current copyright law and technological arrangements to protect the interests of the owners of intellectual property. Suggests that librarians might find a more valuable role not in getting information to an electronic state, but in being its organizers and facilitators

    Abstract
    Raises a number of questions concerning current issues and problems in publishing and electrocopying in the academic field. Considers the influence of the Internet, the role of publishers in the future academic market, and how copyright law might develop as a result of changes in the digital world. Scholarly authors may in fact be better renumerated without publishers: universities will become Internet publishers. In the USA, 16 research institutes and libraries have formed the Digital Library Federation, and various models for scholarly communication in the electronic age are under discussion, aimed at providing appropriate methods of copyright clearance and renumeration mechanisms

    Abstract
    Technological developments have changed the concepts of publication, reproduction and distribution. However, legislation, and in particular the Legal Deposit Law has not adjusted to these changes - it is very restrictive in the sense of protecting the rights of authors of electronic publications. National libraries and national archival institutions, being aware of their important role in preserving the written and spoken cultural heritage, try to find different legal ways to live up to these responsibilities. This paper presents some legal aspects of archiving Web pages, examines the harvesting of Web pages, provision of public access to pages, and their long-term preservation.

    Discusses the publishing of books online on the Internet, in the USA. The issues is treated mainly in relation to trade publishers. Outlines various ways in which such publishers have so far used the Internet, for example in the publishing of the full text of works of fiction, for publishing catalogues, and for presenting authors to the public via bulletin boards or electronic conferences.     Abstract
    The statutes themselves are not the only basis for deciding whether an intellectual property rights infringement has occurred. Ethical judgments can also influence judicial rulings. This column looks at three issues of intellectual property ethics: the nature of the property, written guidelines for behavior, and enforcement mechanisms. For most active infringers digital property seems unreal, the rules ambiguous, and the enforcement statistically unlikely.

    Abstract
    In this global information age, accessing, disseminating, and controlling information is an increasingly important aspect of human life. Often, these interests are expressed in the language of human rights-for example, rights to expression, privacy, and intellectual property. As the discipline concerned with "facilitating the effective communication of desired information between human generator and human user" (Belkin, 1975, p. 22), library and information science (LIS) has a central role in facilitating communication about human rights and ensuring the respect for human rights in information services and systems. This paper surveys the literature at the intersection of LIS and human rights. To begin, an overview of human rights conventions and an introduction to human rights theory is provided. Then the intersections between LIS and human rights are considered. Three central areas of informational human rights-communication, privacy, and intellectual property-are discussed in detail. It is argued that communication rights in particular serve as a central linchpin in the system of human rights.

    Image content opens up exciting possibilities for stand-alone media, distributed networks, online networks, and on-site publishing from information systems for use by the general public, for research, collection management, education and distance learning.
