    Abstract
    A number of studies have examined the problems of query expansion in monolingual Information Retrieval (IR), and query translation for crosslanguage IR. However, no link has been made between them. This article first shows that query translation is a special case of query expansion. There is also another set of studies an inferential IR. Again, there is no relationship established with query translation or query expansion. The second claim of this article is that logical inference is a general form that covers query expansion and query translation. This analysis provides a unified view of different subareas of IR. We further develop the inferential IR approach in two particular contexts: using fuzzy logic and probability theory. The evaluation formulas obtained are shown to strongly correspond to those used in other IR models. This indicates that inference is indeed the core of advanced IR.

    Abstract
    A Web-based survey was conducted to determine the extent to which Canadian public libraries are collecting multilingual materials (foreign languages other than English and French), the methods that they use to select these materials, and whether public librarians are sufficiently prepared to provide their multilingual clientele with an adequate range of materials and services. There is room for improvement with regard to collection development of multilingual materials in Canadian public libraries, as well as in educating staff about keeping multilingual collections current, diverse, and of sufficient interest to potential users to keep such materials circulating. The main constraints preventing public libraries from developing better multilingual collections are addressed, and recommendations for improving the state of multilingual holdings are provided.

    Abstract
    This paper proposes a learning approach for the merging process in multilingual information retrieval (MLIR). To conduct the learning approach, we present a number of features that may influence the MLIR merging process. These features are mainly extracted from three levels: query, document, and translation. After the feature extraction, we then use the FRank ranking algorithm to construct a merge model. To the best of our knowledge, this practice is the first attempt to use a learning-based ranking algorithm to construct a merge model for MLIR merging. In our experiments, three test collections for the task of crosslingual information retrieval (CLIR) in NTCIR3, 4, and 5 are employed to assess the performance of our proposed method. Moreover, several merging methods are also carried out for a comparison, including traditional merging methods, the 2-step merging strategy, and the merging method based on logistic regression. The experimental results show that our proposed method can significantly improve merging quality on two different types of datasets. In addition to the effectiveness, through the merge model generated by FRank, our method can further identify key factors that influence the merging process. This information might provide us more insight and understanding into MLIR merging.

    Abstract
    Query translation is a viable method for cross-language information retrieval (CLIR), but it suffers from translation ambiguities caused by multiple translations of individual query terms. Previous research has employed various methods for disambiguation, including the method of selecting an individual target query term from multiple candidates by comparing their statistical associations with the candidate translations of other query terms. This paper proposes a new method where we examine all combinations of target query term translations corresponding to the source query terms, instead of looking at the candidates for each query term and selecting the best one at a time. The goodness value for a combination of target query terms is computed based on the association value between each pair of the terms in the combination. We tested our method using the NTCIR-3 English-Korean CLIR test collection. The results show some improvements regardless of the association measures we used.

    Abstract
    Purpose - This paper seeks to examine image retrieval within two different contexts: a monolingual context where the language of the query is the same as the indexing language and a multilingual context where the language of the query is different from the indexing language. The study also aims to compare two different approaches for the indexing of ordinary images representing common objects: traditional image indexing with the use of a controlled vocabulary and free image indexing using uncontrolled vocabulary. Design/methodology/approach - This research uses three data collection methods. An analysis of the indexing terms was employed in order to examine the multiplicity of term types assigned to images. A simulation of the retrieval process involving a set of 30 images was performed with 60 participants. The quantification of the retrieval performance of each indexing approach was based on the usability measures, that is, effectiveness, efficiency and satisfaction of the user. Finally, a questionnaire was used to gather information on searcher satisfaction during and after the retrieval process. Findings - The results of this research are twofold. The analysis of indexing terms associated with all the 3,950 images provides a comprehensive description of the characteristics of the four non-combined indexing forms used for the study. Also, the retrieval simulation results offers information about the relative performance of the six indexing forms (combined and non-combined) in terms of their effectiveness, efficiency (temporal and human) and the image searcher's satisfaction. Originality/value - The findings of the study suggest that, in the near future, the information systems could benefit from allowing an increased coexistence of controlled vocabularies and uncontrolled vocabularies, resulting from collaborative image tagging, for example, and giving the users the possibility to dynamically participate in the image-indexing process, in a more user-centred way.

    Abstract
    The authors propose a method for automatically generating Japanese-English bilingual thesauri based on bilingual corpora. The term bilingual thesaurus refers to a set of bilingual equivalent words and their synonyms. Most of the methods proposed so far for extracting bilingual equivalent word clusters from bilingual corpora depend heavily on word frequency and are not effective for dealing with low-frequency clusters. These low-frequency bilingual clusters are worth extracting because they contain many newly coined terms that are in demand but are not listed in existing bilingual thesauri. Assuming that single language-pair-independent methods such as frequency-based ones have reached their limitations and that a language-pair-dependent method used in combination with other methods shows promise, the authors propose the following approach: (a) Extract translation pairs based on transliteration patterns; (b) remove the pairs from among the candidate words; (c) extract translation pairs based on word frequency from the remaining candidate words; and (d) generate bilingual clusters based on the extracted pairs using a graph-theoretic method. The proposed method has been found to be significantly more effective than other methods.

    Abstract
    This report analyzes the methodologies used in establishing interoperability among knowledge organization systems (KOS) such as controlled vocabularies and classification schemes that present the organized interpretation of knowledge structures. The development and trends of KOS are discussed with reference to the online era and the Internet era. Selected current projects and activities addressing KOS interoperability issues are reviewed in terms of the languages and structures involved. The methodological analysis encompasses both conventional and new methods that have proven to be widely accepted, including derivation/modeling, translation/adaptation, satellite and leaf node linking, direct mapping, co-occurrence mapping, switching, linking through a temporary union list, and linking through a thesaurus server protocol. Methods used in link storage and management, as weIl as common issues regarding mapping and methodological options, are also presented. It is concluded that interoperability of KOS is an unavoidable issue and process in today's networked environment. There have been and will be many multilingual products and services, with many involving various structured systems. Results from recent efforts are encouraging.

    Abstract
    Most libraries and other cultural heritage institutions use controlled knowledge organisation systems, such as thesauri, to describe their collections. Unfortunately, as most of these institutions use different such systems, united access to heterogeneous collections is difficult. Things are even worse in an international context when concepts have labels in different languages. In order to overcome the multilingual interoperability problem between European Libraries, extensive work has been done to manually map concepts from different knowledge organisation systems, which is a tedious and expensive process. Within the TELplus project, we developed and evaluated methods to automatically discover these mappings, using different ontology matching techniques. In experiments on major French, English and German subject heading lists Rameau, LCSH and SWD, we show that we can automatically produce mappings of surprisingly good quality, even when using relatively naive translation and matching methods.

    Abstract
    The MACS project aims at providing multilingual subject access to library catalogues through the use of concordances between subject headings from LCSH, RAMEAU and SWD. The manual approach, as used by MACS, has been up to now the most reliable method for ensuring accurate multilingual subject access to bibliographic data. The presentation will give an overview on the development of the project and will outline the strategy and methods used by the MACS project. The presentation will also include a demonstration of the search interface developed by The European Library (TEL).
